About this file
This is Amendment 0001 to Solicitation 1240BJ26Q0028, issued by USDA Forest Service, CSA Northwest 7 (Portland, OR), effective August 28, 2026. The amendment extends the offer due date to September 4, 2026, at 4:00 PM PT and includes Questions and Answers addressing technical specifications for mine shaft closure work. The estimated contract performance period runs from September 30, 2026, to October 29, 2026.
The Q&A clarifies requirements for fabricated steel bat-friendly grates and concrete slab installations to seal mine shafts. For steel grate installations, contractors must secure the grate to bedrock using 5/8-inch steel rock bolts anchored in at least 8 inches of competent rock. Concrete slab designs are permitted if bedrock cannot be accessed due to incompetent material or unstable surfaces, requiring a licensed Professional Structural Engineer in Washington and design review before proceeding. Concrete specifications require Type II Portland cement (ASTM C150), ASTM C-33 aggregates, and 4,000 psi minimum strength at 28 days, with detailed requirements for forming, reinforcement steel placement, mixing procedures (either on-site or ready-mix per ASTM C-94), and weather-specific concreting protocols. Contractors are responsible for site inspections, excavation to competent bedrock with minimum 2-foot ledge width at the perimeter, and installing vertical culverts if specified. Concrete-supported designs are not part of the base scope and may require contract modification. The contractor shall design and install the complete steel grate system, including design and cost estimation within the bid price, with all proposed designs subject to Forest Service review and written approval before notice to proceed.

Q&A
1. Could the reinforced concrete serve as the permanent anchoring system, or would the anchors still have to extend through the concrete and into bedrock?
The fabricated steel grate shall be secured to bedrock using 5/8” steel rods (“rock bolts”) anchored in at least 8” of competent rock to resist tampering, vandalism, and movement of the grate.
Concrete slabs shall be used if the steel grate cannot be anchored to bedrock. And the mine shaft collar is determined to be composed of incompetent material or unstable surfaces.
The need to extend anchors through the concrete and into bedrock will be dependent on the contractor’s engineering design and analysis to safely construct the final product described in the Solicitation Line Item 02..
2. Would the contractor be required to provide Washington PE- or SE-stamped drawings and structural calculations?
Yes, a Professional Structural Engineer that is licensed in the State of Washington and qualified to perform the engineering analysis and design will be needed for the construction of a concrete slab.
3. Does the Forest Service have minimum requirements for concrete thickness, reinforcement, anchor embedment, design loads, or curing time?
Cement shall be Type II Portland cement conforming to ASTM C 150 unless otherwise approved by the COR. Fine and coarse aggregate shall conform to ASTM C-33. Water shall be potable. Admixtures shall conform to ASTM C-494. Calcium chloride will not be permitted.
Mine openings to be closed with a cast-in-place slab must be excavated to competent bedrock. The Contractor is responsible for site inspections and any testing or exploration necessary to ensure that the bid adequately reflects excavation conditions including any hand trimming and leveling required. The perimeter of the mine opening must be excavated to a minimum ledge width of two feet (2’) on competent bedrock. Forms for cast-in-place concrete slabs must be constructed using corrugated metal stay-in-place forms (bridge decking) and steel or wood beams. Alternative materials may be used for forming if the Contractor demonstrates to the COR that the alternative forms are capable of withstanding the loads applied by the concrete.
The Contractor shall be responsible for reinstalling the cap should alternative materials fail to adequately support the concrete. Forms shall be mortar tight and sufficiently rigid to prevent distortion due to the pressure of the concrete and other loads incidental to the concrete operations including vibration. If a vertical culvert is specified, an opening must be cut in the formwork where the culvert is to be set.
Reinforcing steel shall be laid over the formwork using plastic chairs or equivalent to support the steel three inches (3”) above the formwork. If a vertical culvert is installed in the shaft, the vertical culvert must be installed prior to pouring the concrete. Reinforcing steel must be tied together. Welding of reinforcing steel is not allowed.
The concrete may be mixed at the work site or delivered as ready mix at the Contractors option. If the concrete is mixed on site, equipment and mixing procedures shall conform to ACI 301 Chapter 7. If ready mix is used it shall be mixed and transported in accordance with ASTM C-94. The concrete mix shall be designed to produce a minimum 4000 psi concrete at the 28 day test. If hot weather concreting is done it shall conform to the requirements of ACI-305. If cold weather concreting is done it shall conform to the requirements of ACI-306. The rate of depositing concrete in forms shall be controlled to prevent deflection of the form panels. The concrete shall be thoroughly compacted to prevent the formation of voids in the cap.
4. Would this concrete-supported design be considered part of the base scope if competent bedrock is unavailable, or would it require a contract modification?
A concrete-supported design is not considered as part of the base scope and may require contract modification.
5. Could the contractor submit the proposed design for Forest Service review and written approval before purchasing materials or beginning fabrication?
Yes, the awarded contractor shall submit their proposed design for Forest Service review prior to the issuance of a notice to proceed.
6. Are we designing a gate based on the criteria and supplying that as a part of the bid or calculate it out based on the criteria and add that $$ to the bid? Sorry I just want to be sure I do not miss anything.
The contractor shall be responsible for the design and installation of a fabricated steel bat-friendly grate that mitigates public access and human entry into the mine shaft.
