Answer to questions for Solicitation 1240BJ22R0003 Road Construction MATOC for Alaska

The Period of Performance is 10/1/2022-10/1/2027, but on the Price Schedule in Section B, prices are being asked for Year 1 only. Are these prices for the USFS to use to estimate the cost of future IDIQ jobs? or are these prices we will be held to as 'not to exceed' prices when we participate in the upcoming IDIQ contracts?

Preference is to utilize the year one pricing for estimating & evaluation purposes. We understand that it would be very difficult to provide a not to exceed price, considering the current economy.

We can give you a bid on Contractor supplied materials on the date of the bid. And these prices would be good throughout year one of the project. However, those materials may increase in price for future years. Is there a material escalation clause incorporated in this project so we could recover any increase in material cost?

Preference is to utilize the year one pricing for estimating & evaluation purposes. We understand that it would be very difficult to provide a not to exceed price, considering the current economy. Formal proposal costs will be captured at the Task Oder Level.

Do you have any construction drawings of the Gov't Furnished Glulam Slab or Modular Bridges that show the bridge components, foundation type, etc.? It will be hard to submit a reasonable bid per each without this information.

What is the definition or scope of work of Item 26 - Logging Out, Item 29 - Ford Construction, Item 36 - Construct Turnpike, Type 1, Item 37 - Stairway, Type Staircase, Item 38 - Construct Boardwalk, Type Standard and Item 39 - OH Trail Reconditioning? It could be that all of this information is in USDA Standard Specifications. If that is the case can you direct me to where I can acquire those specifications?

What is the FOB point for Gov't Furnished materials for each of the 10 Zones

Too many to list. Gov’t provided material sources will be called out on the individual task order. In general, on the Tongass NF, we expect an average haul distance of 2 miles for rock. Bridges and culvert haul distances can vary greatly and will be called out on individual task order.
