About this file
This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the Camas Prairie Fence project issued by USDA-FS CSA Northwest 6 in Corvallis, Oregon. The amendment provides detailed clarifications for a fence construction and repair project, including specific instructions for staging locations, fence construction specifications, and vegetation removal requirements. Key details include: a new 1-mile fence section will be constructed with 3 strands of barbed wire and a 4th smooth wire strand, 2 miles of existing fence will be repaired to meet wildlife-friendly specifications, and a 14-foot gate is required. Skid steers are permitted in certain ground conditions, but wood chippers are not allowed. Vegetation removal is restricted to woody plants between 24 inches and 8 inches in diameter within 4 feet of the fence line, with trees over 8 inches DBH to be preserved. The amendment also specifies that any smooth top wire strands must be replaced with barbed wire to comply with Forest Service cattle exclusion fencing technical specifications.

The purpose of this amendment is to provide the following information, based questions the Government has received:
1. Regarding an appropriate staging location, the easiest way to access the northeast section of the fence is at west end of FS Road 2120-240, adjacent to a corral. There is plenty of room to stage near the corral, very close to the fence. For the west end of the fence, there is trail access via FS Road 2130-240, which is labeled as a road but is now a trail. A side-by-side should be able to fit on that trail coming from FS Road 2130, but can definitely fit through if coming from the east (2120-240) side.
2. There are no gates blocking access to where the road ends at the corral, where the fence is most easily accessible. You can park there and walk the perimeter; most of the fence has trails running parallel that you can follow, but the west edge does not.
3. For Item 0003, the portion of the fence that will be newly constructed will generally follow the wildlife-friendly wire fence specifications in Attachment 1, p.21, with 3 strands of barbed wire and a 4th strand of smooth wire on the bottom.
4. For Item 0006, the portions of fence that are already 4-strand wire (which includes the entire 3-mile-long fence, excluding the 1-mile-long portion that will be newly constructed, hence 2 miles of repair under this item) will be repaired to meet the same wildlife-friendly wire fence specifications in Attachment 1, p.21, as well as other Forest Service specifications found in Attachments 2-4. Corner and H-braces have a variety of designs to choose from, but they must follow one of the design options in any of those 3 technical references and result in a high-quality fence that effectively excludes livestock from the fence's interior. Technical specifications can also be found in the Statement of Work, all of which were pulled from the attached technical references.
5. For Item 0004, the gate is only required to be 14' wide, include wood or wire stays, and have a cheater bar for opening. Otherwise, gate design is also up to the contractor, provided it meets the specifications of a design from one of the attached technical references.
6. Skid steers will be allowed where the ground is not too wet to get stuck or damage water resources. It is also noted that there are many trees along the fence line itself that are greater than 8" DBH, which are not to be removed. Therefore, driving a skid steer along the fence line will be difficult. There are trails paralleling the north and south sides of the fence for side-by-side and skid steer access, but not on the west side.
7. Due to noise restrictions and fire/fuels concerns, wood chippers will not be allowed for this project.
8. Paragraph 2 of "3.0: Technical Requirements / Tasks" in the Statement of Work states:
1240BH25Q0032
a. "All live woody vegetation greater than 24 inches in height to be removed, except any live tree 8 inches or greater at diameter breast height (DBH) (4.5 feet above ground); those trees shall not be removed. Stumps shall be cut no higher than 12 inches above the ground. Small diameter brush does not need to be cleared.
Large diameter brushes containing stems greater than 1-inch basal diameter shall be cleared."
b. This means that the only woody vegetation to be removed is any tree that is greater than 24" in height AND less than 8" DBH within 4' of the fence line.
9. We will require that any top wire strands that are smooth along the existing wire fence be replaced with barbed wire to be in line with Forest Service technical specifications for cattle exclusion fencing, even if the smooth wire is in good condition.
