About this file
This document contains a pre-proposal conference file related to a solicitation for the GAOA Anan Wildlife Observatory Reconstruction Phase 2 opportunity. The solicitation requests proposals to demolish and reconstruct the lower deck and staircases of the Anan Wildlife Observatory located in the Tongass National Forest in Alaska. Base work includes demolishing the existing lower timber deck and stair structures, constructing new footings, stem walls, structural elements, a two-level metal and FRP lower observation deck and guardrails, and an aluminum spiral staircase. Optional work includes designing and constructing a remote power and communication system. The period of performance is from September 15, 2023 through December 31, 2024, with a mandatory site shutdown from June 16, 2024 through September 14, 2024 due to high visitor volume. Proposals are due by June 12, 2023. The pre-proposal conference file provides additional details on project objectives and challenges, answers contractors' questions, and outlines expectations for site access, materials removal, lodging, and barge operations given the remote location.

3. Technical Specifications, Section 05 71 13, Part 1.4(B). Add the following: Minor alterations to the spiral staircase design for ease of fabrication, and to reduce the probability of warpage, will be seriously considered, provided that the proposed alterations do not change the overall dimensions, do not substantially impact the overall aesthetic, do not substantially increase sound transmission, comply with the structural design criteria, and are reviewed and stamped by an Alaska-licensed Professional Engineer. Proposed alterations will be addressed via the substitution request and shop drawing submittal processes after contract award.

Welcome-
• Project name: GAOA Anan Wildlife Observatory Reconstruction Phase 2, 1240BH23R0025
• Period of performance: September 15, 2023 through December 31, 2024. There is a mandatory shut-down of the site from 6/16/2024 through 9/14/2024 due to high volume of visitors.
• Proposals are due 12 June 2023 at 1600 hours, Pacific Time, 1500 hours Alaska Time.
Prebid Meeting Process-
After introductions and a brief description of the contract documents, there will be time for contractor questions. All contractor questions will be documented. Discussions during the pre-bid conference do not amend the contract documents. Following the Pre-bid conference, the questions, answers and any contract revisions identified will be included in a written contract amendment.
Review Contract Documents:
• State project objectives: From the project pre-solicitation notice: The project has several objectives, all of which revolve around the demolition and reconstruction of a lower deck and staircases of the Anan Wildlife Observatory. Base Item work includes the demolition and removal of the lower timber observation deck and stair structures, including footings;
construction of footings, stem walls and structural elements, a new two-level metal and FRP lower observation deck and guardrails, and an aluminum spiral staircase; and other miscellaneous work. Option Item work includes design and construction of a remote power and communication system, and other miscellaneous work.
• Challenging aspects of this project include:
o Shutdown period next summer.
o Remote location, including heavy bear activity.
o Spiral staircase fabrication and installation: Staircase is unique and tucked tightly against the rock.
o Design and installation of the off-grid power and communication system (option item):
Requires contractor to provide a prescriptive design and the off-grid nature of the design may require specialty designer/installer.
Answers to Pre-Proposal Conference Questions 6-2-2023
1. Question: Power run from main site to upper site: Drawing appears to show the power cable crossing the creek, is that correct?
Answer: No. Route shall follow the north side of Anan Creek, without any crossing of Anan Creek, similar to the existing cable. See Drawing Sheet 30, Detail 1: “Flag proposed conduit routing in the field for Contracting Officer review and approval. Contracting Officer may make minor routing adjustments as needed." Routing shown on the drawings is schematic only.
2. Question: Distance shown for the power cable is 3800 ft upstream of the observatory - is it a straight-line distance, or the actual on-the-ground distance, following the contours of the ground?
Answer: Distance is 1800 ft, measured via GPS track line from a person walking on the ground following the contours of the ground.
3. Question: How should the conduit cross the small tributary upstream from the main viewing deck?
Answer: Suspend the conduit so it is above the extreme high water level of the tributary. No prescribed method. Submit proposed method to the Forest Service prior to mobilization.
4. Question: Does the contract call for laying a metal conduit on the ground?
Answer: Yes. Conduit between the main observatory and the upper falls shall be laid on the ground. See Sheet 30, General Notes, for more information, and see Sheet 32 for conduit and cable types.
5. Question: Lodging on site: What are the expectations?
Answer: Lodging is not provided. See Technical Specifications, Section 01 14 13, Part 1.7 for requirements for the “Contractor’s Work Camp Area.” Note special requirements due to dense brown bear and black bear habitat, exclusion zones for camping, and other requirements.
Several of the nearest beaches are private land (owned by Sealaska) and cannot be camped on without landowner approval. The Anan Bay Cabin was taken out by a tree this past winter and is not expected to be available. The Frosty Bay and Berg Bay cabins are the nearest open cabins and may be possible to be rented. The Wrangell Ranger District would entertain blocking off time for the spring or fall (up to 6 weeks in the fall, and up to 6 weeks in the spring) for the contractor to rent, at the prevailing rental rate. Contractors in the past have camped on a barge.
6. Question: Are there bathrooms on site?
Answer: See Technical Specifications, Section 01 14 13, Part 1.7(F). In addition, the outhouse at the Anan Bay Cabin is in good shape, and the vault toilet at the trailhead (at the Anan Lagoon entrance) is operational.
7. Question: Who was the Phase 1 contractor?
Answer: Rainforest Contracting.
8. Question: Will the existing staircase, built during phase 1, be demolished?
Answer: Yes.
9. Question: Will all removed/demolished materials need to be taken off site?
Answer: Yes. See Technical Specifications, Section 02 41 00, Part 3.1(E), and Section 01 14 13, Part 1.1(C).
10. Question: The contract calls for 2 CY of rock to be removed for staircase installation. Is there a prescribed method to remove that rock?
Answer: No prescribed method. See Technical Specifications, Section 31 00 00, Parts 3.3(A) and 3.6(A). Comply with permit requirements regarding keeping rock out of the creek. Submit a rock excavation plan prior to mobilization.
11. Question: In terms of barge service, is there a place to dock?
Answer: No dock at Anan. Beaching a vessel at the bay is very challenging, due to archaeological restrictions, tides, and beach slope. Contractors may provide their own anchors and anchor in Anan Bay. The Forest Service owns a float in Anan Bay, which is available for vessels up to 36 feet in length and that draft no more than 30 inches, for loading and unloading only. Previous contractors at Anan have mobilized materials to the observatory by:
a. Entering Anan Lagoon with a landing craft during high tides, off-loading at the lagoon landing (location shown on Drawing Sheet 2), and departing the lagoon before the tide dropped too far.
b. Helicopter long-line/sling operations from a vessel anchored in Anan Bay.
12. Question: Do the stairs only go down to the lower observation deck?
Answer: Yes, stairs go from upper deck to lowest lower deck. A hatch in the lowest deck provides ground-level access to the base of the concrete walls and the tunnel entrance. See Drawing Sheets 18, 19, and 21.
13. Question: From the plans it appears that one side of the concrete wall is below the water level?
Answer: Correct. The ordinary high water (OHW) level of Anan Creek in the vicinity of the concrete wall is approximately nine (9) feet above the bedrock elevation. During most water flows, part of the stem wall will be below water level. See Technical Specifications Section 31 00 00 Part 3.2, ADF&G Fish Habitat Concurrence letter, and Forest Service BMPs (all included as attachments to the solicitation) for dewatering requirements and other requirements related to working within the wetted perimeter of Anan Creek.
