The base work includes preparing approximately 5 miles of Road 52 and applying a chip seal to its 33.46 mile length. Optional work includes similar preparation and sealing of the 22.05 mile Road 53. The single course chip seal will use CRS-2P oil and 1/2 inch chip rock. Staging areas must be established at 5 mile intervals along the routes. Temporary traffic control with flaggers and a pilot car is required. The anticipated start date is July 2021 with completion by October 2021. The solicitation was posted on May 24, 2021 and will be available on SAM.gov, with proposals due by June 30, 2021 at 4:00pm PDT. The government estimates the project value is between $1,000,000 to $5,000,000.

Amendment Three GAOA Blue Mountain Scenic Byway Chip Seal, Solicitation 1240BH21R0028
1. Under Section C-1 Summary of Work for Solicitation, could the Government please define what BST stands for?
Existing asphalt surface to be prepared, where areas of distress have occurred, is a combination of BST, asphalt patching, and thin asphalt overlay with an average thickness of 1”-2”, although there are some thicker spots along the route.
BST (Bituminous Surface Treatment) is just another term for chip seal
2. Can the Government provide a separate line item for Asphalt Patching with a tonnage quantity?
No asphalt patching is anticipated on this project.
3. Section C-1 Summary of work states that permanent striping will be included. Can the Government provide detail on the type of striping? Will there be a separate line item?
No permanent striping on the 52 road (Base item), but there is striping on the 53 road (Option item). Please including striping in your estimate for the NFSR 53 section of the project.
4. Is the Government wanting Fog Seal for this project? If so, the rate and Square Yard quantity?
No fog seal called for in this project.
5. Is the start date and completion date going to be changed or pushed back?
F.2 The bid states a start date of 7/1/21 and Completed by 9/30/21, bids 6/23/21 and typically award takes 2 weeks. Solicitation states Government requires 2 weeks to approve submittals and 30 days for crossing Bridges.
Yes, we anticipate the start date changing. All base items shall be completed in 2021. Completion of option items may be extended into 2022.
6. What are Bridge load limits for NFSR's 52 and 53?
NFSR 52 only has one bridge, at MP 0.9 (about that distance north of the NF John Day River). It is still under construction but can be crossed. It has no load rating but was designed for HL-93 truck loading. NFSR 53 has no bridges.
7. Amendment 1 states that all grass will be removed from cracks. What line item will this scope of work fall under or will a separate line item be provided? If a separate line item is issued, quantity and unit of measurement? Will the cracks require crack seal? Or would the Government consider a scrub seal?
Spec 407.06 includes reference to 406.04 (a), which includes removal of deleterious material such as grass in cracks. Removal of grass from cracks would be incidental to pay items 40701.
8. In the solicitation it states kick brooming from water ways, FP-14 section 407.10 however the last paragraph states "complete vacuum sweeping by the next morning. Could the Government please clarify if the contractor is kick brooming or vacuum?
FP14 requirements must be followed for this project.
