About this file
This document contains Questions and Responses from Industry for a construction/environmental project involving stream and log placement work. The project requires specific equipment and has critical operational constraints, including a strict instream work window from August 1st to September 30th. Two medium-sized excavators will be needed, with at least one equipped with a bucket attachment for material movement and log structure excavation. A cable yarder will fell trees, and excavators can assist with moving felled trees, with a grapple attachment preferred.
Key environmental considerations include using fish safe hydraulic fluid for the skidder and excavators since all work occurs within the floodplain. No temporary bridge construction or stream dewatering will be required, contrary to initial contract specifications. Line Item #0003 has been revised to include the additional excavator. The wage determination for the project will be included in a future amendment, and specific machinery requirements include ensuring fish-safe hydraulic fluids are used on all equipment working in the floodplain area.

Questions/Responses from Industry
Question: Will the trees that are felled by the yarder be required to be moved by the yarder once felled and can a excavator with a bucket and thumb assist to help fall and free the root wads?
Answer: After being felled by cable yarder, the trees can be moved with an excavator with either attachment (bucket or grapple), but the grapple is usually preferred.
Question: There is no bid item for an excavator with bucket to excavate material for log placement but calls for up to 200 yds to be moved.
Answer: These projects typically require two medium sized excavators, including one with a bucket to move material. Line Item #0003 has been revised to include another excavator.
Question: The excavator with a rotating grapple cannot dig gravel for log placement.
Answer: These projects typically require two medium sized excavators, including one with a bucket. Line Item #0003 has been revised to include another excavator.
Question: Contract calls for temporary bridge construction, but there is no bid item for this work.
Answer: The bridge spec is in place because some contractors can work “in the dry” outside the fish window with bridges in certain situations. No bridges will be needed for this project.
Question: Stream diversions and dewatering will also require an excavator for filling bags, moving pumps and excavation for log structures, no bid item.
Answer: No bag filling, pumping, or dewatering will be needed for this project. A second excavator with a bucket attachment will be needed for log structure excavation. Line Item #0003 has been revised to include another excavator.
Questions/Responses from Industry
Question: What is the wage determination for this project?
Answer: Wage Determination will be included in the amendment.
Question: What are the seasonal fish window restrictions?
Answer: The instream work window is August 1st to September 30th.
Question: Which machines will require fish safe hydraulic fluid?
Answer: The skidder and both excavators (all work is within the floodplain)
