About this file

This is a Questions and Answers document containing the second set of industry inquiries regarding a U.S. Forest Service (USFS) contract for stream restoration work involving the installation of large wood structures.

The document addresses five key clarifications: (1) trees to be felled are located on an adjacent stream bank and can be pulled directly into the floodplain for short-distance installation; (2) logs and root wads needed for the project will be available on-site, with additional materials arriving as needed; (3) no incentives will be offered for tree gathering due to funding constraints; (4) in-stream work encompasses all activities below the ordinary high-water mark, including preparation work, and must be completed within the designated in-stream work window since most of the project area falls within this zone; and (5) excavators may be used to assist in felling trees and freeing root wads in some areas, but not all, with the designated Contracting Officer's Representative (COR) responsible for verifying allowable locations on-site.

2nd Set of Questions from Industry

1. 1. Is there a specific location where the trees that need to be pulled over are located or is it okay to assume they are adjacent/reasonably close to the location that they will be installed?

Yes. Trees are on the adjacent stream bank and can be pulled directly into the floodplain and moved a short distance into place.

2. Are the decks of logs & root wads near the jobsite available for use or are those reserved for a different project?

Yes, with more on the way. All logs needed for the project other than those needing tipped on site will be stacked in the project area.

3. Is Item 5 (INCENTIVES) intended to be an estimate of additional costs to the USFS for trees gathered?

Due to funding constraints, no incentives will be offered for contract.

4. Does IN-STREAM work only apply to work done in the “water” or is it all work done within the high water mark or other specified zone? Can work outside of the “water” be done outside of the In-Stream work window? Prepping for and performing stream adjacent work

In-stream is considered everything below the ordinary high-water mark. All work, including prep, will need to be completed within the in-stream work window because most of the project area lies within this zone.

5. Can an excavator be used to assist the yarder to fell the trees? Can the excavator be used to help free the root wad during felling to reduce tree damage?

Yes, in some areas, but not all. The contractor will work with the designated COR on site to verify where this is allowable.
