(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format inFAR Subpart 12.6, FAR Subpart 13.5 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a Request for Quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through
FederalAcquisition Circular 2021-04.
(iv) This procurement is set aside for Small Businesses. The NAICS code 321113 – Sawmills and the Small Business Size Standard is 500 employees.
Vendor must be active in SAM.gov to be considered for this award.

(vi) Description of Requirement (including a list of any attachments) The United States Forest Service, Tongass National Forest, requires Cedar Shake Roofing and Siding.
Theses shakes are utilized in a number of our three sided shelters along the canoe route and near salt water locations.
Needed: Each shelter roof is roughly 500 square feet of shakes for each roof. The bottom row of siding shakes(30”) often needs more frequent replacement and is

Historical needs: In the past shakes ordered were non-tapered hand split on both sides ¾ in thickness.
At this time it may be possible to have one side sawed and still meet historical needs. The following are several pictures of our job sites to help clarify.

The tops sides in this photo have been milled with grooves vs. the previous material purchased which was rough split on the top giving more traction and meeting historical standards.
Either method is fine.
The following are pictures of the boards previously purchased and after they were installed. Notice the width (12”) is actually the distance each board covers of linear trail and the length(24”) is the width of our trail tread. Therefore, it is important that the rough top side runs parallel along the 24” dimension(perpendicular to the trail).

2) Offers submitted in response to this solicitation shall include responses to the technical quotationquestions listed as “a)”past performance, and “b ”price quote.
a) Past Performance – provide a brief list of similar custom shake and puncheon board completed by your firm over the past five years. Include a brief description of the project, dollar amount, year completed, and project owner contact information (name, phone, and email).
b )Price Quote – Include the following: 1) completed price schedule of “(v) Schedule of Items/Price Schedule” of this solicitation, 2) Acknowledge any amendments issued on beta.sam.govfor this solicitation by completing and signing the posted SF-30.
3) Submit offers by email to della.koelling@usda.gov so that they are delivered into this inbox by the due date and time. Emails should contain 3 separate attachments (Technical Proposal, Price Proposal,and Representations and Certifications) in Microsoft Word or Adobe PDF format. Be aware that large attachments may increase the time required to deliver an email. It is the offerors responsibility to confirm receipt of the offer from della.koelling@usda.gov.

(ix) 52.212-2 Evaluation – Commercial Items (OCT 2014) (Provision)
(1) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
a) Past Performance – provide a brief list of similar custom shake and puncheon board completed by your firm over the past five years. b) Price: When evaluating this factor, the Government will evaluate price for reasonableness in accordance with FAR 13.106-3(a).
(2) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involvingtransactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of thiscontract. If this contract is completely or partially terminated, the records relating to the work terminated shallbe made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, andother data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.
