Q1.Please confirm that proposals are to be submitted via email to the Contracting Officer by the deadline specified in the SAM.gov announcement, which is
9/09/2026 5:00 PM EDT.
A1. Email to Contracting Officer at andrea.pollock@usda.gov. No change to quote deadline.
Q2. Please confirm whether all proposal documents should be consolidated into a single PDF file, or if Attachment 1, Schedule of Items, should be submitted separately as an Excel file.
A2. One pdf file is fine and Attachment 1, Schedule of Items should be submitted separately as an Excel file.
Q3. We respectfully request clarification regarding the work schedule requirements. Section 4.1 states that routine maintenance and repair work shall be performed during normal business hours of 0900 to 1630, while Section 4.1.1 indicates that regularly scheduled work hours are restricted to 0800 to 1630, Monday through Friday. Please clarify the applicable working hours for this contract.
A3. For this contract, the applicable working hours are as follows:
Regularly scheduled work (preventative maintenance, monthly inspections):
0800 to 1630, Monday through Friday, unless otherwise approved by the COR.
Routine maintenance and repair work (non-emergency, non‑scheduled tasks):
0900 to 1630, Monday through Friday, unless otherwise approved by the COR.
Emergency response requirements remain as stated in Section 7.2 and are not limited to these hours.
Q4. Is it required for the awarded contractor to establish an inspection office during the execution of the project?
A4. No, an inspection office is not required.
Q5. Are we allowed to use the existing utilities, such as potable water, electricity, and restrooms of any nearby, Government-owned?
A5. See section 13.5. This section states, “The Government shall provide access to building, elevators, utilities, mechanical rooms, electrical and telephone connections to allow the contractor to perform work under this contract.”
Contractors may also access rooms with water or restroom facilities when working on equipment-related work and repairs.
mailto:andrea.pollock@usda.gov
Q6. Are there any site-specific scheduling constraints or restricted work periods that offerors should account for in their proposals?
A6. Yes. The solicitation does include several site‑specific scheduling constraints and restricted work periods that offerors must account for. These constraints are found primarily in Sections 4.1, 4.1.1, and 4.2 of the Performance Work Statement (PWS).
Q7. Can there be an area be assigned to the selected contractor to allow for setting up a temporary storage facility?
A7. No.
Q8. Would the Government consider a contractor proposing a longer on-site response time, provided the contractor can otherwise meet the technical and maintenance requirements of the solicitation?
A8. No
