About this file

This is Amendment 002 to Solicitation 1240BE26Q0071 for road maintenance services at the Deschutes National Forest, MF 26-2 Willamette Complex SR Road Maintenance project, issued by the USDA Forest Service Procurement & Property Services, Northwest Zone on June 23, 2026. The amendment is not extended beyond the original receipt date and does not require contractor signature. The solicitation remains a service contract, not construction, and therefore does not require bid bonding.

The amendment provides answers to seven questions submitted by quoters. Key clarifications include: pre-approved aggregate sources (Parvin Butte preferred; Davidsons Rock Quarry also acceptable; other sources approved within 3 days), a 50% minimum self-performance requirement for the general contractor, material gradation specifications for 3/4" aggregate per Table 703-3 (3/4" F gradation), and Carson Hanna as the designated Contracting Officer's Representative (COR). For item 0002 Spot Surfacing, the 12,650 cubic yard quantity includes fluff factor and will be measured by load tickets from the commercial source for payment purposes. The project completion window ends October 30, 2027, with a June 29 start date. Culverts and guardrails are clarified as not being included in the contract scope despite conflicting language in supplemental specifications.

2. Culverts and Guardrail (GFE or Contractor-Furnished) - The "All Roads" note in the supplemental specifications states that "all government furnished culverts and guardrails supplies shall be furnished by the contractor." Please clarify whether culverts and guardrail materials are government-furnished or contractor-furnished. If contractor-furnished, please provide the required sizes and specifications so they can be priced. This information should have been deleted in the specifications. There is NO guard rail or culvert installation in the schedule of items so this should be disregarded.

3. Aggregate Source and Weed-Free Approval Timing - Is there a pre-approved aggregate source for the Middle Fork Ranger District, or must the contractor submit a new source for COR approval after award? Given the June 29 start and October 30 completion window, what is the expected turnaround for source approval and the associated weed-free documentation?? Almost all commercial rock sources in the area will be approved. Parvin Butte is preferred but Davidsons Rock Quary is also acceptable.
