About this file
This is a Special Project Specification document containing detailed technical specifications for road maintenance and related services on National Forest System lands.
The specification encompasses multiple service categories including surface maintenance, spot surfacing, material loading and hauling, drainage system maintenance, erosion control, roadway vegetation maintenance, hazard and obstruction removal, and equipment mobilization. Surface maintenance work (Section 811) applies to native or aggregate-surfaced roads and includes shaping, reshaping ditches, water bars, and drain dips, with roller compaction required using a minimum 7-10 ton vibratory roller for three complete passes. Spot surfacing (Section 813) involves placing and compacting surface material to repair or stabilize road surfaces, measured in cubic yards in-place. Roadway drainage system maintenance (Section 834) requires cleaning culverts, ditches, inlet/outlet channels, and catch basins without operating in live streams. Payment is structured by unit of measure (mile, cubic yard, or each) at contract prices specified in the Schedule of Items. The specification establishes maintenance levels 2-4 with specific acceptable quality levels defining major and minor defects, allowable tolerances, and required corrective actions. Additional services include erosion control using certified weed-free hay or straw mulch (Section 841), roadway vegetation maintenance with height restrictions and clearance requirements (Section 842), hazard and obstruction removal categorized as minimal or moderate (Section 851), and equipment mobilization requiring weed-free equipment prior to project site arrival (Section 881). All work must comply with traffic control standards per MUTCD, prevent spreading of invasive weeds through equipment cleaning at approved wash stations when working in infested areas, and be performed within specified safety and environmental standards.
