About this file

This document is Amendment 0001 to Solicitation 1240BE26Q0037, issued by USDA Forest Service on March 4, 2026, with an effective date of March 4, 2026. The amendment modifies the solicitation for Groundhog Cultural Heritage Surveys on the Deschutes National Forest, Bend-Fort Rock Ranger District, with a period of performance from April 1, 2026, through September 30, 2027. The amendment adds four pages of questions and answers addressing clarifications on project scope, deliverables, reporting requirements, survey logistics, and payment procedures. The amendment also deletes the final two paragraphs of the Inspection and Acceptance clause and replaces it with revised language requiring contractors to confirm availability to start immediately following Notice to Proceed issuance and establishing a mandatory pre-work meeting via video conference within ten days of contract award, to be hosted by Deschutes National Forest.

The Questions and Answers section clarifies that no training is provided for fire suppression compliance; no draft or final reports are required deliverables; no pre-field research is required; partial invoicing will be accepted upon individual item delivery with invoicing schedule discussed at the post-award conference; field data and shapefiles will be provided at the post-award conference; only federal land portions require surveying; optional items will be awarded based on cost and available funding in potentially non-contiguous blocks; previously recorded sites will be noted but do not require formal updates; dispersed camping is permitted with possible Forest permit requirement; ATVs/OHVs are allowed on existing Forest Service systems at contractor's liability; work outside defined Government polygons will not be paid; and survey areas are accessible primarily by road with one RMC unit requiring approximately 0.25-mile walk-in access.

FAR (48 CFR) 53.110

1. Is any special training required for contractor's field crew in regard to AGAR 452.236–70 Emergency Response, Fire Suppression and Liability (Sep 2025)? If so, will USFS provide said training to contractor's field crew? The USFS does not provide training. Emergency Response is normally related to the capability’s a contractor can provide within there working area.

For example, a contractor using an excavator near a wildfire may be called by the CO or if your crew is not fire qualified you will be given emergency and fire numbers to call. This is all discussed at the post award conference with the awardee.

*The following are estimates and based only on preliminary research:*

2. How many previously recorded sites are in Survey Area 01 Groundhog/Camp II?

Approximately 24 cultural resources

3. How many previously recorded sites are in Survey Area 02 RMC HTH? Approximately 13 cultural resources

4. How many previously recorded sites are in Survey Area 03 Wild out of Key Elk?

Approximately 5 cultural resources

5. How many previously recorded sites are in Survey Area 04 North Basin P1-5?

Approximately 44 cultural resources

6. How many previously recorded sites are in Survey Area 05 Wild in Key Elk? Approximately 3 cultural resources

7. How many previously recorded sites are in Survey Area 06 North Basin P6? Approximately 40 cultural resources

8. Will the locations and boundaries of previously recorded sites be provided to the contractor so as to be able to avoid re-visiting them? Field data, including the locations of previously recorded sites, will be provided at the post award conference.

9. Would the Government be able to provide estimated percentage of acreage considered high probability, medium probability, and low probability for sites? This information can be provided at the post award conference.

10. If new sites are located and extend beyond federal land, is the contractor required to survey the portions outside of federal land? No, only resources or portions of resources on federal land will be recorded.

11. If so, will the Forest Service be responsible for securing access to the non-federal land portion? No survey of non-federal lands will occur under this contract.

12. Please clarify if a draft and final report are required or are not required deliverables for this project. They are not listed in SOW page 5 DELIVERABLES. However, in SOW page 5 INSPECTION AND ACCEPTANCE, a draft and final report are discussed as part of the reporting requirements. I don’t see where it says this, is there a different SOW where that would be? See #2 of this amendment. These paragraphs have been deleted.

13. If a draft and final report are required for this project, are these to be completed for each individual survey area or for the entire project as a whole? In other words, are up to 6 draft and 6 final reports required or only one comprehensive report? No report is required.

14. Pre-field research (draft and final) also are not listed in the DELIVERABLES section but are listed in the INSPECTION AND ACCEPTANCE section. If required, are these to be completed for each individual survey area or for the entire project as a whole? No pre-field research is required.

15. On SOW page 5, what is being referred to with Item 1, Items 2a-c, Item 2d, Item 3, Item 3a, Item 3b? Do the “Item” numbers listed in the INSPECTION AND ACCEPTANCE section align with a list somewhere? They do not align with the Item Nos. on the SF 1449 or the Item Nos. in the pricing table. As an example, there is no other reference in the SOW to “Item 3 Reporting”.

See #2 included in this amendment. See #2 of this amendment. These paragraphs have been deleted.

16. If the pre-field research (draft and final) and report (draft and final) are required deliverables, please provide the requirements for each. No report or pre-field research is required.

17. Is contractor responsible for submitting draft and final deliverables to Oregon SHPO? No only submit to USFS.

18. Does the Forest Service anticipate a minimum acreage threshold when exercising the optional line item, or could the option be exercised for very small acreages (e.g., <20 acres)? A per acre price for small units can be significantly different than a per acre price for large units.

No, optional items will be awarded based on cost and available funding. Currently provided is the maximum number of acres to be awarded. The FS may award a small acreage and will provide a new contiguous shape file of the optional items when they are awarded.

19. Will optional acres be awarded in contiguous blocks or scattered units? Per acre price is also impacted by the distance between units. We would prefer contiguous areas but this is all to be determined based on cost and available funding. See Question 18.

20. If optional acreage is exercised, is the Government’s intent that work occurs concurrently with the base survey effort while the crew is already mobilized? Deliverables of optional items will be due by the date specified on the schedule of items. The contractor is responsible for business practices to achieve due dates on the schedule of items.

21. Will invoicing be allowed monthly based on progress / percent complete? If not, when will invoicing be allowed? Partial invoices will be accepted. For example, if Item 1 is delivered and accepted it may be invoiced for early. Invoicing schedule will be discussed at the post award conference.

22. Could the government provide shapefiles of the Base and Option survey areas? These will be provided at the post award conference.

23. Would the government please elaborate on what information is required to be submitted for the draft summary of pre-field research? There is no pre-field research.

24. Page 5 of SOW, last paragraph, tasks are given item numbers but these don't align with the items earlier. Could the government provide a list of the called out items 1, 2a-d and 3a and b?

25. If the Optional Items are awarded, would the government accept one combined report for the Base 0002 and Optional survey areas? No report is required.

26. For any previously recorded archaeological sites/isolates in the APE, will the government require site updates for sites that have been determined not eligible for inclusion in the NRHP?

Previously recorded resources exist within the survey blocks. It is expected that location GIS data be recorded at each of these resources as they are found in the course of pedestrian survey. However, no site updates are required.

27. Approximately how many previously recorded sites are in Base 0001 and 0002? See answers 2 through 7 above.

28. Does the USFS have any bunkhouses/government lodging available for field crews nearby the APE? No

29. Will the government allow field crews to camp in the APE? Yes, in dispersed camping areas. A Forest issued camping permit maybe required.

30. Are ATV's allowed or recommended within the APE? ATV/OHVs are allowed on the existing Forest Service OHV system. It is the contractor’s responsibility and liability to provide all required licensing, training and safety equipment.

31. What would the payment schedule be for this contract? See question 21.

32. How many previously recorded sites are included in the survey areas? See answers 2 through 7 above.

The following are estimates and based only on preliminary research:

Groundhog Option 1- 24 cultural resources RMC Option 2-13 cultural resources Wild Option 3- 5 cultural resources North Basin Option 4- 44 cultural resources Wild Option 5- 3 cultural resources North Basin Option 5- 40 cultural resources

33. Is there a report deliverable? No report is required. Status check-ins via email, site forms, isolated find forms, and shapefiles or geodatabase for sites (including any data on sketch maps for concentrations features, etc.), isolated finds, and survey area along with digital copies of all photographs, photo logs, and field notes are required as described in the

SOW/RFQ.

34. Is the project intended to utilize GSA rate schedules? No

35. Given the highly fragmented nature of the survey areas, would it be acceptable to block off slightly larger survey areas to reduce dead walking? Work or surveys outside of GOV polygons will not be paid for.

36. Is there an acceptable cut off for slope exclusions for safety purposes? Slope is generally less than 35% in all survey units. There is not an acceptable cut off.

37. Are all the survey areas easily accessible by road or is there expected to be some hiking in to get to them? There is one unit in RMC that looks like it would be 0.25 mile walk-in but all other units appear to have road access.
