About this file
This document is Attachment 5 containing technical exhibits and specifications for a federal contract solicitation (1240BE26Q0033) issued by the Ochoco National Forest for 2026 Spring and Fall Tree Planting and Seedling Protection work.
The exhibits provide detailed technical guidance and visual standards for tree planting and seedling protection activities. Exhibit A illustrates bareroot seedling root measurements, identifying the cotyledon scar and specified root length parameters. Exhibit B demonstrates natural objects for shade placement, showing preferred planting locations relative to tree stumps and logs. Exhibit D depicts full bench or terrace scalp dimensions (18" X 18" with 2" depth specifications). Exhibit E provides step-by-step illustrations for proper planting hole preparation broken on four sides. Exhibit G presents comprehensive bareroot seedling planting standards showing satisfactory planting and common defects including too deep, too high, air pockets, swept roots, J-roots, bunched roots, leaning trees, loose planting, debris in roots, and too-shallow holes. Exhibit H contains a planting inspection sheet template with grid format. Exhibits I and J address container seedling placement and planting depth/alignment requirements, specifying soil line positioning one inch above the root plug top with acceptable lean tolerances. Exhibit K provides a Material Safety Data Sheet for Terra-Sorb Water Management Polymers. Exhibit L contains slope correction factors for 1/50th acre circular plots ranging from 0-80% slope. Exhibit M presents weather guidelines for lifting and planting ponderosa pine based on air temperature and wet bulb depression combinations. Exhibit P illustrates scalping specifications with and without microsites, detailing dimensions and clearance requirements. Exhibits Q, X, Y, and Z provide technical specifications for tube installation with wooden stakes, riparian planting locations, tiller netting placement (maximum six inches above seedlings), and mesh shade envelope components respectively.

Exhibit Y: Tiller Netting around a recently planted conifer. Tiller Netting should not exceed six inches above the seedling. When Tiller Netting does go beyond six inches above the seedling the netting should be folded back upon itself to be less than six inches above the seedling. Netting should cover foliage. In cases where foliage is greater in length than the
Tiller Netting the netting should cover the top of the foliage with the bottom whorl or branches not being covered.
