About this file
This is an Amendment of Solicitation/Modification of Contract (Amendment 002) issued by the USDA Forest Service for coniferous tree planting services on the Umatilla National Forest, North Zone. The amendment adds Elbow Units to the project and extends the quote due date to March 25, 2026, at 4:30 PM PT. The underlying solicitation (1240BE26Q0025) is a Request for Quotation issued February 11, 2026, for spring tree planting on 451 acres (increased from 283 acres with the Elbow Units addition) across the Pomeroy and Walla Walla Ranger Districts in Washington and Oregon.
The contract requires hand-tool (hoedad) planting of government-furnished Western Larch and Ponderosa Pine seedlings (160-plugs) at densities of 100 to 150 trees per acre, with work scheduled May 4–22, 2026. This is a small business set-aside (NAICS 115310) with a total estimated 451 acres. Contractors must submit pricing per acre for 13 line items covering named planting units, along with documentation of MSPA registration, Oregon BOLI licenses, and H-2B certifications if applicable. Evaluation criteria include past performance (three-year recency), relevant experience, work plan and crew management (minimum 8-worker crews with supervision), and price, with award to the offeror providing best value. Wage determinations apply separately for Washington (1977-0209 Rev 82) and Oregon (1977-0079 Rev 81) work areas. All revised attachments including detailed unit information, statement of work, exhibits, maps, and wage determinations are included with this amendment.

COMMERCIAL SERVICES (DEVIATION NOV 2025)
(a) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, offers shall include—
(1) The solicitation number;
(2) The name, address, telephone number of the Offeror;
(3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;
(4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation;
(5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and
(6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments.
(b) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(c) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.
(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.
(d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
(e) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:
(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.
(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.

– 3, below. Document shall be sent in Adobe PDF format.
FACTORS DESCRIBED:
FACTOR 1 – PAST PERFORMANCE The Past Performance evaluation will be accomplished by reviewing aspects of an Offeror's recent and relevant Past Performance, as it directly relates to the services being procured under this solicitation, spring tree planting on the Umatilla National Forest, and as defined in Addendum to FAR 52.212-2 Evaluation – Commercial Products and Commercial Services.
(A) Past Performance information described herein is required on the offeror and all subcontractors, teaming partners, and/or joint venture partners proposed to perform on the proposed effort.
(B) Relevant Past Performance. The offeror shall include documentation regarding their relevant past performance as it directly relates to the services being procured under this solicitation. The offeror SHALL NOT go back any farther than 3 years for the submitted data. The past performance data shall document a successful history of past contract performance. Past Performance seeks to affirm an Offeror’s ability to conform to contract requirements, timeliness, quality of workmanship, business practices such as cost and schedule control, and customer satisfaction.
(C) In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror’s Past Performance submission, the Government evaluators’ personal knowledge and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems, The Contractor Performance Assessment Reporting System (CPARS) at https://www.cpars.gov, and commercial sources. Offerors are reminded that both independent data and data provided by offerors in their offers may be used by the Government to evaluate offeror past performance.
However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the offerors.
The overall past performance evaluation is a subjective decision based on the whole of all data received. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
(D) Submission Requirements. The offeror shall provide documentation outlining the offeror’s past performance on contracts, as a prime or subcontractor, of the same or similar in nature, size, and complexity to the services being procured under this solicitation. For each past performance project listed, provide the associated contract number, project title, total contract value, period of performance, location, your contract role (indicate prime or subcontractor), and a contact (reference) name and phone number, and email address.
FACTOR 2 – EXPERIENCE Experience reflects the Offeror’s technical understanding and capabilities, and the relevance of work or activities that are similar in nature, size, complexity, scope, and the geographical conditions of the Umatilla National Forest.
https://www.cpars.gov/
(A) Experience is required for the offeror and all subcontractors, teaming partners, and/or joint venture partners proposed to perform on the proposed effort.
(B) Submission Requirements. The offeror shall provide documentation outlining the offeror’s experience in timber tree planting projects of the same or similar in nature, size, and complexity to the services being procured under this solicitation. Provide examples of relevant projects and activities that adequately reflect your experience.
FACTOR 3 - WORK PLAN AND CREW MANAGEMENT The offeror shall provide a work plan and schedule to ensure timely performance. Crew management, crew size, and safety measures are relevant factors to ensure successful performance and compliance.
FACTOR 4 – PRICE is approximately equal in importance to factors listed above; however, cost may control award. Pricing provided on Schedule of Items, Attachment 1.
(End of Provision)
6. Submit offer by email to andrea.pollock@usda.gov so that it is delivered into this inbox by the due date and time.
Emails should contain two separate attachments (Response to Evaluation Criteria, Schedule of Items for pricing) in an Adobe PDF format. Be aware that large attachments may increase the time required to deliver an email.
It is the Quoter’s responsibility to confirm receipt of the offer from CO, Andrea (Annie) Pollock.
EVALUATION AND BASIS FOR AWARD
The provision at FAR 52.212-2, Evaluation—Commercial Products and Commercial Services is not applicable to this solicitation. In lieu of this provision, quotes will be evaluated in accordance with FAR 12.203 based on the criteria listed below. Award will be made to the offeror representing the best value to the Government.
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
1) FACTOR I – PAST PERFORMANCE. The Past Performance evaluation will assess the relative risks associated with an offeror’s likelihood of success in performing the solicitation’s requirements as indicated by that offeror’s record of past performance. Performance risk is assessed at the factor level after evaluating aspects of the offeror’s recent past performance and focusing on performance that is relevant to the services and/or products being procured under this solicitation. Past performance areas of evaluation include quality, timeliness, business practices, and customer satisfaction.
A. Recency Assessment. An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed during the past 3 years from the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.
B. Relevancy Assessment. An assessment of the past performance information will be made to determine if it is relevant. To be relevant, tree planting services must be the same or similar in nature, size, magnitude, complexity, and scope, and within or comparable to geographical conditions of the Umatilla National Forest per this solicitation. Past performance information that fails this condition will not be evaluated.
1. Assigning Ratings. The Past Performance Factor will be assigned one of the ratings defined below.
An award will not be made to any offeror who receives an “Unacceptable” past performance rating.
Relevant Past Performance Evaluation Ratings Rating Description
Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
2. Offerors without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, will not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “neutral.”
3. Sources may include CPARS, past performance questionnaires, and other verifiable references. The Government reserves the right to limit or expand the number of references it decides to contact and to contact references other than those provided by the offeror.
2) FACTOR 2 – EXPERIENCE Offeror’s technical understanding and capabilities, and the relevance of work or activities that are similar in nature, size, complexity, scope, and the geographical conditions of the Umatilla National Forest.
1. Assigning Ratings. The Experience Factor will be assigned one of the ratings defined below. An award will not be made to any offeror who receives an “Unacceptable” rating.
Relevant Experience Evaluation Ratings
Acceptable Based on the offeror’s experience, the Government has a reasonable expectation that the offeror will successfully perform the required.
Unacceptable Based on the offeror’s experience, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
3) FACTOR 3 - WORK PLAN AND CREW MANAGEMENT
Subfactor 1: Include crew size, work schedule, and production rate per acre, per day, that will allow you to complete the work to meet performance time for work you are proposing to do.
Subfactor 2: Describe supervision plan, who will supervise, and your ability to adjust crew sizes to complete the work acceptably and on time.
Subfactor 3: Crew Management and Safety: Describe personal protection equipment (PPE) provided, your communications plan, other safety measures.
Each sub-factor will receive one of the adjectival ratings defined below. To receive an acceptable rating for this factor, all sub-factors must be rated acceptable.
Work Plan and Schedule Ratings
Acceptable Offer clearly meets the minimum requirements of the solicitation.
Unacceptable Offer does not clearly meet the minimum requirements of the solicitation.
4) FACTOR 4 - Price, is approximately equal in importance to factors listed above; however, cost may control award.
(b) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
Evaluation Method:
The Government intends to evaluate quotations using a comparative evaluation methodology. This means quotations will be compared against one another to determine which provides the best value to the Government, based on the evaluation factors outlined in this solicitation.
The Government may consider quotations that exceed minimum requirements and offer additional value or benefits, even if they are not the lowest priced. However, formal tradeoff procedures will not be conducted.
