About this file
This document contains an amendment to a solicitation and solicitation questions and answers for a Shared Stewardship Summit workshop facilitation contract issued by the USDA Forest Service.
The amendment (Amendment No. 001, effective 2/23/2025) modifies solicitation 1240BE26Q0025 (dated 02/13/2026) to change the Period of Performance for the Umatilla National Forest North Zone Tree Planting from an unspecified date to May 4, 2026 through May 22, 2026. The contracting officer is Andrea Pollock. The contractor is not required to sign or return the amendment; offerors must acknowledge receipt prior to the solicitation deadline.
The questions and answers address the Shared Stewardship Summit workshop facilitation requirement. The Forest Service plans to host an initial base workshop in Region 6 (currently targeted for late January, approximately January 21-22, with minimal flexibility) and optional workshops in Regions 1-5 and 8-10, contingent on funding and demand. The government expects approximately 100-150 total participants per workshop in a hybrid format (both in-person and virtual), though the in-person/virtual breakdown is unknown. The contractor is responsible for meeting management, design, and facilitation, while the Forest Service provides subject-matter expertise and content. The contractor must host virtual sessions on their own platform accounts (Teams/Zoom preferred), manage invitations and registrations, and operate A/V equipment. The Forest Service will identify participants, provide core content, and assist with materials preparation. No labor hour estimates are available, evaluation factor weightings will be determined during review, and deadline extension is not possible. Funding for the base workshop comes from National Forest Timber Management or other appropriated funds; optional workshop funding sources are unknown. The contractor will not have access to Forest Service systems or equipment.

Solicitation Questions and Answers: Shared Stewardship Summit
Q1. Estimated Attendance: Can the Government provide an estimated number of in-person and virtual participants anticipated for each workshop to help us plan appropriate staffing, facilitation support, and multimedia capacity?
• We are expecting approximately 100-150 participants. The breakdown between in-person and virtual attendees is not known currently.
Q2. Workshop Content Review: Will the Government provide existing Shared Stewardship materials, templates, or previous workshop examples for reference during agenda and content development?
• Yes
Q3. Number and Locations of Optional Workshops: Does the Government anticipate exercising most or all of the optional items (Regions 1–5, 8–10), or will this be based solely on funding and location demand?
• Decisions regarding Optional Workshops will be made based upon interest/demand and funding availability.
Q4. Training Hours: Are there any expected minimum hours of training (Duration)?
• The Region 6 meeting format is currently designed to be (2) ½ days with a networking reception and potential poster session on day 1. This is negotiable as we dig into meeting design.
• No training will be required by the contractor to prepare for the sessions
Q5. Deadline extension: Would it be possible to receive an extension for the deadline?
• The current timeline does not allow for an extension of the deadline.
Q6. Will the Forest Service provide core workshop content (slides, talking points, examples, authorities descriptions), or is the contractor expected to design the majority of the instructional material?
• Yes, a combination of staff with expertise in grants and agreements, stewardship authorities, and related content can help prepare the materials.
Q7. If Forest Service subject matter experts are presenting, what portion of the agenda does the contractor own vs. Forest Service?
• The final agenda will be built together. The Forest Service will be responsible for much of the content/presentation. Meeting management/design/facilitation will be handled by contractor.
Q8. Can the Forest Service clarify whether deep subject-matter expertise in Shared Stewardship authorities must reside within key personnel, or whether the contractor may rely on Forest Service subject-matter experts for technical instruction while the contractor provides facilitation expertise?
• The contractor can rely on Forest Service subject-matter experts for technical instruction.
Q9. Will the Forest Service provide any onsite A/V equipment or staff at each workshop venue, or is the contractor responsible for procuring, transporting, and operating all necessary equipment?
• AV will likely be coordinated with the venue which is yet TBD. The Forest Service will rely on the contractor to operate the equipment.
Q10. Does the Forest Service require the contractor to host the virtual portion on the contractor’s own platform accounts, or will FS provide Zoom/Teams hosting?
• The contractor will need to host the virtual sessions from their own accounts.
Q11. What is the expected length of each workshop (e.g., number of hours, start/end times)?
• The R6 meeting format is currently designed to be (2) ½ days with a networking reception and potential poster session on day 1. This is negotiable as we dig into meeting design.
Q12. What is the expected number of in-person participants per region, and how many virtual participants does the Forest Service anticipate?
• We are expecting approximately 100-150 participants. The breakdown between in-person and virtual attendees is not known currently.
Q13. Will the contractor be responsible for identifying participants and managing communications and invitations, or will Forest Service be responsible for this?
• The Forest Service will be responsible for identifying participants and will manage some of the communications. The contractor will likely be asked to manage the invite as the event will be hosted from their platform accounts.
Q14. Does Forest Service have a tentative schedule, order, or cadence for any of the workshops? Have all regional offices expressed an interest in this type of workshop?
• No tentative schedule has been identified beyond the initial Region 6 workshop, which will serve as proof of concept for future workshops.
Q15. Are the evaluation factors (Past Performance, Key Personnel, Price) weighted equally, or is one factor more important than the others?
• Decisions regarding how factors will be weighted will be made when Forest Service personnel meet to review package submissions.
Q16. Can the Forest Service identify the planned funding source(s) for the base workshop in Region 6 (e.g., specific program area, Shared Stewardship funds, Wildfire Crisis Strategy allocations, or regional program budgets)?
• National Forest Timber Managment or other appropriated funds will be used for the Region 6 workshop.
Q17. Are funds for the base and optional workshops already appropriated, or will activation of optional items depend on future or incremental funding availability during FY26? Any insight into the current funding posture for optional regional workshops would be helpful for planning purposes.
• Funds are planned for the base workshop. Funding source is not currently known for optional workshops.
Q18. If a lapse in appropriations occurs during the period of performance, would the Government expect the contractor to pause planning and coordination activities until funding is restored, or would certain workshop preparation tasks be considered excepted and allowed to continue?
• Planning for future workshops would likely be considered excepted during a government shutdown due to close alignment with Department priorities. Due to limitations on travel during a government shutdown, no workshops would be hosted during that time.
Q19. The RFQ is not clear about location(s) for the optional workshop(s). This would help us make the travel expenses more accurate for you. For the optional workshops: Do you have a list of addresses (or, at least local airports) for where each regional workshop is anticipated to be held? Or should we assume it will match the Region 6 framework of within a 10-mile radius of the Regional office?
• Although it is likely that workshops would be held within a 10-mile radius of Regional Offices, leadership within each region may decide that there is a more appropriate location outside of the 10-mile radius. Locations for workshops outside of Region 6 have not yet been discussed.
Q20. Who is responsible for identifying the participant list for each regional workshop (e.g.,states, tribes, counties, collaborative groups, federal partners)?
• The Forest Service will identify the participant list for each regional workshop.
Q21. Will the Forest Service send and manage all invitations, registrations, and attendee communications, or is the contractor expected to conduct any portion of this outreach?
• The Forest Service will rely on the contractor to manage invitations, registrations, and some attendee communications.
Q22. If the contractor is expected to support invitation or registration processes, what systems or platforms (e.g., FS internal lists, Eventbrite, Teams/Zoom registration pages) should be used?
• It would be best to plan to use Teams and Zoom platforms as those are most widely supported by our systems. Other platforms may be considered.
Q23. Could you please provide the anticipated timeframe for the first workshop (Region 6) and whether dates are already established or are they still flexible?
• The current plan is to host the Region 6 workshop January 21 – January 22 but that date is not confirmed at this time. There is minimal flexibility as the goal is to host this meeting sometime in the last 2 weeks of January.
Q24. For optional workshops in other regions, will each region have its own USFS point of contact, or will coordination occur through a single national lead?
• Forest Service points of contact for optional workshops have not yet been determined.
Q25. Does the USFS have an estimated participant range for in-person and virtual attendance?
• We are expecting approximately 100-150 participants. The breakdown between in-person and virtual attendees is not known currently.
Q26. Regarding hybrid A/V responsibilities, please clarify what equipment the Forest Service-provided meeting room will already include. For example, will the venue provide a projector, screen, in-room audio system, microphones, and an on-site A/V technician?
• AV will likely be coordinated with the venue which is yet TBD. The Forest Service will rely on the contractor to operate the equipment.
Q27. Is there a current incumbent? If so, what is the contract number?
• No
Q28. Should we assume the government desires pricing related to travel for each of the optional Shared Stewardship Workshop Facilitation regions?
• Yes, however, the exact location for the optional workshops has not yet been determined.
Q29. If Q2. is the case, can you provide more information on the venues and locations for the optional Shared Stewardship Workshop Facilitations?
• Locations for workshops outside of Region 6 have not been determined. It is likely that workshops would be held within a 10-mile radius of Regional Offices, but leadership within each region may decide that there is a more appropriate location outside of the 10-mile radius.
Q30. Will the government be providing equipment for the workshops (i.e. projectors, speakers, microphones)?
• AV will likely be coordinated with the venue which is yet TBD. The Forest Service will rely on the contractor to operate the equipment.
Q31. Will the government be providing additional materials for the facilitated workshops? (i.e. printed materials, informational packets)?
• The Forest Service will assist in preparing the materials. The Forest Service will work with the contractor to ensure formatting all presentation materials for a unified professional look and consistency in any printed/written materials. The Forest Service will work with the contractor regarding the best delivery method for materials (i.e. digital or printed).
Q32. With respect to the planning and training sessions described in the solicitation, could you please provide an estimate of the total number of participants expected? Additionally, if known, what is the anticipated breakdown between in-person and virtual attendees?
• We are expecting approximately 100-150 participants. The breakdown between in-person and virtual attendees is not known currently.
Q33. Our proposed team is highly familiar with Forest Service technology applications, including those typically used for online planning and training environments. To properly plan logistics and integration, could you confirm the extent to which contractor personnel may utilize Forest Service systems and equipment for virtual sessions (e.g., Microsoft Teams, Forest Service-issued computers, cell phones, headsets, or other agency-supported tools)?
• The contractor will not have access to Forest Service systems and equipment. Forest Service hosts will manage items requiring access to Forest Service systems.
Q34. Can the Government provide estimated labor hours, or level of effort expected for each listed deliverable to help us develop accurate pricing? Any historical benchmarks or assumptions used for planning would also be helpful.
• We do not have an estimate of labor hours currently.
Q35. Regarding the hybrid model, can the Government provide an estimate on the split? In other words, approximately how many trainings would be virtual and how many in-person per year?
• We are expecting approximately 100-150 participants. The breakdown between in-person and virtual attendees is not known currently. Workshops are expected to be hybrid with both in-person and virtual attendees. Any Optional Workshops would be limited to one per Forest Service Region. Timelines for Optional Workshops are not yet known so it is unknown how many workshops would happen per year.
Q36. As a cost savings measure to the Government, are training materials to be distributed electronically? Or is the Government requiring all materials to be hard copy?
• The Forest Service will work with the contractor to decide the best delivery method for materials (i.e. digital or printed).
