About this file
This is a specification attachment for a federal contract solicitation regarding Rigid Mesh Seedling Protector Tubes for the Deschutes National Forest. The government seeks to procure 138,300 tubes with dimensions of 5 inches diameter by 30 inches tall, constructed from 24-point rigid mesh material. Acceptable manufacturers include Quad L, Vexar, Conwed Plastics, Noltex, Nalle Plastics, or equivalent products meeting specified salient features. Key specifications include diamond mesh with parallel strands spaced 7/16 inch apart (tolerance ±1/32 inch), strand diameter of 40-60 mils, mesh angles of 70 and 110 degrees (±5 degrees), translucent yellow color, and a photodegradable period of 60 months (±6 months) based on UV rating. The tubes must possess adequate strength to resist tearing from wooden stakes under adverse field conditions and maintain a total diameter tolerance of ±¼ inch from largest to smallest tube to accommodate nesting.
Quoters must submit a sample tube prior to the quote due date to Deschutes National Forest, Attn: Huan Huynh, along with descriptive literature demonstrating compliance with all specifications. Packaging requirements specify tubes nested in groups of 7 to 10 per nest, placed in plastic bags secured with twist ties, then packed in heavy-duty cartons marked with 4-inch minimum letters indicating content, size, quantity, and handling directions. The contractor is responsible for quality control and self-inspection procedures. Government quality assurance includes random sampling and inspection; rejection occurs if more than 5 percent of sampled tubes are defective. The government may require correction or replacement of defective bags at no additional cost or reduce contract price by the defect percentage. Contractors bear transportation costs for returning defective products and must remedy nonconformance within 10 days or face government corrective action and reprocurement charges.
