Wood Stake Specifications Summary

This document is an attachment containing detailed specifications for wood stakes required by the Deschutes National Forest. The contract requires 64,000 pressure-treated wood stakes (unless manufactured from cedar or redwood), each measuring 30 inches long by 15/16 inches by 1 1/2 inches. Stakes must be packed into bundles of 25 or 50 units, secured with plastic or metal banding (metal preferred), and palletized with 50-60 bundles per pallet. Quoters must submit a sample stake prior to the quote due date to Huan Huynh at the Deschutes National Forest. Acceptable wood species include Douglas-fir, western larch, white fir, hemlock, grand fir, spruce, lodgepole pine, cedar, and redwood. Non-cedar and non-redwood stakes must be treated with ACQ (alkaline copper Quat) or CAB (copper azole B) to a 0.40 absorption level and cannot exceed 35% moisture content when tested.

Wood quality requirements specify that stakes must be rigid and free of defects, with wane and knots not exceeding 1/2 inch on faces and edges, no loose knots, grain slope not exceeding 1 in 6, and no splits or pitch pockets larger than 1 inch. Stakes must have a pointed two-sided tip measuring 3 to 4 inches along the centerline. Dimension tolerances allow 1/8 inch plus or minus for thickness and width, and 1 inch plus or minus for length. The government will conduct quality assurance inspections including bundle and stake counts, minimum 1% random sampling for specification compliance, and wood moisture testing. Rejection occurs if more than 5% of stakes or packaging are defective. The contractor bears responsibility for pre-shipment inspection and quality control, with the contractor responsible for transportation costs to return defective products and for correcting or replacing nonconforming supplies within a Contracting Officer-approved timeframe.

(will likely need to be kiln dried after pressure treatment) if treated.

– Non- redwood or cedar stakes shall be treated with ACQ (alkaline copper Quat) or CAB (copper azole B) to .40 absorption.

– Specify if stakes will or will not be treated.

Dimension Tolerance:

Stakes will have a 1/8” (plus or minus) tolerance for thickness and width, and a 1” (plus or minus) length tolerance.

End-Treatment:

Stakes shall have a pointed tip at one end of the stake, with two sides of the stake cut accordingly to form a two-sided point a minimum of 3” to a maximum of 4 along the stake centerline.

SEND SAMPLE OF STAKE PRIOR TO QUOTE DUE DATE:

Prior to quote due date, the quoter shall send a sample wooden stake to the Deschutes National Forest, Attn: Huan Huynh. See Solicitation for instructions for samples.

PACKAGING:

Bundles shall be secured onto the pallets with metal banding. Spacers are needed to facilitate treatment and to keep stakes in the center of pallet from rotting.

QUALITY CONTROL

Contractor Inspection Prior To Shipment:

The contractor, not the government, shall be responsible for management and quality control actions to meet the terms of the contract. Self-inspection procedures need to be in place to ensure the requirements of the contract are followed.

Government Quality Assurance Surveillance Plan (QASP) The government will verify the contractor’s results by inspecting the product by:

1. Counting the bundles and counting the Stakes in a bundle; proper banding around individual bundles (plastic or metal) and pallet banding (metal).

2. Random sampling of a minimum of 1% of stakes for concurrence with contract specifications.

3. Random sampling for wood moisture with a wood moisture meter.

4. More than 5% defective stakes and/or packaging will be cause for rejection. A defect is:

a. A stake from a randomly sampled bundle that fails to meet one or more contract specifications. The percentage of defective stakes will be applied to the total quantity ordered.

b. One or more contract specifications for packaging is not met. The percentage of defective packaging will be applied to the total quantity ordered.

Inspections and tests by the Government do not relieve the Contractor of the responsibility to inspect and rectify defects or other failures to meet contract requirements prior to delivery. Acceptance is conclusive, except for latent defects, fraud, gross mistakes to fraud, or as otherwise provided in the contract.

If acceptance is not conclusive for any of the above reasons, the Government, in addition to any other remedies provided by law, or under other provisions of this contract, shall require the Contractor:

1. At no increase in contract price, to correct or replace the defective or nonconforming supplies, including delivery to destination (Deschutes NF, Bend, OR) within a timeframe approved by the Contracting Officer. The Contracting Officer may require a reduction in contract price if the Contractor fails to meet such delivery schedule, or,

2. Within a reasonable time after notice is given of defects or nonconformance, Contractor shall reduce invoice for portion of the contract unfulfilled, if the Contracting Officer elects to not correct or replace.

Contractor shall bear the transportation cost to return defective product to the Contractor or manufacturing plant.

If Contractor fails to perform or act as required in (1) or (2) above and does not cure such failure within a period of 10 days (or such period as the Contracting Officer may authorize in writing) after receipt of notice from the Contracting Officer specifying such, the Government shall have the right by contract or otherwise to correct such supplies and charge to the Contractor the cost occasioned the Government for reprocurement.
