About this file
This is a Questions and Answers document for federal contract opportunity 1240BD27Q0001 regarding road grading services in the Bonners Ferry area.
The contract requires grading services on 50.75 guaranteed named-road miles and an estimated 40.6 miscellaneous miles, with work performed twice annually—once in spring (mid-May to July 1st) and once in fall (mid to late October to mid to late November). The pricing unit is "DH" (miles). Contractors must anticipate two separate mobilizations and may have additional roads assigned based on public requests. Road segments will receive two grading treatments during the contract period. Site visits are available to assess existing conditions. Drainage ditch cleaning, culvert cleaning, and debris removal are minimal in most locations, with only occasional cut bank work required. Imported aggregate, material hauling, additional labor, and specialized equipment are not required. The contractor must supply water if needed, though the contract timing typically ensures sufficient moisture. A water truck is not required, but alternative packer/roller configurations may be submitted for government approval. Road compaction is preferred but not mandatory. Flaggers, pilot cars, and temporary road closures are not anticipated; however, signage is required. Daily operating hours are at the contractor's discretion, typically 0600 to 1700 hours. Fire-related restrictions should not be an issue, though operations will cease if fire restrictions are implemented. The Contracting Officer Representative will inspect grading operations and completed road segments at least twice weekly, sometimes daily depending on operator skills, with no minimum segment length for inspection. Progressive invoicing is permitted, preferably once after spring operations and once after fall operations are complete. No work beyond the original scope is permitted during contract performance.
