Scope Statement
This job is located at two different facilities at the USDA, ARS location.
At the Stuttgart National Aquaculture Research Center (SNARC), 2955 AR.-130, Stuttgart, AR 72160. The contractor shall provide all professional services necessary for a complete LED Light retrofit for building 1. This will include all ceiling lights in hallways, restrooms, labs, offices, fume hoods, can lights, and exit signs. Provide an additional 450, 4’ Type B LED T8 lamps with 5,000K that the maintenance staff will install later in areas where research cannot be disrupted.
At the Dale Bumpers National Rice Research Center (DBNRRC) 2890 AR-130, Stuttgart AR.
72160. Replace and install 3 parking lot lights with LED lights that are on dusk till dawn photocell. This may require additional troubleshooting of the electrical service. If there are electrical issues discovered that will involve additional cost notify the government before proceeding with repairs. Replace and install outdoor sign lighting with waterproof bar lighting. Provide an additional 70 Volt Grow FL-1 Full-Cycle LED Grow lights with plug (Model: FL1-120) 120-277VAC,7.2A, 50/60Hz,720, PF>0.9 required for the greenhouses that will be installed by location maintenance staff. (Various other lights by several manufacturers were tried and this is the only one that meets the specific requirements.)
Provide an additional 20 Commercial, High Voltage, round 1000W LED High Bay lights.
Preparation for this work will involve dialog with site personnel to determine the specific requirements not to disrupt research.
The contractor shall provide all field labor, equipment (including Ladders, Bucket trucks, wiring supplies, and tombstones), materials, and personal protective equipment necessary to perform the work.
Applicable Codes and Standards apply and are not limited to the following:
ANSI - American National Standards Institute.
ASME - American Society of Mechanical Engineers.
NEC - National Electrical Code, NFPA 72.
OSHA - Occupational Safety and Health Administration ADA – Americans with Disabilities Act
All work must meet ARS 242.1M “ARS Facilities Design Standards” for the defined scope of this project in addition to meeting all Local, State and Federal codes, and latest IBC codes.

Project Objectives: SNARC The project consists of the following elements:
1. Replace and install all fluorescent lighting in Building 1 at SNARC with LED lighting.
2. Replace and install Exit signs must have at least a 90 minutes of battery powered emergency power.
3. The T8 fluorescent bulbs replaced with Type B LED T8 lamps with 5,000K.
4. Removing and disposal of all ballast and bulbs in accordance with State and local laws.
5. Provide 450, 4’ new LED Type B LED T8 lamps with 5,000K.
6. All products used must be tier one products from a reputable company.
7. Work with Entergy of Arkansas to utilize the Energy Solutions program.
8. The contractor will provide all materials and labor.
9. Preparation for this work and product selection will involve dialog with site personnel to determine the specific requirements and not to disrupt research.
Project Objectives: DBNRRC
1. Replace and install outdoor sign lighting with waterproof bar lighting to illuminate a 24’x 6’ outdoor sign and must be on a dusk till dawn photocell.
2. The LED parking lot lights must be a minimum of 300 Watt and provide a coverage area of at least 65’ x 120’.
3. The electrical power may require additional troubleshooting on the electrical service. If repairs are needed that will require additional funds the government must be contacted before the work is performed.
4. The LED parking lot lights are pole mounted and must be on a dusk till dawn photocell.
5. Install emergency battery powered LED lighting in the 4 restrooms and seed storage cooler to illuminate when there is a power outage at DBNRRC
6. Provide 70 new - Volt Grow FL-1 Full-Cycle LED Grow lights with plug (Model: FL1-
120) 120-277VAC,7.2A, 50/60Hz,720, PF>0.9 with plugs.
7. Provide 20 Commercial, High Voltage, round 1000W LED High Bay lights.
8. All products used must be tier one products from a reputable company.
9. Work with Entergy of Arkansas to utilize the Energy Solutions program.
10. Preparation for this work and product selection will involve dialog with site personnel to determine the specific requirements and not to disrupt research.
Site Visit
Contractors are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a quote is submitted. The site visit shall be for the purpose of observing first-hand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where Contract Documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.
Utilization of Bio-Based Products
The contractor shall utilize products and material based from bio- based materials as applicable, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR). Products can be found at:

Safety
The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer within 14 days of contract award.
Contractor shall furnish a Site-Specific Safety Plan (SSSP) and the Government shall review the SSSP prior to the start any construction activities. SSSP shall be in typically accepted industry format.
Base Bid
Contractor shall perform the work as specified in the Statement of Work.
All proposals shall be in unlocked MS Word format and all cost proposals shall be detailed and presented in unlocked MS Excel format with formulas working.
Contractor Responsibilities
The project must be performed per the following specifications:
1. Contractor will verify all dimensions and existing site conditions prior to beginning work.
2. Contractor shall keep work area clean daily and take measures to control debris while work is being performed.
3. Contractor is required to manage the project and consult with the Government prior to beginning all work phases.
4. Contractor shall perform work in a manner that minimizes the impact of the work on Government operations, research, and functions.
5. All work must be performed in such a manner as to not adversely affect daily operations of the facility and its workers.
6. Contractor will provide daily reports of work performed to the COR.
7. Contractor shall remove and dispose of all construction related materials from all work areas daily and remove these waste materials from the site on a weekly basis.
8. Contractor must have a superintendent on the jobsite when crews are performing the installation work.
9. Contactor will provide their own restroom facility.
10. Contractor to include commissioning of the new system, and controls tie-in to the existing building automation system (BAS).
Material / Submittals:
The material for the entire work shall include but are not limited to those detailed above necessary to successfully complete the project and deliver a functioning system as required. Electronic submittals on all material used on this project shall be submitted to the EPM, Site RL, and COR for approval prior to commencement of work.
Installation Procedure:
Contractor will verify all dimensions and site conditions prior to beginning work.
Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall always be responsible for protecting his work and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated
