LED GROW LIGHT PROJECT GREENHOUSE COMPLEX BUILDING #4385

Asset ID# 660700B006 Location: USDA ARS PGRCU, 1109 Experiment Street, Griffin, GA 30223 USDA ARS Plant Genetic Resources Conservation Unit (PGRCU) has a requirement to install new lighting in four bays of the Greenhouse Complex Bldg #4385 with LED Grow lights and to wire new lights to corresponding controls. Location is within the University of Georgia (UGA) Griffin Campus at 1109 Experiment Street, Griffin, GA 30223.

Scope of Work 1- The contractor shall provide all professional services necessary to install New LED grow light systems in two 24’x32’ Greenhouse bays (Bay 2E and 5E) and two 35’x32’ Greenhouse bays (Bay 1E and 6E) at the USDA, ARS Plant Genetic Resources Conservation Unit Greenhouse Complex BLDG. #4385 in Griffin GA.

2- Installation of (16) P.L Triplane Daylight LO with 10’ cord-Female to whip end for each 24’ x32’ bay. This light requires a minimum of 208v service to operate. 1.59amp per light at 240v.

3- Installation of (24) P.L Triplane Daylight LO with 10’ cord-Female to whip end for each 35’ x32’ bay. This light requires a minimum of 208v service to operate. 1.59amp per light at 240v.

4- Installation of Time clocks to operate grow lights for each bay.

5- Electrical power needs to be brought from panels to the controls and lights in the Greenhouse bays, as well as any other electrical needs for a fully operational grow light system in each bay.

6- Training on the controls, lights operation, and maintenance needs for site personnel to be provided by contractor.

7- The contractor shall provide a complete and functional installation, including all labor, supervision, tools, materials, equipment, apparatus, transportation, rigging and other equipment and services necessary to accomplish the work in accordance with the intent and meaning of this statement of work.

The contractor shall include all services and field labor, equipment (including cranes and rigging equipment), materials, electrical, mounting hardware, testing and personal protective equipment necessary to perform the work. No Government equipment will be available for use by the contractor.

Contractors are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.

The project work shall be performed per the following guidelines:

1) Contractor will verify all dimensions and existing site conditions prior to beginning work.

2) Contractor will verify electrical voltage at site and needs for the project.

3) Contractor will design light layout and height in Greenhouse bays for optimal light use.

4) The contractor shall always be responsible for protecting his work and ensuring the safety of his crew and ARS employees.

5) Contractor shall remove and dispose of all construction related materials from all work areas daily and remove these waste materials from the site on a weekly basis.

6) Contractor is required to manage the project and consult with the Government prior to beginning all work phases.

7) Contractor shall perform work in a manner that minimizes the impact to daily operations of the facility and its workers.

8) All work shall be scheduled in advance and coordinated with the facility representative to minimize the disruption to daily operations and research programs, as well as to provide notice to government agency in order to adequately move plants necessary for work to be done in the bays.

9) Contractor must have a superintendent on the jobsite when crews are performing the work.

10) Contactor will provide their own restroom facility.

Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid. Registration can be completed at www.sam.gov/portal/public/SAM

1. The contractor shall be responsible for assessing, evaluating, verifying, and confirming the conditions of the building, accessibility, site restrictions, parking, deliveries, loading dock, elevator, storage, installation and staging, hours of availability/accessibility of all the above and any other conditions associated with, and which may affect cost of delivery and installation.

2. All products, work and installation drawings and documents shall meet any and all federal, state, local jurisdictions and governing authorities including but not limited to codes, laws, ordinances, and regulations applicable to this project. It will be the responsibility of the contractor to ensure that applicable regulations and codes are followed.

Safety The contractor will submit a Site Safety Specific Plan (SSSP)/Accident Prevention Plan in industry recognizable format to the Contracting Officer (CO) within 14 days of contract award. The Government shall review the SSSP prior to the start any construction activities.

Safety and health matters, as they relate to the work, are the exclusive responsibility of the contractor. The contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions that may be required by law or local authorities for the protection and security of the grounds, facilities and personnel.

Disposal of Materials and Debris Contractor shall comply with hauling and disposal regulations of authorities having jurisdiction, per federal, state and local requirements for all removed materials, waste, trash, and debris in a safe, acceptable manner.

Contractor shall remove equipment, trash and debris from the site at frequent intervals so that their presence will not delay the progress of the work or cause hazardous conditions for workers and the public.

Codes and Standards Applicable Codes and Standards apply and are not limited to the following

ANSI -American National Standards Institute.
ASME -American Society of Mechanical Engineers.
NEC -National Electrical Code, NFPA 72.
OSHA -Occupational Safety and Health Administration
ADA –Americans with Disabilities Act

All work must meet ARS 242.1M “ARS Facilities Design Standards” for the defined scope of this project in addition to meeting all Local, State and Federal codes, and latest IBC codes. The document may be found at https://www.afm.ars.usda.gov/ppweb/pdf/242-01m.pdf.

Damage to Property:

The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired to pre-damaged condition to the satisfaction of the AO. Particular attention shall be given to the protection of existing structure and finishes to prevent any damage of existing finishes. Any accidental damage incurred to existing conditions will be responsibility of the contractor to repair or correct.

Inspection and Acceptance A government representative shall inspect and approve the work performed on this project. The Contractor shall schedule inspection a minimum of 2 days in advance with the CO and AO.

Work Hours:

Contractor work hours shall be Monday through Friday, 7:30 A.M. to 4:30 P.M. except on Government holidays. Any changes to work schedule shall be submitted to CO and AO for written approval prior to schedule change.

Guaranty The contractor shall provide and submit a single guarantee stating that all portions of the work are in accordance with Contract requirements. Guarantee all work against faulty and improper material and workmanship for a period of one (1) year from date of final acceptance by the USDA, except where manufacturer guaranties or warranties are for longer terms. The contractor shall correct any deficiencies which occur during the guarantee period within 24 hours after notification.
