Q.7. Do you see a place for SITES certification and or sustainable design services on this IDIQ?

A.7. USDA has not adopted SITES certification.

USDA cannot speak to the amount of sustainable design services that may or may not be required throughout the potential five year contract period. It is within the firm's discretion what information they include in their statement of qualifications.

Q.8. The first sentence reads: In the event that multiple firms competing for the same area are found to be technically equal by the TEP review, those firms will be solicited, cost will be the determining factor for award section. Please clarify this selection process is in accordance with The Brooks Act: Federal Government Selection of Architects and Engineers, Public Law 92-582.

A.8. The reference to comparing cost has been removed from Section M in the Updated A&E Clauses and Provisions 01-17-2020. The selection process is in accordance with the Brooks Act and the procedures outlined in FAR 36.6.

Q.9. In the Updated AE Clauses and Provisions

A.10. Section M has been updated to reflect that the fifty (50) page limitation applies to Part II

- General Qualifications of the SF-330 and that

Part I - Contract-Specific Qualifications, is excluded from the fifty (50) page limitation.

FAR 36.603(b) states Qualifications data. To be considered for architect-engineer contracts, a firm must file with the appropriate office or board the Standard Form 330, "Architect-Engineer

Qualifications," Part II, and when applicable, SF

330, Part I.

It is the firm's responsibility to address the criteria in Section M within their SF-330 submission where appropriate, be that in Part I, Part II, or both. The Government is not required to repeatedly reference the requirement to submit

SF-330s throughout the solicitation.
