"INSTRUCTIONS FOR THE PREPARATION OF PROPOSALS"

(Section L) provides instructions for preparing the firms proposal after the selection of the firm(s) and a request for proposal by the contracting officer.

Q.3. On page 3 of the solicitation contract it states that offerors are to submit a "proposal" in accordance with Section L, Instructions, Conditions and Notices of Offerors. Section L.3 asks that we complete Section B, Price Schedule.

It has been our experience and understanding in the past that the price schedule isn¿t completed until an IQC is awarded to a particular firm or firms. Are offerors being evaluated on their qualifications first, then selected and hourly rates negotiated, or are they going to be evaluated on their qualifications along with their hourly rate pricing? This is contrary to the solicitation process we are accustomed to on federal and other public projects.

A.3. As noted in previous question(s). this is a

Request for Qualifications, Section L provides instructions for preparing the firms proposal after the selection of the firm(s) and a request for proposal by the contracting officer. Other references to proposal have been corrected to

"qualifications" or "qualification submission" in the updated A&E Clauses & Provisions (Sections

B-M) that is attached.

Q.4. Please consider increasing the page limit requirement for the submissions.

A.4. The page limit has been increased to fifty

(50) pages.

Q.5. We are an A&E firm looking at responding to the pre-solicitation notice for the A&E IDIQ

Southeast Area - Notice ID 12405B20R0004 should the completed SF 330 form and capability statement be forwarded directly to you or do we upload the information somewhere on the new beta.sam.gov website.
