RFIs:
1. Please confirm whether the foundations associated with the existing east and west auxiliary shed structures are to be completely removed as part of the demolition scope.
Answer: The concrete pads beneath the existing east and west auxiliary sheds are to remain. The Contractor shall protect the pads from damage during demolition.
2. Section 7.0 of the Statement of Work references existing drawings; however, no drawings were included with the solicitation. Please provide all available existing drawings, including foundation and utility information.
Answer: The available drawings and specifications are provided as Solicitation Attachments 2 and 3. These documents are being provided for reference. The Contractor remains responsible for verifying existing dimensions, utilities, and field conditions before beginning work. No additional existing drawings are available.
3. Please confirm whether the Contractor should base its proposal on a manual exterior shade system or a motorized interior shade system.
Answer: The Contractor shall base its proposal on a motorized interior shade system.
4. Please provide the manufacturer of the existing greenhouse and/or any preferred or acceptable greenhouse manufacturers, if available.
Answer: The manufacturer of the collapsed greenhouse has not been confirmed.
The reference specifications identify the Prospiant Windjammer 5000, formerly manufactured by Rough Brothers, as the basis of design. An approved equal meeting the solicitation requirements is acceptable.
5. Please provide the design criteria and structural requirements for the replacement greenhouse and confirm whether PE-stamped structural drawings and calculations are required.
Answer: The greenhouse shall be designed for all applicable local wind, snow, ice, dead, live, and environmental loads in accordance with the currently adopted codes. The reference specifications identify a 110-mph wind load, Exposure B, and a 25-psf horizontal live load. Where current code requirements are more stringent, the more stringent requirements shall apply. Structural drawings and calculations signed and sealed by a professional engineer licensed in New Jersey are required.
6. The Statement of Work identifies the replacement greenhouse as approximately 30' x 96'. Please provide additional required dimensions, including overall height, bay spacing, and existing foundation dimensions/details.
Answer: The replacement greenhouse shall be approximately 30 feet wide by 96 feet long, with a minimum 10-foot sidewall/eave height. The sidewalls, end walls, and roof shall be polycarbonate. The overall peak height and bay spacing may be based on the greenhouse manufacturer’s standard engineered system, provided the required footprint, sidewall height, environmental loads, and operational clearances are maintained. The Contractor shall verify all existing dimensions in the field.
7. Please confirm that the existing greenhouse foundation is to remain and be reused for the replacement greenhouse. Please identify any required foundation modifications, repairs, or replacement.
Answer: There is no continuous foundation along the east and west sides of the existing greenhouse. The existing north and south end foundations consist of concrete-filled concrete blocks. These shall be removed and replaced with foundations suitable for the new engineered greenhouse system. The existing center concrete walkway shall remain and be reused.
8. Please provide the existing electrical service information, including voltage, phase, amperage, panel information, and available capacity. Please confirm whether the existing electrical service is adequate to support the new greenhouse systems.
Answer: The existing electrical panels and backup-generator connection were recently installed and shall remain in their current location along the south side. The reference drawings identify the greenhouse panels as 120/240V, single-phase, three-wire, with a 150A main panel and a 60A emergency panel. The Contractor shall field-verify the panel information, existing loads, and available capacity and shall include any modifications required to provide a complete and code-compliant installation.
The waterproof outlets and timers along the east and west walls shall be carefully removed, protected, and retained for reinstallation in the new greenhouse.
9. Please confirm the requirements for the new propane fuel storage system, including required tank capacity, tank location, and whether the propane tank is to be furnished and installed by the Contractor.
Answer: The Contractor shall include a complete propane fuel system under Bid Option 1, including the tank or tanks, piping, regulators, supports, safety devices, and bollards where required. Final tank capacity and location shall be coordinated with Suburban Propane and shall be based on the heating load, required operating duration, site conditions, and applicable code requirements.
10. Do you require supplemental lighting? If so, what intensity do you desire?
Answer: The Government intends to reuse the supplemental lighting removed from the collapsed greenhouse. Installation of the salvaged lighting is not part of the Contractor’s scope.
11. Will off-hour/day work be allowed if coordinated with the site?
Answer: Yes. A lockbox will be provided for approved off-hour access. The Contractor must submit the proposed dates and work hours in advance and receive Government approval before performing off-hour work.
12. Will there be an internet connection at the greenhouse?
Answer: Yes. Internet connection requirements will be coordinated with Rutgers University IT. The Contractor shall coordinate any required pathways, mounting provisions, or electrical power needed to support the connection.
13. Please provide voltage and phase of site power.
Answer: The reference drawings identify the site power serving the greenhouse as 120/240V, single-phase, three-wire. The Contractor shall verify the existing service and panel information in the field before ordering or installing equipment.
14. What are the required demolition limits and new connection details between the replacement greenhouse and the existing head house, including structural attachment and weatherproofing?
Answer: The new greenhouse shall be securely connected to the existing head house in a manner equivalent to the pre-collapse condition. The completed connection shall be structurally sound and fully weatherproof. Final attachment, flashing, sealant, and transition details shall be developed by the greenhouse manufacturer and included in the Contractor’s shop drawings.
15. What is the required disposition of the existing greenhouse foundations/footings— reuse, modify, or remove and replace?
Answer: There is no continuous foundation along the east and west sides. The concrete-filled block foundations at the north and south ends shall be removed and replaced with suitable foundations for the new engineered greenhouse system. The existing center walkway and the concrete pads beneath the two auxiliary sheds shall remain.
16. Which existing electrical panels, feeders, conduits, controls, and circuits are to remain and be reused?
Answer: The recently installed greenhouse electrical panels and the connection to the backup generator shall remain and be reused. Existing feeders and conduits that are in serviceable condition may be reused after field verification. Waterproof outlets and timers along the east and west walls shall be removed carefully, protected, and reinstalled in the new greenhouse. Damaged or non-code-compliant components shall be replaced.
17. What are the existing electrical service voltage, phase, amperage, and available capacity for the new greenhouse?
Answer: The reference drawings identify the greenhouse electrical service as 120/240V, single-phase, three-wire. The greenhouse main panel is identified as 150A, and the emergency panel is identified as 60A. Available capacity has not been independently confirmed. The Contractor shall field-verify the existing loads and available capacity and identify any required modifications before proceeding.
18. Is there an existing fuel-oil storage tank, and is tank/fuel/piping removal included in the demolition scope?
Answer: The existing fuel-oil storage tank shall remain because it also serves the Rutgers greenhouse. The oil-fired furnaces serving the USDA greenhouse shall be removed, and the associated fuel connections shall be permanently capped at an approved location.
19. What propane tank capacity and location are required for the two new heaters?
Answer: New propane storage shall be provided unless Suburban Propane confirms that an existing tank serving the adjacent greenhouse can also serve the new greenhouse. The Contractor shall coordinate with Suburban Propane to determine the final tank capacity, location, and whether connection to an existing tank is feasible and code compliant.
20. What minimum indoor winter temperature is required for sizing the greenhouse heaters?
Answer: The heating system shall be sized to maintain a minimum indoor temperature of 40°F during the applicable winter outdoor design conditions.
21. What summer temperature or cooling performance requirement is required for sizing the ventilation and evaporative-cooling systems?
Answer: A fixed indoor summer temperature is not specified. The greenhouse shall include a properly sized evaporative cooling system, such as a wet-wall system, coordinated with the exhaust and circulation fans. The greenhouse manufacturer shall size the system for the local summer design conditions and the proposed greenhouse configuration.
22. What minimum polycarbonate glazing thickness/type is required for the roof, sidewalls, and end walls?
Answer: Provide a minimum 8-mm, UV-resistant, twin-wall polycarbonate glazing system at the roof, sidewalls, and end walls. Greater thickness or additional reinforcement shall be provided where required by the manufacturer’s engineered design, applicable structural loads, or warranty requirements.
23. Which shade system should be carried in the bid—manual exterior or motorized interior?
Answer: The Contractor shall carry a motorized interior shade system in the bid.
24. Are foundation work, utility capping, electrical relocation, grading, and head-house weatherproofing part of the Base Contract or Bid Option 1?
Answer: Demolition-related utility disconnection and capping, removal of the north and south concrete-filled block foundations, protection of utilities and components designated for reuse, and restoration and stabilization of areas disturbed by demolition are part of the Base Contract.
New greenhouse foundations, permanent electrical integration or relocation, final grading associated with the replacement greenhouse, and permanent structural and weatherproof connection to the head house are part of Bid Option 1.
25. If Bid Option 1 is not awarded, what final condition is required for the head-house opening, utilities, foundations, and demolished greenhouse area?
Answer: If Bid Option 1 is not awarded, the Contractor shall leave the site in a safe, secure, weather-resistant, and stable condition. The opening at the head house shall be temporarily enclosed and made weather-tight. Abandoned utilities shall be properly capped or terminated, and utilities designated for reuse shall be protected.
The north and south concrete-filled block foundations shall be removed, while the center walkway and auxiliary shed pads shall remain. The demolished greenhouse area shall be cleared of debris, graded as needed to prevent ponding or unsafe conditions, and stabilized.
