About this file
This is an Amendment of Solicitation (Amendment 0001) issued by the USDA Agricultural Research Service (ARS) for Solicitation 1232SA26Q0992, with an effective date of August 31, 2026. The amendment updates the time and date for receipt of quotes and provides clarifications to the Performance Work Statement regarding roof replacement and structural modifications to Building 122 at the Beltsville, Maryland facility.
The solicitation requires roofing work including installation of a full-length 2x10 ridge beam, additional 2x6 framing, new rafters at 24-inch on-center spacing with collar ties, 12-inch rafter extensions, new metal Tuff Rib roofing with flashing (26 gauge minimum), and a water impermeable insulated reflective vapor barrier and ice shield system. The amendment clarifies that the contractor is responsible for determining structural engineering design requirements in compliance with Benton County, Washington building code regulations; 120 mph wind and 20 psf snow load criteria apply. The roof color requirement is white. The building dimensions are approximately 30 feet wide by 88 feet long with a current roof pitch of approximately 4/12. The amendment confirms that site visit attendance is not a condition of eligibility for award, though an organized site visit was scheduled for September 3, 2026. Additional work includes approximately 108 square feet of drywall repair on laboratory ceilings, with lab spaces to be vacated during work while contractor protects equipment. All measurements, pitches, and modifications remain the contractor's responsibility. Offerors must acknowledge receipt of the amendment prior to the solicitation closing date by completing the amendment cover sheet on their offer submission.

b. The Contractor is expected to provide structural engineering design services as part of this contract.
c. If the Contractor is responsible for engineering design, please provide the required design criteria, applicable loading requirements, and submittal requirements for professional engineer-stamped calculations and drawings.
ANSWER: There are no available structural drawings, engineering calculations, load requirements, or design criteria available to provide. Contractor will be responsible for determining the requirements following Benton
County building code regulations.
2. Section 5, Item IX states that the contractor shall "Install new metal tuff rib roofing with flashing." However, the solicitation does not identify the required metal panel gauge, thickness, coating system, or minimum wind/snow load performance criteria. Please clarify the minimum acceptable roofing panel specifications, including:
a. Required metal gauge (e.g., 26 ga., 24 ga., etc.); ANSWER: 26 ga minimum ensuring Benton
County building requirements are met.
b. Minimum coating/finish requirements; ANSWER:
Benton County, Washington building code regulations should be used to determine the minimum acceptable specs.
c. Design wind and snow load requirements;
ANSWER: 120 mph and 20 psf according to Benton
County, Washington
d. Whether equivalent roofing systems will be considered. ANSWER: Yes
3. Section 5, Item VIII requires the Contractor to install a "water impermeable insulated reflective Vapor Barrier and Ice shield." The solicitation does not identify the required product specifications, insulation value, thickness, coverage area, manufacturer standards, or performance requirements. Please clarify the minimum acceptable specifications for the vapor barrier and ice shield system, including:
a. Required insulation value (R-value), if applicable;
b. Minimum material thickness;
c. Required coverage areas;
d. Applicable ASTM, ICC-ES, or manufacturer Continued ...

performance standards; and
e. Whether equal products from other manufacturers will be accepted.
ANSWER: Benton County, Washington building code regulations should be used to determine the minimum acceptable specs.
4. The solicitation requires installation of new metal Tuff Rib roofing and related flashing;
however, no color or finish requirement is identified in the Performance Work Statement.
Please clarify whether the Government has a preferred roof and trim color, and whether the new roofing system is required to match existing building colors or campus standards. If there is no specific color requirement, will the
Contractor be permitted to propose standard manufacturer colors for Government approval?
ANSWER: White
5. Site showing / site visit. The solicitation states a site showing was held September 3, 2026, and Attachment 1 (Performance Work Statement), paragraph 3, states that "a site visit and inspection tour is required" and that vendors
"will be notified of the exact time and date to attend." We did not receive such notification.
Please confirm:
a. Is attendance at the September 3, 2026, site showing a condition of eligibility for award?
ANSWER: No
b. If so, may an alternate site visit be scheduled prior to the September 10, 2026 closing date? We are able to attend on short notice and will comply with the government ID requirement.
ANSWER: A site visit is not required to submit a bid. No additional site visits will be scheduled
6. Roof plan / referenced map. PWS paragraph 6 states "Documents: See attached map." No map, drawing, or plan was included with the posted attachments. Will the government issue the referenced map, along with any available roof plans, framing drawings, or as-built documentation for Building 122? ANSWER: This was inadvertently left in the PWS. There is no map or as-built documentation.
7. Quantities and dimensions. Block 21 (Quantity) and Block 22 (Unit) of the SF1449 are blank, and

the PWS does not state roof area, building footprint, roof pitch, eave height, or linear footage of ridge, fascia, soffit, or gutter.
Given that the scope includes structural framing modifications ¿ a full-length 2x10 ridge beam, supplemental 2x6 framing to existing rafters, new rafters 24" on center with collar ties, and 12" rafter extensions ¿ will the government provide approximate dimensions or a square-footage figure, or is each offeror expected to develop its own takeoff from a site inspection? ANSWER:
Footprint: 30¿wide x 88¿ long. Current roof pitch: approximately 4/12. All final measurements, pitches, modifications, etc. are the responsibility of the contractor.
8. Structural scope. Does the government have an existing structural evaluation or engineer's assessment for the framing modifications described in PWS paragraph 5? If not, is the contractor responsible for engineering design and stamped drawings for the new ridge beam, rafter reinforcement, and collar tie system, and should those design costs be included in the proposed price? ANSWER: If engineering is required, the contractor is responsible and costs should be included in proposed price.
9. Drywall repair scope. PWS paragraph 5.XII requires repair of existing drywall damage on lab ceilings. Is an approximate affected area available, and will lab spaces be vacated during the work or must operations continue? ANSWER:
108 sq ft approx. Lab space will be vacated during work, but laboratory equipment will still be located in labs and the contractor will be required to cover and protect all equipment during repair work.
10. The Performance Work Statement indicates that ¿A site visit and inspection tour is required.
Vendor will be notified of the exact time and date to attend the site visit¿. Is there an organized site visit scheduled or are we to arrange a time to visit the site individually?
ANSWER: An organized site visit was scheduled on
3 September 2026 and was listed on the solicitation.
