About this file
This document is a Request for Information (RFI) issued by the U.S. Department of Agriculture (USDA) Agricultural Marketing Service (AMS) to gather feedback from Third-Party Logistics (3PL) firms for storing and distributing food products for USDA's nutrition assistance programs, including the Food Distribution Program on Indian Reservations (FDPIR) and the Commodity Supplemental Food Program (CSFP).
The RFI outlines key program challenges, such as insufficient distribution system resilience, managing inventory on a first expiration, first out basis, and variable delivery volumes. AMS requests respondents to propose a 3PL distribution model, identify how it would support quality and on-time deliveries, address the program challenges, and recommend contract incentives, data requirements, quality assurance, performance metrics, system integration, and contingency plan requirements for a future solicitation. Responses to the RFI are due by November 4, 2024, and AMS may use the responses to create a future solicitation, though non-response does not preclude submitting a proposal for that solicitation.

| 86 | 10/21/24 | Would love to be part of the USDA program, but I'm afraid we don't have the entire transportation supply chain ability set up. Are you looking for someone that can do everything. Basically take the orders break down pallets. And then reship things from the facility because we have, we have a great storage facility. But we don't really have the other capabilities set up yet. | USDA seeks 3PL services to store, pick, stage, and deliver mixed truck loads to program operators. |

Will we be competing with the State agency? | State agencies typically provide last mile distribution services that are not anticipated to be included in a USDA contract. |
| 91 | 10/21/24 | Who drives the order signal for replenishment? Would it be the contractor, or would it be USDA? I know that when the bids come out for these programs, for example, for Guam, most of the manufacturers are conus based, so they will respond to those bids, and they'll ship directly to the US Territory of Guam, and it's more of a push signal rather than a pull. So who's responsible for ordering replenishments? | Recommendations submitted in responses to the RFI will be considered. |
| 92 | 10/21/24 | You mentioned the requirement for managing expiration dates. I noticed that. When I've seen these RFPs come out for Guam specifically, is there a minimum shelf life requirement? | 93 | 10/21/24 | As far as the order platform, it seems as though if the companies are providing in-house solutions that USDA will be faced with several different forms of how to place an order. What are the requirements, whether it's online or electronic data interchange. Do you have a feel for whether or not there's going to be a standardized ordering platform? Or would each company responding have to propose an online order platform, or some sort of ordering process? | Ordering is completed through USDA's Web-Based Supply Chain Management System. |

Will there be an open bid, or Americold is going to be awarded through the duration of this contract. | USDA will award contracts as needed to perform its mission in accordance with FAR regulations. |
| 96 | 10/21/24 | In relation to the distribution process for the foods, for example, in Guam, the State agency of the Guam Department of Labor does the distribution, and how they currently do the distribution is, they announce it. And they hold drive-bys where the cars line up. They basically distribute products as the recipients come in. There's a requirement to verify that they are eligible for the program, of course as they open up their trunk and they load it in. How do you foresee the 3PL distribution portion of this occurring? Are we delivering to households, or are we doing the same type of distribution that's currently being done by the State agency on Guam, where we're actually announcing it and having them come to the warehouse and pick it up. | State agencies typically provide last mile distribution services that are not anticipated to be included in a USDA contract. |
| 97 | 10/21/24 | I'm assuming that there is a budgetary requirement for this? There's obviously a limit to what services can be provided based on a budget. Is there any idea of what that budget would be from USDA in order to perform these suggestions we might have to do it properly, or to have less of a burden on the recipient. | USDA will award contracts as needed to perform its mission in accordance with FAR regulations. |
| 98 | 10/21/24 | Whose responsibility is it to verify that the recipients are truly qualified to participate in the program? | This is a program administration question and not related to the procurement of 3PL services. |
| 99 | 10/21/24 | Will this be an opportunity for small businesses also? Will there be subcontracting opportunities available for this opportunity. | USDA will evaluate all future proposals in accordance with Federal Acqusition Regulation guidelines, including small business requirements. |
| 100 | 10/21/24 | Will you require previous performance within USDA arena or will the experience in the commercial arena be sufficient. | Commercial experience equivalent to the USDA requirement is sufficient. |

| 102 | 10/21/24 | Is Usda looking to add warehouse capacity? | The RFI seeks industry best practices for logistics, 3PL management and related activities. |
| 103 | 10/21/24 | What Enterprise Resource Planning (ERP) technology does Usda have in order to facilitate 3PL integration. | USDA uses the SAP based Web-Based Supply Chain Management (WBSCM) and anticipates integration requirements. |
| 104 | 10/21/24 | What are some of the challenges with the current contract. Manpower? Technology? On time delivery? Knowing the challenges will enable industry to provide better feedback on how to move forward and would be very helpful. | USDA provided overall program challenges in the RFI. |
| 105 | 10/21/24 | Can you share anything from the previous program that worked well. | The RFI seeks industry best practices for logistics, 3PL management and related activities. |
| 106 | 10/21/24 | How important is the WBSCM integration into the technology? | USDA uses the SAP based Web-Based Supply Chain Management (WBSCM) and anticipates integration requirements. |
| 107 | 10/21/24 | In the event that the program is currently being run by a State agency. When you say it'll be free and open competition, does that suggest that it will not be run by a State agency and it'll be open? Will the RFP be opened up to private entities, going forward? | State agencies typically provide last mile distribution services that are not anticipated to be included in a USDA contract. |
| 108 | 10/21/24 | Will all call participants receive answers to the questions being asked. | Questions and answer from the the October 21, 2024 RFI Q&A are posted as Attachment 4. |
| 109 | 10/22/24 | Is there a certification process to become a USDA National Multi-food Warehouse? | USDA will evaluate each offerers submission in a future requirement in accordance with FAR guidelines, including the determination of responsibility. USDA does not anticipate a prerequisite certification process. |
| 110 | 10/23/24 | Was this webinar recorded? | Questions and answer from the the October 21, 2024 RFI Q&A are posted as Attachment 4. |
