About this file

This is Amendment 001 to Solicitation 12363N26Q4227 for the Banana Peel Distributed Salvage Program (DxP) Integrated Restoration Service Contract (IRSC), a Stewardship BPA issued by the USDA Forest Service for work on the San Juan National Forest's Dolores Ranger District. The amendment, effective August 31, 2026, does not extend the response date for proposals.

The amendment makes three substantive changes to the original solicitation. First, it increases the diameter limit specifications for Appendix A Section II Mandatory Work Item 2 and Optional Work Item 5 (Cut Skid and Deck operations for non-saw and dead sawtimber), now applying to Contractor-felled trees that are live/dead non-saw 5.0"-8.9" DBH and dead sawtimber 9.0" DBH – 21.9" DBH meeting utilization standards in Appendix B. Second, it corrects Appendix B scaling specifications, amending the maximum gross vehicle weight restriction from the erroneous 8,500 pounds to the correct 85,000 pounds for load count sales. Third, it adds documentation from the August 25, 2026 Banana Peel IRSC Site Visit, including attendee lists from Forest Service, Markit! Forestry, and DNT Logging, and meeting summary notes addressing project overview, work activities, product removal volumes, road maintenance, trail system operations, unit designations, and responses to bidder questions regarding boulder availability, trail closure signage, cutting specifications, scaling methodology, boundary marking, and road closeout requirements.

14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.

The response date for proposals is NOT extended with this Amendment.

1. Increases diameter limit of App A Section II Mandatory Work Item 2 AND Optional Work Item 5 Cut Skid and Deck non-saw and dead sawtimber Skid/Deck specifications. Specification 1 shall now state “Applies to all Contractor-felled trees that are live/dead non-saw 5.0”-8.9” DBH and dead sawtimber 9.0” DBH – 21.9" DBH that meet utilization standards as identified in Appendix B.”

2. Corrects Appendix B C6.825#-SCALING AS PRESENTED (SALES BY LOAD COUNT) maximum gross vehicle weight restriction to 85,000 pounds. The previously, erroneously, stated 8500.

3. Adds the August 25, 2026, Banana Peel IRSC Site Visit attendee list and meeting summary notes:

Individual Agency-Business S. Martin Aksentowitz Forest Service David J. Casey Forest Service Griffin Harris Forest Service Bryan Brehl Markit! Forestry Guy Wallace DNT Logging Ty Williams DNT Logging

Locations:

Dolores Ranger District Office 29211 Highway 184; Forest Service Road 528.1, between units 1 and 2, Forest Service Road 527, at Shush Road closeout.

Summary:

Overview of the Banana Peel IRSC contract was provided by Forest Service representatives. The group reviewed project work activities and product removal volume/species. The group discussed road maintenance, operations regarding adjacent Boggy Trail system and Powerline right of way, and road closeout work items..

The group visited LTM Unit 2 and discussed the 22” DBH diameter cap and LTM unit Designation, and topography. Potential bidders were relieved that only Unit 2 was interior marked. Forest Service personnel discussed operation requirements regarding the trail system, and communication needed during operations to ensure recreational safety. The group discussed the operating requirements to enter unit 2 first as an example of the cut/leave preferences for the contract. The site visit was fairly short as only two parties were present, and both had experience on the district. Any units not requiring cut, skid and decking of non-saw and dead material are units in which that volume was too low to warrant such operations.

Other Items Discussed During Site Visit

1. Does Orminston Pit contain enough boulders to supply work items 17n, 8b, 9b and 10?

FS has inspected Orminston Pit and ensures we have enough boulders for work item.

2. Who will post the trail safety/closure signs?

FS recreation staff would install all trail closure signs, but require two weeks’ notice before beginning a new unit. During operations, all portions of the trail system through active unit(s) would be closed to public.

3. What are cutting specifications? Is cut to length ok?

Yes cut to length is ok. Utilizations specifications are listed in Appendix B and include saw log (cut/remove) as well as cut/skid/deck specifications.

4. Will this be a load count or scale sale?

Per Appendix B C6.825#, Method of scaling is load count.

5. Are all boundaries marked?

Unit boundaries are a mix of painted, discernable, and virtual. Most discernable boundaries are roads, fences, or trails. Painted boundaries are typically unshared boundaries, that do not have discernable features. Virtual boundaries are reserved mainly for shared boundaries between units. See C2.301#

6. What is required for road work closeout?

Description of work provided in Appendix A.
