About this file

This is an Amendment to Solicitation (Standard Form 30, Amendment 0001) for the Los Pinos Deferred Harvest and Density Management Inverse Reserve Stewardship Contracting (DxP IRSC) project on the San Juan National Forest, Pagosa Ranger District. The amendment adds site visit notes and meeting summaries from a July 31, 2026 site visit attended by Forest Service personnel and nine representatives from timber and forest health companies.

The solicitation covers a stewardship contracting project with a performance period from contract award through November 30, 2028. Key contract requirements include gate installation on National Forest Service Road (NFSR) 666, road reconditioning on NFSR 666 and 666.F (including gravel transition and 12-foot native surface prism construction), slash treatment (8' x 8' x 8' minimum piles), wire gate protection along the re-route, timber harvesting of designated ponderosa pine, white fir, and Douglas fir within specified cutting zones, protection of residual vegetation including gamble oak greater than 6 inches in diameter, and trailhead parking lot improvements. Contractors must provide commercially sourced aggregate and water, as no Forest Service sources exist in the area. Road work is not required prior to logging but is highly recommended. The amendment reiterates that proposals are due August 20th by 1400 hours Mountain Daylight Time, with the response deadline unchanged. Offerors must email signed SF 30, SF 1449, price quotes using the Schedule of Items, and technical proposals to the specified email addresses, following FAR 52.212-1 Instructions to Offerors.

1. Adds the July 31, 2026 Los Pinos DxP IRSC Site Visit attendee list and meeting summary notes:

Individual Agency-Business Adam Tlachac Forest Service Josh Merrill-Exton Forest Service Cody Jones Forest Service JR Ford Forest Health Company Michael Trumble JT Timber Falling Zingo Leach Rocky Mountain Tree Company Hans Hartman VM West Shawn Cheeseman CRS Timber Products Payson Oberly Markit! Forestry

Location:

Pagosa Ranger District Office; Forest Service Roads 666, 666.F, Cutting units 6 and 9 Summary:

Overview of the Los Pinos DxP IRSC contract was provided by Adam Tlachac including the period of performance running from contract award to November 30, 2028. The group reviewed project work activities and product removal volume/species. Adam provided an opportunity to review the CAM. The group then visited the Contract Area.

Stop 1 – Gate Installation along NFSR 666 – Cody Jones (Engineer) reviewed specifications of gate to be installed at the start of NFSR 666, as well as the start of road reconditioning along NFSR 666.

Additionally:

1. Jones reiterated that this contract requires commercial source aggregate and there is no local, commercial gravel source in the Pagosa area. In addition, there is no FS water, all water for compaction etc. will need to be commercially sourced.

2. Though road work/reconstruction is not required prior to logging/hauling operations, it is highly recommended to ensure proper protection of NFS roads (particularly during wet periods). Pre-haul, during and post haul maintenance will be the contractors responsibility on road segments before and after road work/reconstruction is performed. 32. Protection of Improvements and Appendix C

3. A sign package will need to be included and installed on the new gate by the Contractor as is detailed in the drawing for the gate specs in Appendix D.

4. Contractor shall keep or dispose of the old gate. Appendix D, page 3.

5. Placement and compaction of aggregate along NFSR 666 from gate to the Coal Creek TH parking lot as described in Appendix D.

6. If Contractor anticipates needing 30 min delays for road work, then flaggers will be needed. Otherwise, flaggers are not required.

Stop 2 – Road Re-Route along NFSR 666.F – Jones discussed road re-route (group walked proposed road location). Tlachac discussed DxP specs (group visited several “pivot” tree plots to discuss cutting specs)

1. Slash treatment – mainly pile (8’x8’x8’ minimum), piles may be in the woods or at landing location provided all specs w/in C6.7# are met.

2. Road Re-route – gravel transition at beginning of re-route, rest of road will be a 12 foot native surface prism with water bar type drainage features as described in Appendix D.

3. Wire gate will be crated along re-route where road cross range fence in location identified on the Contract Area Map and treated according to C6.223 – Protection of Fences

4. Portion of existing NFSR 666.F (west of private property) will be ripped and have slash spread on surface as described in Appendix D.

5. The Forest Service will flag road Centerline location prior to road work commencing.

6. Tlachac went over cutting specs at 2 separate pivot tree locations. All live PP, WF and DF are designated for cutting w/in 85’ of center trees (marked w/ 3 strips of horizontal orange paint) unless marked in orange paint. Appendix B C2.355#

7. Avoid/protect gamble oak greater than 6” DRC to the extent possible. 34. Protection of Residual trees

8. Acceptance of Work tolerance allows cutting 75-95’ (+ or – 10 ft) from center trees. Appendix B C6.36#

9. Biomass and aspen may be cut and removed from cutting units by submitting a price in the Schedule of Items for Timber Subject to Agreement Price Schedule.

10. Reviewed estimated timber harvest volumes and species. Volumes are estimates and not guaranteed.

22. Timber Product Volume Estimation

Stop 3 – Trailhead Parking Lot – Jones discussed trail head parking lot work (smoothly out surface, create positive drainage , placement of aggregate on approximately 1200 square feet) this location is the end of road work.

1. Proposals are due to the CO on August 20th by 1400 hrs Mountain Daylight time.

2. No on-District water sources exists. Contractor will need to source water commercially for road work needs.

3. 16’ road reconditioning width on USFS Rd # 666, and 666F aggregate surfaces as stated in Appendix D.
