About this file

This document is a Plans and Specifications package for road construction on the Los Pinos Integrated Resource Stewardship Contract (IRSC) Fawn Gulch Area Roads in the San Juan National Forest, Pagosa Springs Ranger District, Colorado, prepared by the U.S. Department of Agriculture Forest Service, Rocky Mountain Region.

The project encompasses multiple work items focused on roadbed reconditioning, surfacing, and infrastructure improvements across approximately 3.64 miles of Forest Service System Road 666 and associated segments. Primary deliverables include: roadbed reconditioning and 4-inch aggregate surface course placement on NFSR 666 (3.2 miles with approximately 6,160 tons of ¾" minus aggregate); installation of a heavy-duty double swing-arm Forest Service closure gate at mile post 1.1; roadbed reconditioning on segments 666.E, 666.E1, 666.F, 666.F1, and 666.H with 12-foot-wide crowned surfaces; a new 845-linear-foot road realignment segment (666.F) with 90-degree intersection geometry and 50-foot turning radius; installation of an 18"x20' corrugated metal pipe culvert at mile post 0.19 on NFSR 666.F.1; construction of a Coal Creek Trail Head parking area (approximately 12,000 square feet); and temporary traffic control throughout operations. The specifications reference FP-24 Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, modified by Forest Service Supplemental Specifications (FSSS), with specific compaction methods (including roller equipment with minimum force requirements or mechanical tampers), surface tolerances, and drainage requirements detailed in accompanying technical drawings. Construction must comply with MUTCD traffic control standards, follow designated clearing and grubbing limits, and maintain all existing drainage features including rolling dips and outlet ditches.

CONSTRUCTION SIGNS

CONSTRUCTION SIGNS FOR FOREST SYSTEM ROADS

1. All work shall be done in accordance with the Standard Specifications applicable to the Project and the "Manual on Uniform Traffic Control Devices for all Classes of Streets and Highways" (MUTCD) published by the U.S. Department of Transportation, Federal Highway Administration. Reference manual can be obtained at https://mutcd.fhwa.dot.gov

2. Contractor shall submit a Temporary Traffic Control (TTC) plan for review by the ER. Work on the Project shall not be started until all required signs are in place as agreed upon by the ER and the Contractor.

3. Where traffic is maintained through or over any part of the Project, the Contractor will be required to mark all hazards within the limits of the Project (including connecting roads) with well-maintained signs. Signs shall be moved, added to, changed or removed as required during the progress of construction and removed entirely when the Project is completed.

4. All signs shall be placed for best visibility and legibility, maintained in good condition and kept clean and free of dirt at all times. Contractor's vehicles and equipment must be parked so that signs and barricades are visible to approaching traffic at all times.

5. When it is known that signs will be needed at one location for long periods of time (ie. 3 to 4 weeks), a permanent sign support should be considered. The following factors, in addition to time periods, should be considered in making the decision of a permanent or temporary sign support: amount of logging traffic, vehicle speeds, motorized mixed use, sight distance, road conditions, road width, average daily traffic and local special events that could increase traffic volume.

All sign supports must be crashworthy as outlined in Part 6 of the MUTCD.

6. Information specific to the Sample Temporary Traffic Control Devices shown on Drawing 156-02:

The ROAD WORK, XX FEET, XX MILES, or AHEAD (W20-1) sign, which serves as a general warning of obstructions or restrictions, should be located in advance of the work space or any detour, on the road where the work is taking place. Where traffic can enter a TTC zone from a crossroad or a major (high-volume) driveway, an advance warning sign should be used on the crossroad or major driveway.

The ROAD MACHINERY AHEAD (W21-3) sign may be used to warn of machinery operating in or adjacent to the roadway.

The TRUCK CROSSING (W8-6) sign may be used to alert road users to locations where unexpected travel on the roadway or entries into or departures from the roadway by construction vehicles might occur. These locations might be relatively confined or might occur randomly over a segment of roadway.

The HEAVY TRUCK TRAFFIC (FW8-6a) Sign may be used to alert road users to locations where unexpected heavy truck traffic occurs in or adjacent to the roadway.

The END ROAD WORK Sign (G20-2) should be placed near the downstream end of the termination area, as determined by engineering judgment. The END ROAD WORK sign may be installed on the back of a warning sign facing the opposite direction of road users or on the back of a Type 3 Barricade.

The ROAD CLOSED Sign (R11-2) should be installed where roads have been closed to all traffic (except authorized vehicles). The Road Closed sign shall be designed as horizontal rectangles. These signs shall be preceded by the applicable Advance Road Closed warning sign with the secondary legend AHEAD. ROAD CLOSED, XX FEET, XX MILES, or AHEAD (W20-3), page 590 is an advanced warning sign.

7. Reflective sheeting shall meet the retroreflectivity requirements in Part 2 of the MUTCD.

Description

301.01 This work consists of constructing aggregate courses on a prepared surface.Material

301.02 Conform to the following Subsections:Subbase, base, and surface course aggregate

703.05

Water for construction 725.01(c)

Screened aggregate 703.05(d)

Construction Requirements

301.03 General. Prepare the surface according to Section 204 or 303 as applicable.

Written approval of the roadbed is required before placing aggregate.

For pit run material, furnish material smaller than the maximum size identified in the plans, no gradation will be required otherwise. After processing on the road, remove all oversize material from the road and dispose as directed by the CO.

Provide additives or binder, if required, at the proportions specified.

Develop and use Government furnished sources according to Section 105.

If the aggregate is produced and stockpiled before placement, handle and stockpile according to

Section 314.

After a representative quantity of aggregate is produced, submit target values within the required gradation range along with a representative 300-pound sample at least 14 days before incorporating the aggregate into the work.

301.04 Mixing and Spreading. Obtain moisture content in accordance with the compaction method specified. If moisture content is not specified by the compaction method adjust the moisture content to a level suitable for compaction. Mix the aggregate and adjust the moisture content to obtain a uniform mixture. Spread and shape the mixture on the prepared surface in a uniform layer.

Do not place the mixture in a layer exceeding 6 inches (150 millimeters) in compacted thickness.

When more than one layer is necessary, compact each layer according to Subsection 301.05 before placing the next layer. Route hauling equipment uniformly over the full width of the surface to minimize rutting or uneven compaction.

301.05 Compacting. Compact each layer full width. Roll from the sides to the center, parallel to the centerline of the road. Along curbs, headers, walls, and all places not accessible to the roller, compact the material with approved tampers or compactors.

Compact the aggregate using one of the following methods as specified:

(a) Compaction A. Operating spreading and hauling equipment over the full width of the travelway.

(b) Compaction B. Operate rollers and compact as specified in Subsection 204.11(a)(4)(a).

(c) Compaction C. Moisten or dry the aggregate to a uniform moisture content between 5 and 7 percent based on total dry weight of the mixture. Operate rollers and compact as specified in

Subsection 204.11(a)(4)(a).

(d) Compaction D. Compact to a density of at least 95.0 percent of the maximum density, as determined by AASHTO T 99, method C or D.

(e) Compaction E. Compact to a density of at least 95.0 percent of the maximum density, as determined by AASHTO T 180, method C or D.

For all compaction methods, blade the surface of each layer during the compaction operations to remove irregularities and produce a smooth, even surface. When a density requirement is specified, determine the in place density and moisture content according to AASHTO T 310 or other approved test procedures.

301.06 Surface Tolerance. Remove irregularities and shape to a uniform surface. Ensure that the thickness and width of the compacted aggregate conform to the dimensions SHOWN ON

THE DRAWINGS, and that measurements on the compacted aggregate meet the following criteria:

(a) The maximum variation from the specified thickness is 1 inch.

(b) The compacted thickness is not consistently above or below the specified thickness, and the average thickness of measurements for any one mile of road segment is within ±

¼ inch of the specified thickness.

301.07 Maintenance. Maintain the aggregate course to the correct line, grade, and cross-section by blading, watering, rolling, or combination thereof until placement of the next course. Correct defects according to Subsection 301.06.

301.08 Acceptance. See Table 301-1 for sampling, testing, and acceptance requirements.

Screened aggregate will be evaluated Under 106.02 Aggregate gradation and surface course plasticity index will be evaluated under Subsection 106.05. Other aggregate quality properties will be evaluated under Subsections 106.02 and 106.04.
