About this file

This document is an Industry Engagement Meeting presentation for the Bitterroot National Forest 10-Year Integrated Resource Service Contract-Indefinite Delivery/Indefinite Quantity (IRSC-IDIQ). The project aims to reduce wildfire risk, accelerate forest restoration, provide a consistent wood products supply, and increase forest timber offering capacity. The contract will involve multiple project areas totaling approximately 31,729 acres across several locations, with an estimated timber volume of 189,249 CCF.

Key project details include commercial timber removal, road work (construction, reconstruction, and maintenance), and non-commercial treatments such as mechanical thinning, prescribed fire preparation, and biomass removal. The acquisition timeline targets a draft RFP posting in the first quarter of FY26, with an estimated contract award in the second quarter. The contract will use a task order process, allowing incremental work assignments with 10-20 business days for pricing. Logging methods will vary by area, including ground-based and skyline techniques, with some areas requiring new road construction. The project seeks to partner with forest product industry partners to effectively manage and utilize forest resources.

• Definition and Purpose of an IDIQ

• Goals for this Project

• Activities Proposing

• Purpose of RFI and Project Questionnaire

• Process

• Timeline

• Project Details

• Questions

• Field Visit Locations

Definition and Purpose

• IRSC = Integrated Resource Service Contract

• Reason for use = Costs of service work exceeds the value of timber to be traded

• To support removal of timber that road work, haul distances or logging systems would make uneconomical in traditional timber sale

• To support restoration or timber layout activities using timber value to offset funding need

• Accomplish non-commercial thinning to help reduce fuel loads

• Method to build partnership with industry

Definition and Purpose

• IDIQ = Indefinite Delivery/Indefinite Quantity Contract

• Reason for use = A contract vehicle available that the government may use when it knows what type of work is needed but not exactly when or how much will be required over time.

• Once the base contract is in place, task orders can be issued quickly with out renegotiating contract terms

• Orders can be issued incrementally as needed and funding is allocated

• Can be established as a single or multiple award contract

• Task orders can require only pricing information to be awarded, awardees have been determined technically capable to complete requirements

• Task orders will trade the value of timber removed to offset costs, if a task order were to have positive timber value, excess stewardship credits could be applied to a future task order

• As a long-term multi-year contract, economic price adjustments may be considered, and cancellation terms and conditions will apply to protect both parties

Goals For Project

• Reduce risk of catastrophic wildfire

• Accelerating restoration treatments

• Providing a consistent long-term supply of wood products to regional and local infrastructure

• Increase forest timber offering capacity

Proposed Activities

• Timber Removal Preparation: Cruising, Unit Boundary Layout & Marking, Interior

Marking (ex. Cut/Leave Tree Mark), and GPS Traversing

• Commercial Timber Cut and Removal

• Road Work: New Road Construction, Reconstruction, Maintenance, and

Decommissioning

• Non-commercial Treatments or Activities: Mechanical Treatments, Hand

Thinning, Mulching, Piling, Mastication, Prescribed Fire Prep and Biomass Removal

Purpose of RFI and Project Questionnaire

• Inform forest product industry partners of this project and solicit feedback and input

• Gauge interest in the project

• Provide an opportunity for interested partners to engage with each other and foster new relationships

• Gather information to help inform the Request for Proposal (RFP) so that it has the best chance for success

• Gather information that can help advocate for additional funding for work within this project

Project Questionnaire

• 1. Is your company interested in completing this work and submitting a proposal?

• 2. What is your company’s current operating capacity, and what are your plans for future capacity?

• 3. For wood utilization facilities, please provide details on your facility’s product types, species handled, expected annual processing capacity, and the approximate percentage of your processing volume that is derived from National Forests. If your company is not a wood utilization facility, please provide details on the facilities that may receive product.

• 4. Is the timeline and period of performance dates, as outlined in this RFI, feasible for your company?

• 5. Are the project areas, as described, accessible to your facility?

• 6. What potential challenges or obstacles do you foresee in executing this project, and how might they impact your operations?

• 7. Considering the potential for unpredictable changes, what degree of flexibility would be required by your facility, supporting services, or in coordination with agencies and landowners?

• 8. What benefits do you anticipate from this opportunity? If applicable, please indicate timing for these benefits and include a business plan or supporting documentation for any planned investments.

• 9. How would you propose pricing your offer?

• 10. What is your preference for timber designated on the ground? What is your experience with Designation by Prescription or

Description without individual tree marking (basal area, spacing, species, etc.)?

• 11. Is there anything you would like to add that could improve the project plan prior to the solicitation of proposals? We welcome any comments or suggestions that might enhance project design and execution.

Acquisition Timeline

• Draft RFP posted to SAM.gov in 1st quarter FY 26. Working through several new approval processes that make it difficult to give a firmer date

• Opportunity for interested offerors to comment and provide feedback on contract terms and conditions

• Formal RFP will be posted for approximately 15-30 days after Draft RFP is posted and will be out for bid 30-60 days. Initial task order(s) will be included in the RFP

• Estimate for award is the 2nd quarter of FY 26, earlier if possible.

• 1st Task order awarded 7-14 days after award of parent contract

Task Order Process

• Multiple project areas may be offered each year. They may be combined into one task order annually, or split into individual task orders depending on the scope of work, forest readiness to release task orders, and industry feedback on proposed schedule

• Anticipate that awardees will be provided 10-20 business days to provide pricing on task orders, no technical proposal will be required

• Task orders for implementation activities may be delayed an operating season until the completion of contract prep task orders
