If all optional construction cannot be awarded, worklists shall be utilized to determine road construction quantities. The lump sum prices for road reconstruction Items 13(a) Mobilization, 13(b) Soil Erosion and Pollution Control and 13(g) Temporary Traffic Control shall be awarded based on the percentage of Item 13(e) Road Reconditioning miles awarded
SPECIAL REQUIREMENTS:
A. Service Contract Act minimum wages applies to all fuels management work and road maintenance work. See Wage Determination in Section J.
B. The road reconstruction work required within Mandatory Items 6(a-t) and Optional Items 13(a-g) is subject the the Construction Wage Rate Requirements (see Wage Decision in Section J) and related regulations, formerly referred to as Davis-Bacon (i.e. certified payroll submission).
C. A Bid Guarantee is required in an amount equal to 20% of the total price offered for the Mandatory and Optional Construction Items only. BID BONDS MUST BE PROVIDED WITH THE INITIAL OFFER. See FAR 52.228-1 Bid Guarantee (SEP 1996) (DEVIATION MAY 2023) in Section I.
D. Payment and Performance Bonds shall be required in an amount equal to 100% of the awarded value of road reconstruction work. See Section I. FAR 52.228-1 Performance and Payment Bonds -- Construction (JUN 2020) (DEVIATION MAY 2023). Bonding costs shall be included in the prices quoted for Mobilization. No separate payment for bond premiums shall be made.
E. As service requirements, fuels management and road maintenance work are not subject to bonding requirements.
F. A Draft Small Business Subcontracting Plan is required with any proposal from a large business. Refer to FAR 52.219-9 Small Business Subcontracting Plan for requirements.
USDA FY2025 Subcontracting Goals as of 2/24/2025 are as follows: Small Business – 22%, Small Disadvantaged Business – 5%, Service-Disabled Veteran-Owned Small Business – 5%, Women Owned Small Business – 5% and HUBZone Small Business – 3%. RFP Section C Excerpts
C.1 BACKGROUND
The BCLH Stewardship IRSC Phase 1 shall be awarded under stewardship contracting authority. This authorizes the U.S. Forest Service (Government) to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs.
C.2 SCOPE OF CONTRACT
The objectives of this project are to reduce the risks of hazardous fuels that have fallen across or remain standing along important access routes of the 2020 fire-affected road system so that access to and through the burned area can be restored. Fire severity varied across the treatment areas; burn severity maps and tables are included for planning purposes. Supplemental NEPA was approved which allows mechanized ground-based equipment to operate outside of the road prism on slopes generally less than 30% except for acres located within Special Measure Area 1.

Activities include performing mitigation of risk along roads from fire killed/damaged trees, reduction of roadside fuel accumulation and essential maintenance and reconstruction of roads. This will be done by accomplishing the following:
• Cut and remove fire killed timber within 100 feet of roads from the Contract Area. Hazard trees to be cut are Designated by Prescription.
• Fall hazard trees within Special Measure Areas (SMAs). SMAs may include Riparian Reserves, cultural resource areas, wildlife habitat protection areas or other areas that require special protections.
SMAs do not overlap acres that require the cutting and removal of fire killed trees.
• Within unit boundaries, fall and leave hazard trees that can strike the road outside of the 100-foot fuels removal area.
• Perform small fuels treatment within 30 feet of roads.
• Perform road reconstruction within the Contract Area.
• Perform pre-haul, during-haul and post-haul road maintenance on designated roads within the Contract
Area.
• Yard and deliver fish logs to specified deck locations.
• Fall and leave individual hazard trees that are outside of unit boundary but within striking distance of the road.
• Treat hazardous fuels in Unit LH-62.
C.9 MAGNITUDE OF CONSTRUCTION PROJECT
For Road Reconstruction work requirements, the total estimated price for all Mandatory Items 6(a-t) is between $5,000,000 and $10,000,000. The total estimated price for all Optional Items 13(a-g) is between $100,000 and $250,000.

F.2 FAR 52.211-10 Commencement, Prosecution, and Completion of Work (APR 1984)
The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 10/15/2029 for the Mandatory Work Items excluding Item 7 and 10/15/2030 for the Optional Items awarded. Mandatory Item 7(a-c): Yard and Deliver Fish Logs to Deck Locations shall be completed not later than 10/15/2026.
** No operations will occur between October 16 – May 14. See F.4 Contract Operations Schedule below.
F.4 CONTRACT OPERATIONS SCHEDULE

Additional visual indicator factors that may require a temporary cessation of operations are visible signs of road damage as described in the 2016 Willamette Road Rules
Road reconstruction as specified in Appendix D shall occur during the dry season (May 15 through October 15). Live stream crossings shall only be replaced during the designated ODFW In- Water-Work Window (June 1 to August 31) for the watershed unless a variance is authorized by ODFW and the FS Fish Biologist.
(Note Added for Meeting: Phase 1 has a significant amount of mandatory culvert replacement. Address this in your schedule.)

Log and fuel hauling by trucks on roads, culvert replacements, mechanical activities, including chainsaw use, log/fuel decking, log and fuel yarding, loading logs and fuels on trucks, and chipping are prohibited from March 15 to July 15 within 65 yards of Northern Spotted Owl Nesting Habitat and Nest Patches.
Restrictions can be waived for mechanical activities if all activities within a potential or known nesting area can be completed within a one-day period during the critical breeding season (March 1-July 15).

If grey wolf denning or rendezvous sites are identified, the project wildlife biologist will coordinate with USFWS biologists to determine if seasonal restrictions are warranted on logging operations to protect the wolf use of the sites. Typical seasonal restrictions could include a one-mile radius around the sites from April 1-July 15.
However, restrictions are site-specific and depend on things such as individual pack behavior and existing baseline activities by humans in the area.

F.5 SCHEDULES AND REPORTS

Proposed Operation Plan (Overall Schedule): The Contractor shall prepare and submit one electronic copy of a practicable schedule showing the order in which the Contractor proposes to perform the work, and the estimated starting and completion dates of various phases of the work.

Full suspension is required for removal under Mandatory Items 2 and 4 and Optional Items 9 and 11. Hazardous fuels will be felled and left on site if full suspension cannot be achieved.
2) No mechanized equipment is allowed to leave the road prism within
SMA-1.
3) No log decks in SMA-1.
4) A 14-day notice of intent to begin operating in SMA-1 is required to allow time for consultation with a professional, qualified archaeologist regarding direction of felling. Notice shall be submitted to the COR. FS personnel shall flag known cultural resources in advance of the commencement of hazard tree falling.
5) Hazard trees must be felled away from known archeology sites within SMA-1 in consultation with a professional, qualified archeologist.
6) Culturally modified trees shall remain on site, if feasible. If not, culturally modified trees shall be stored at a temporary location, separate from non-culturally modified trees, until final disposition can be determined. Avoid cutting trees through the “peel”. Coordinate with FS archaeologist if tree must be moved.
Label on Contract Area Map Restrictions
SMA-2
ALL Units contain SMA-2 areas
1) Special Measure Areas (SMA-2) that are designated on the Tree Removal Guideline Maps shall be treated to ensure tree retention requirements are met.
2) All Riparian Reserves must be delineated by the contractor prior to starting work in a unit. Boundaries will extend from the stream edge on the ground, not the mapped edge since stream mapping may be incorrect.
If an unmapped stream is found, SMA restrictions are still applicable.
3) Within SMA-2, mechanized equipment is restricted from operating within 100 feet of fish bearing streams, 60 feet of perennial, non-fish bearing streams, and 30 feet of intermittent streams. The presence of fish can be determined by the width of the SMA as displayed on the Tree Cutting Guideline maps (344’ on either side of a stream indicates fish presence).
SMA-3
Mandatory: LH-11, LH-
11A, LH-11B, LH-56, LH-
56A, LH-59, and Optional:
LH-12, LH-56D
1) Special Measure Areas (SMA-3) that are designated on the Tree Removal Guideline Maps shall be protected from all ground disturbing activities.
2) Hazardous fuels will be felled and left on site except for small fuels treated under Items 4 and 11.
3) A 14-day notice of intent to begin operating in SMA-3 shall be submitted to the COR and is required to allow time for consultation regarding locations of rare plant populations and wetlands.
4) Directionally fall trees to protect rare plant populations or their habitats.
5) In wetlands, fall trees toward the wetland.
6) No mechanized equipment is allowed to leave the road prism and operate within SMA-3 buffers unless pre-approved by COR.
Wilderness Protection
Mandatory: LH-11, LH- 11A
1) No treatment beyond 150 feet measured from the Road Centerline where the Wilderness Boundary is 200 feet from the road edge.
H.6 EROSION PREVENTION AND CONTROL
Contractor’s Operations shall be conducted reasonably to minimize soil erosion. Equipment shall not be operated when ground conditions are such that excessive damage will result. The kinds and intensity of erosion control work done by Contractor shall be adjusted to ground and weather conditions and the need for controlling runoff. Erosion control work shall be kept current immediately preceding expected seasonal periods of precipitation or runoff. By October 1 of each respective year, erosion control measures shall be installed at disturbed landings and the roads shall be prepared for winter conditions. If Contractor fails to do seasonal erosion control work prior to any seasonal period of precipitation or runoff, Forest Service may temporarily assume responsibility for the work and the Contractor shall be liable for the cost of the supplies and labor utilized.
There are no temporary roads being constructed under this contract. Logging equipment operations and landing locations are restricted to existing roads only. No new landings shall be constructed without prior approval of the Forest Service. Use of existing vegetatively recovered landings is prohibited within 200 feet of any live stream channel.
a. Seed and mulch will be applied as indicated below. All applications shall be current and done during the period from May 15 to October 1 unless otherwise agreed to. Applications shall be done only during favorable conditions.
Seed mixture will be any of the following: winter wheat, spring wheat, or triticale. Seed shall be applied at a rate of 20/lbs per acre. Seed will be certified weed free (Blue tag). The contractor shall purchase the seed.
Mulch shall meet the appropriate State's certification specifications, with evidence of its certification traceable to the certifying agency's records. It shall be applied within 48 hours after seeding and shall provide approximately 50% coverage of the disturbed ground.
b. Erosion Control on all roads used by Contractor.
1. Erosion control devices such as silt fences, straw bales, and/or cross drain culverts shall be installed immediately upon reaching live stream crossings after hazard trees are abated. Cross drain culverts must be within approximately 200 feet of the stream crossing to function as an erosion control device.
2. When ditch lines are cleaned in moderate to high burn severity areas, or ditches are moving sediment and are hydrologically connected to any stream, install an effective sediment barrier to prevent ditch erosion from entering streams (e.g., wattles, straw bales, mulching cleared ditches within 100 feet of stream crossing culverts) until vegetation is re-established.
3. Dust abatement is limited to the application of water.
H.8 PROTECTION OF IMPROVEMENTS
During the period specified in H.21.1 Fire Precautions and Control, the Contractor shall keep all roads and trails needed for fire protection or other purposes and designated on the Contract Area Map reasonably free of equipment and products, slash, and debris resulting from the Contractor’s operations.
All protected improvements will be protected from damage by the Contractor. If any protected improvements are disturbed, the Contractor shall immediately contact the COR and will be liable for the cost of repairs.
PROTECTED IMPROVEMENTS

Contractor furnished locks may be installed as needed provided that Forest Service locks remain accessible through the use of a splitter or other means.
Trails
South Breitenbush Gorge Trailhead, South Breitenbush Trailhead and Roaring Creek Trailhead.
Directional felling shall be utilized to fall away from system trails and trailheads. Do not drag trees across system trails. If a tree falls across a trail, the section blocking the trail shall be bucked out and rolled off the trail.
H.16 ROAD MAINTENANCE
Unless agreed in writing, prehaul maintenance shall be completed on any portion of road prior to hauling on that portion. Maintenance, as used in this contract, does not include road reconstruction or repairs of an extraordinary nature.
H.21 AGAR 452.236-70 EMERGENCY RESPONSE, FIRE SUPPRESSION, AND LIABILITY (JUN
2025)
(a) Contractor's Responsibility for Responding to Emergencies. When directed by the contracting officer, the Contractor shall allow the Government to temporarily use employees and equipment from the work site for emergency work (anticipated to be restricted to firefighting). This is considered to be within the general scope of the contract. An equitable adjustment for the temporary use of employees and equipment will be made under the CHANGES clause, FAR 52.243-4.
(b) Contractor's Responsibility for Fire Fighting. The Contractor, under the provisions of FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements, shall immediately extinguish all fires on the work site other than those fires in use as a part of the work. The Contractor may be held liable for all damages and for all costs incurred by the Government for labor, subsistence, equipment, supplies, and transportation deemed necessary to control or suppress a fire set or caused by the Contractor or the Contractor's agents, subcontractors, or employees subject to the fire classifications listed in subsection (c).
(c) Fire Suppression Costs. The Contractor's obligations for cost of fire suppression vary according to three classifications of fires as follows:
(1) Operations Fire. An “operations fire” is a fire caused by the Contractor's operations other than a negligent fire. The Contractor agrees to reimburse the Forest Service for such cost for each operations fire, subject to a maximum dollar amount of $300,000.00. The cost of the Contractor's actions, supplies, and equipment expended or used on suppressing any such fire, or otherwise provided at the request of Forest Service, shall be credited toward such maximum. If the Contractor's actual cost exceeds the contractor's maximum obligation stated above, the Forest Service shall reimburse the contractor for the excess.
(2) Negligent Fire. A “negligent fire” is a fire caused by the negligence or fault of the Contractor's operations including, but not limited to, one caused by smoking by persons engaged in the Contractor's operations during the course of their employment, or during rest or lunch periods; or if the Contractor's failure to comply with requirements under this contract results in a fire starting or permits a fire to spread. Damages and the cost of suppressing negligent fires shall be borne by the Contractor.
(3) Other Fires on Contract Area. The Forest Service shall pay the Contractor, at firefighting rates common in the area or at prior agreed rates, for equipment or personnel furnished by the Contractor at the request of the Forest Service, on any fire on the contract area other than an operations fire or a negligent fire.
(d) Contractor's Responsibility for Notification in Case of Fire. The Contractor shall immediately notify the Government of any fires sighted on or in the vicinity of the work site.
(e) Performance by the Contractor. Where the Contractor's employees, agents, contractors, subcontractors, or their employees or agents perform the Contractor's operations in connection with fire responsibilities, the Contractor's obligations shall be the same as if performance was by the Contractor.
(f) State Law. The Contractor shall not be relieved by the terms of this contract of any liability to the United States for fire suppression costs recovered in an action based on State law, except for such costs resulting from operations fires. Amounts due to the Contractor for firefighting expenditures on operations fires shall not be withheld pending settlement of any such claim or action based on State law.

L.5 INSTRUCTIONS FOR SUBMISSION OF OFFERS AND OTHER INFORMATION
(a) General Instructions
The offer must include a technical proposal and price proposal. Each of the parts shall be separate and complete so that evaluation of one may be accomplished independently from evaluation of the other. The technical proposal must not contain reference to price/cost; however, resource information (such as data concerning labor hours and categories, materials, subcontracts, etc.) must be contained in the technical proposal so that the contractor's understanding of the statement of work may be evaluated. The price proposal shall be submitted using the solicitation forms; aside from the aggregated logging costs and delivered product values associated with Mandatory Item 1 and Optional Item 8, no breakdown of unit prices is required.
Offerors are cautioned that sufficient and detailed information must be presented in their technical proposals to enable the Government to evaluate their proposals fully in accordance with the evaluation and award criteria contained herein. The Government is not obligated to ask for additional information and in the absence of required information, the proposal shall be rated deficient.
Offerors may, at their discretion, submit alternate proposals or proposals which deviate from the requirement;
provided, that an offeror also submit a proposal for performance of the work as specified in this solicitation. Any "alternate" proposal may be considered if overall performance would be improved or not compromised, and if it is in the best interest of the Government. Alternate proposals, or deviations from any requirement of this RFP, must be clearly identified.
The Government will evaluate proposals in accordance with the evaluation criteria set forth in Section M of this
RFP.
Offerors shall submit their proposal(s) electronically to the Issuing Office (karen.ruklic@usda.gov). It is the vendor’s responsibility to ensure delivery of all required documents by the date and time set for receipt of offers. All proposals shall include:
(1) One copy of the completed, signed Standard Form 33 (blocks 12-18 completed).
(2) One copy of the price proposal - Section B, Schedules of Items with all blocks completed. All
Mandatory and Optional Items must be priced. Timber Product Removal Price Schedule and Timber Subject to Agreement Price Schedule with all blocks completed. Offers (Flat) must meet or exceed the Minimum Acceptable Offer Amounts.
(3) One copy of Section K completed. There is no need to return the entire solicitation, just the applicable mailto:karen.ruklic@usda.gov provisions in that section.
(4) Acknowledgement of solicitation amendments (if any). This can be accomplished by completing section 14 on the SF-33 or by submitting the signed SF-30(s) from https://sam.gov with your price proposal.
(5) Scanned copy of fully executed Bid Guarantee (Standard Form 24 and Power of Attorney). See I.12 for specific requirements.
(6) One copy of the technical proposal responsive to all Evaluation Criteria.
(b) Technical Proposal -The technical proposal must present sufficient information to reflect a thorough understanding of the requirements and a detailed description of the organization, techniques, and procedures for achieving the objectives of the specifications and the project. Proposals that merely paraphrase the requirements of the Government's specifications or use such phrases as "will comply" or "standard techniques will be employed" will be considered unacceptable and will not be considered further. As a minimum, address the following evaluation criteria and provide the following information:
(1) Technical Approach
(i) Work Activity Plan. Clearly describe how you and/or your subcontractors will meet the project objectives while minimizing resource damage and ensuring a safe working environment. Include an explanation about how you have determined this approach, and what coordination will occur between the various operations. Limit your description to 2 pages.
(ii) Method. Describe the method or combination of methods you plan to utilize to accomplish the Mandatory and Optional Work Items. Please limit this narrative to 4 pages. Include responses to each of these end results, specifications, and objectives:
• How will operations implement and accomplish the identification, cutting and removal from NFS land (when applicable) of fire killed and damaged trees?
• How will roadside small fuels be treated?
• Describe how product will be sold or otherwise disposed of.
• Detail if and/or how non-traditional methods of disposal and/or beneficial reuse, such as air curtain burners, carbonizers, or biochar production may be used. If a non-traditional disposal method is proposed, describe the product type/size planned for each disposal type with an estimated tonnage.
• Provide a Quality Control Plan that details how operations will be implemented to assure that the work performed will meet or exceed contract requirements.
The QCP shall specify:
How quality will be monitored and reported to the Contracting Officer and the COR to assure the performance standards are met, including plot numbers and plot size and types, and sample design (units with spacing)?
How work will be inspected if plots will not be used (visual inspection)? What type of equipment will be used to inspect?
What personnel will perform the quality control? Indicate whether persons who will conduct inspections will have other responsibilities (supervision, production work, etc.)?
How will the work be supervised?
• Provide a Safety Plan that details how operations will be implemented to mitigate safety concerns.
The Safety Plan shall at a minimum specify:
Describe how your operations will safeguard worker and government employee safety.
What specific safety measures will be implemented and how will they be reported to the Contracting Officer and the COR to assure mitigations are in place?
What training shall be provided to employees and what resources will be available to them in the event of an emergency?
• How will operations accomplish the relocation of fish logs to the three designated locations?
• How will operations implement and accomplish road maintenance and road reconstruction work within the schedule constraints?
• How will operations be performed to protect natural resources and protected improvements located within the project area?
• For large businesses only – provide a Draft Small Business Subcontracting Plan. Refer to Section I: 52.216-9 Small Business Subcontracting Plan provided in full text for requirements.
(iii) Equipment. Describe the equipment you will use to accomplish the Mandatory and Optional Work Items. Include make and model of proposed equipment as well as equipment specifications if needed to demonstrate that the equipment will meet performance requirements. Please limit this information to 1 page.
(iv) Key Personnel. List the names and proposed duties of key personnel who will be assigned to the various work items of the project including, at a minimum, the overall Project Manager, Logging Supervisor, Construction Site Superintendent, and individual sub-managers (such as individuals supervising sub-contractors). In addition, describe the crew(s) to be utilized. Limit this response to no more than 2 pages.
(v) Timing. Provide a general plan for the sequence of work, including an estimated start date and completion date for both the Mandatory and Optional work items. Provide estimated daily production rates to complete hazard tree treatments with the period of performance. Address all Section F completion deadlines and restrictions. Please limit this information to no more than 2 pages.
(2) Relevant Past Performance - Submit past performance information for both the Offeror and any proposed major subcontractors. OFFERORS SHOULD PROVIDE ONLY THE INFORMATION LISTED BELOW. Performance information will be requested from references provided and other known clients. Limit your response to no more than 3 pages.
Names, addresses, emails, and telephone numbers of principal officials in charge of the project who are familiar with your performance.
Contract Numbers and the agency/company or individuals contracting the work.
Brief descriptions of work and Key Personnel utilized.
The size (dollar value and acreage/miles treated) and location of the work.
If applicable, provide information on problems encountered on the contracts listed and disclose accidents/incidents that occurred along with corrective actions taken to resolve the problems.
List and describe similar project work currently in progress or completed by your firm and proposed major subcontractors in the last 3 years. Experience with implementation and successful accomplishment of Designation x Prescription treatments should be noted within the past 5 years.
Address past work specifically related to the work items shown in the Schedule of Items.
(3) Benefit to Local Community – For the purposes of this solicitation, “local” is identified as Lane, Linn and Marion counties. Contractor, subcontractor, and employee locations for determination of “local” will be based on primary business/home address.
(i) Describe how you will recruit and utilize local labor, including the hiring or training of local residents as employees or as subcontractors. Describe efforts to retain, expand and create employment or training opportunities in the local community.
(ii) Describe how and to what degree materials, supplies, lodging, meals, or incidentals would be purchased within the local community.
(iii) Describe how any materials removed from Forest Service lands would be marketed;
specifically, detail to which enterprises the timber products will be sold or otherwise disposed of in the local community or elsewhere. Describe contributions to the development of biomass energy, integrated utilization, and/or value-added products for an existing market or emerging market (if applicable).
(c) Price Proposal - To fulfill the Government’s price proposal requirements, offerors shall provide unit prices (where applicable) and total amounts in the Schedules of Items in Section B of the solicitation.
Offerors must provide prices for all Mandatory Work Activities and a corresponding offer within the Timber/Product Removal Price Schedule for Mandatory Item 1 product removal. Offerors shall also provide prices for all Optional Work Items and offers for the product that may be removed via Timber Subject to Agreement (TSTA) if Optional Items 8 and/or 15 are awarded or other TSTA is removed. The un-estimated TSTA corresponds with product that may be removed from SMAs, as a result of small fuels treatments or as a by-product of construction work.
**Offerors shall also provide logging costs and delivered product values associated with Mandatory Item 1 and Optional Item 8. This data shall be used for government review purposes only, is considered proprietary, will not be made public, and will not be incorporated into the awarded contract.
Appendix A Excerpts
SECTION II – WORK ITEMS
SECTION II – WORK ITEMS
The following requirements apply to work items 1-3, 8-10 and 14. The general yarding specifications also apply to work item 15.
1. GENERAL FELLING AND YARDING SPECIFICATIONS
• Notwithstanding Appendix B, provisions B6.41, B6.411, B6.5 and B6.61, felling objectives shall be accomplished in accordance with the requirements detailed below.
• To protect streams and streambanks from damage, trees that are adjacent to Riparian Reserves should be felled away from, or parallel to, the Riparian Reserve.
• Within Riparian Reserves, fall trees larger than 16 inches in diameter into stream channels but do not block the inlet or outlet of a culvert or create a road side hazard.
• Fuel and other petroleum products must be stored and refueling must occur at least 150 feet from any stream or other waterbody.
• Mechanized equipment used for felling and/or yarding are allowed outside of the road prism on slopes less than 30%. Equipment is allowed to traverse short pitches (less than 250 feet) on vegetated slopes of less than 45% to access benches or plateaus.
• Ground based equipment is only allowed to operate outside of the road prism on designated skid trails.
Skid trails shall be placed a minimum of 50 feet apart, not exceed 15 feet wide with an average width no greater than 12 feet, and ground-based equipment will make no more than three passes per trail.
• Off-road yarding operations will achieve full-suspension of logs to the maximum extent possible and will maintain a minimum of one-end suspension when transporting logs along trail corridors.
• Ground-based equipment shall not operate within 200 feet of bogs or wetlands.
• Ground-based equipment shall not operate within 30 feet of any perennially wet areas.
• Skidding logs down roadways is prohibited.
• Cut stumps to a maximum height of 12 inches, or 1/3rd of stump diameter.
• Yarding and decking operations (i.e., log loader) must avoid blocking drainage features (i.e., ditch lines, cross drain culverts, stream crossings) to the maximum extent possible. Log decks shall not be placed in ditch lines or within 100 feet of a defined stream course (i.e., showing annual scour).
• Where slopes do not allow for decking off the road on the uphill side, decking is to occur on the downhill side of the road, off the road. “High Stumping” is required to allow logs to be decked on the downhill side in a safe manner. After logs are removed, cut stumps off at 12 inches and leave the “high stump” on the ground.
• Whole tree yarding is required.
