REQUEST FOR INFORMATION

RFI 1:

The remarks section for Item 30301 on Drawing Sheet X-06 says it includes removal of slide material. Are there any significant slides that we should be aware of?

ANSWER:

No, at least as of last year, there was no significant slides, maybe just small slip outs into the ditch in a spot here and there, but nothing of significance stood out to me last year.

RFI 2:

The remarks section for Item 30301 on Drawing Sheet X-06 says "Dispose of waste at designated sites..."

Is the Government providing disposal sites, and if so, where are they located?

ANSWER:

There was not a significant amount of waste, this is more just a catch all that if some is encountered, the government will provide disposal areas that are relatively close to the project site (we should be able to find areas within a mile or two of where the material is cleaned up.

RFI 3:

Detail 1, Note 3 on Drawing Sheet X-11 states, "Add Government provided aggregate as shown on work summaries and as-needed to grade road as shown." Is the Aggregate Surface Course rock provided by the Government, and if so, where is it located? If it is to be contractor furnished, please see the next questions.

ANSWER:

In the work summaries/Estimated quantities, it says aggregate will be commercial sourced. This was the plan for this contract, sorry for any confusion caused by sheet 11.

RFI 4:

Item 30112 is for Aggregate Surface Course, Grading 1.5" Minus. Is there a gradation specified for this material? Section 703.05(c)(1) calls for surface course aggregate with a gradation meeting Table 703-3.

However, the gradation in this table is for a 1" minus material.

ANSWER:

The attached table should have been included in the supplemental specifications. It includes 1-1/2” minus specs.

RFI 5:

Drawing Sheet X-11 includes details on brushing and clearing limits. However, there is no bid item for Brushing & Clearing. Is brushing and clearing required to the limits shown?

ANSWER:

Clearing and Brushing are not part of this contract. This sheet is a fairly standard typical drawing and may have extra information that is not needed for the work required under this contract.

RFI 6:

is there water available to fill water truck and trailer? Can I draft water or is there a filling hydrant?

ANSWER:

A permit to draft water should not be a problem so long as screens are in place. There should be a few workable locations for this.

RFI 7:

Is there a location around the Timber Lake ccc to stockpile rock?

ANSWER:

There are multiple opportunities for stockpile sites around the project area (Better locations than at Timber Lake CCC in my opinion for this project) or within a few miles from it), but no good sites available at Timber Lake CCC.

RFI 8:

I attempted to go look at the project on Saturday. I was only able to reach about the 2000-foot mark. The snow was too deep to continue. I was unable to even make the 6350. Is it possible that the bid date will be pushed back? To allow passage to see the entire project. (Sent 4/3/23)

ANSWER:

We are extending the proposal due date to May 18, 2023 at 4:00 PM PDT.

RFI 9:

Would the government consider revising the pay item to reflect rock quantity in tons rather than yards WITH REGARD TO ROCK MEASUREMENTS ON Pay Item 30112? If not, what is the conversion factor the government will use to convert CY to Tons for accounting on rock tickets?

ANSWER:

We will not be amending this pay item but are providing a conversion factor of 1.75 from TONS to CY.

RFI 10:

I talked to Knife River, (Mt Hood Rock and Ball Rd Quarry). They do not have enough rock crushed at the Brightwood pit to supply this job, and they do not plan on having a crusher in there until mid-summer. They can make the rock at their Ball Rd quarry but that pit does not have a weed free certification and the salesman I spoke to said he has not been able to get a response from the USFS in regards to getting a weed free certification. We have had no luck sourcing this amount of rock from any other vendor yet in a reasonable hauling distance from the job. Is it possible to get that Ball Rd pit inspected prior to this bid closing?

ANSWER:

This will be dependent on the local botanist. If this quarry can be certified as weed free they can be used as a source. Both the quarry and the local botanist have been contacted in trying to coordinate this.

RFI 11:

Is there a way we could split the pay item for the aggregate into two pay items? Currently it is to be paid out upon final placement of the aggregate. Could we have it instead be paid out to stockpile the aggregate near the project area, then a second pay item to place the material? This is needed because there will be 1-3 months between the contractor needing to purchase the rock from the quarry and when they could potentially place the rock.

ANSWER:

When the aggregate is purchased, the contractor can submit receipts with the price of the material and an invoice, and the contractor will be reimbursed for that material cost at that time.
