Q17.) Will you explain stewardship credits?

A17.) Please refer to the solicitation page 13 of 80. At time of contract award, using the timber/product removal price schedule in the solicitation, the value of timber is established. Then instead of having the contractor pay for the timber value, the contractor completes service work and accrues nonmonetary credits.

The credits are used to reduce the amount of cash the FS pays to the contractor. Nonmonetary credits plus cash credits equals total service price. This is how goods are exchanged for services.

Q18.) How much blading will be required with public use to meet the standard?

A18.) Possibly, during the haul use you may need to blade 2x as this what has been completed in the past.

Q19.) How late in the season to haul?

A20.) The FS may complete an area closure. Please refer to the solicitation package including Appendix B, page 33.

Q21.) What are the winter restrictions on the lower landing?

A21.) Please refer to the solicitation package including Appendix B, page 25 and page 31.

Q22.) What if you did not want to bid on the road reconstruction?

A22.) Please refer to the solicitation page 4 of 80. Item 2 Road Reconstruction on Haul Routes is a mandatory item. If the contractor does not provide a price, the quote is invalid. This is a separate pay item and is to be considered as required regardless of how the contractor develops their final operational plan.

Price proposals must be provided on All Items in Schedules: Mandatory Work and Option work Activities and

Timber or other products Removal Price Schedule. Unit prices prevail.

Q23.) What does Item 3 Optional Work Activities mean?

A23.) Please refer to the solicitation page 4 of 80. Award of optional work at the prices quoted may be made at time of initial contract award or via contract modification. The contractor has to bid (quote) on it. Please see question Q23. The FS determines if and when to award.

Q24.) Will you explain the bonding?

A24.) Please refer to the solicitation page 4 of 80. The magnitude of price for the construction has been provided which is between $25,000 to $100,000 for both items combined. Alternative payment protection is required for construction projects greater than $35,000 but not greater than $150,000 such as a payment bond and shall be provided within 10 days of contract award. There are service and construction wage rates in the solicitation, see page 59 of 80. Davis Bacon wage rates apply at $2,000 or greater. Service wages rates apply at $2,500 or greater.

Q25.) Will you explain about the temporary road construction and landings and what if some landings are not utilized?

A25.) These are embedded in the logging pay item and are developed, decided, and approved as part of the project implementation so there is some amount of flexibility by the contractor during the implementation.

Q26.) Will you explain how much road maintenance will be required?

A26.) Embedded in the logging pay item and the amount required will be determined as needed to preserve the road integrety, safety of users, and resource protection (commensurate of use).
