About this file
This document contains a solicitation for a Coffee Stewardship Integrated Resource Service Contract (IRSC) to be awarded by the U.S. Forest Service. The objectives of the project are to address effects of the Castle Fire by mitigating hazards along contract area roads, restoring high intensity fire-damaged ecosystems, and recovering the value of fire killed and damaged trees. The work will include cutting fire killed trees along forest roads and trails for public safety, removing sawtimber, cull logs, and activity-generated slash to reduce hazardous fuel loading, and rearranging remaining slash to meet fuel loading objectives. The estimated timber volume includes over 15,000 tons of combined softwood sawtimber and hundreds of tons each of combined softwood cull logs and green biomass. The contract will be awarded using best value selection and will be a firm-fixed price commercial services agreement to be completed by December 31, 2023. A pre-bid site visit will be held on August 23, 2022 at the project location.

Questions and Answers:
1. What is the marking scheme within the units?
a. Units 1 & 2 are single-tree marked with Blue paint while 4, 8, and 14 are DxD. All trees in the sale area marked with Blue paint are included timber in the contract. In the DxD units, any trees with Green needles need to be marked with blue paint to be removed, while hazard trees void of any green needles that are 1 tree length from the road are to be cut.
Green paint means nothing, while white and black paint are leave trees.
2. What goes to the landing? What can get lopped and scattered?
a. Any tree that “stays together” that meets the specs and can make it to the landing needs to go to the landing for removal or disposal from the forest, if contractors want to chip slash (tops, limbs, etc) or other, it can be negotiated, submit a detailed proposal.
b. Branches and other slash that do not meet the specs outlined in the contract can be lopped and scattered, but this does not mean you can lop and scatter whatever you want - it only applies to the products that cannot make it to the landing.
3. Is the Merch factor for sawlogs 25%?
a. No, we will modify the contract to comply with the regional guidance of 14” dbh and 33 1/3 merch factor.
4. How did the FS come up with 248 acres in the contract?
a. Our NEPA area is 300 feet either side of the road; cutting unit boundary is 160 feet.
However, the average tree height was significantly less so we took the average tree height within the sale area, added some distance on top of it to ensure the vast majority of the hazards are included in the cutting unit, and came up with a 160-foot buffer on either side of the road. This means that nearly all the work will be included within the cutting units, but the purchaser will have to remove the occasional tree outside of the cutting unit buffer.
5. Will the Contractor get paid by the 248 acres or the entire sale area acres?
a. The Contractor will get paid for the 248 acres; acres will not change. The Contractor may request remeasurement as stated in Appendix A Section V-Payment Methods.
6. Are all the units completely laid out?
a. We have laid out flagging at the start and end of each unit but have not laid out the buffered area as there are hazard trees that may be greater than 160 feet from the road.
7. Are there any special arch precautions or required work within arch sites?
a. No, it is standard language, just like our other timber sale contracts.
