About this file

This federal solicitation and related questions and answers document provide details for a stewardship contract to remove fire-killed trees in California national forest lands. The contract will fell and pile dead trees 3 to 40 inches DBH across approximately 515 acres in the Caldwell and Gold fire areas of the Modoc National Forest by October 31, 2024. The best value source selection method will award this firm fixed price commercial services contract from the U.S. Forest Service. The awardee must furnish all labor, materials, equipment and incidentals to complete the work, with performance and payment bonds not required. All contactors must have an active SAM registration by the proposal due date to be eligible.

12363N22Q4077 Amendment 001

Caldwell-Gold Disaster Relief Stewardship IRSC Modoc National Forest

Big Valley & Double Head Ranger Districts

1. Regarding hazard tree height and road distance - For Mandatory Work Item #1, Appendix A, page 1, and page 2, Section II, Optional Work Item #1 reference “1 times the tree height from the edge of the road” and “1.5 times the tree height from the edge of the road.” Which one shall we use?

All dead trees 3” DBH and greater that meet the following criteria and that are 1 times the tree height from the road shall be felled:

a. Dead (having no green needles).

b. Designated by COR/GTM by agreed to method.

c. Structurally damaged to the point that failure and/or tree mortality is imminent.

d. A probability of 0.7 (70%) will be used for determining trees for removal within designation by damage class Gold (1 to 39) and Caldwell (1 to 9) salvage units. A probability of 0.7 (70%) will be used for determining trees for removal within designation by damage class in roadside hazard Gold units (304, 333, 346, 724, 846) and Caldwell units (401, 422, 428, 804) within 1.5 times tree height from the road edge.

All dead trees within 1.5 times tree height from the edge of the surface of the road will be cut/piled.

The ‘1’ times needs to read ‘1.5’ times. The Appendix A in SAM is not the correct version and is corrected in its entirety in Amendment 001.

2. Regarding optional work item 2 SOW - For Optional Work Item #2, Appendix A page 2 Section 2, optional item 2 does not explicitly state designation by damage class/decking/ piling/treatment specifications within the interior units. Shall we use the specifications outlined in #1,# 2, and #3 from appendix A page 1, section II, mandatory item 1 (excluding reference to tree height and road distance) for these specifications?

1. All dead trees 3” DBH and greater that meet the following criteria and that are 1 times the tree height from the road shall be felled:

a. Dead (having no green needles)

2. All felled trees and downed trees 3.0” DBH and larger and within the treatment area (no more than 1 tree length from road edge) shall be skid or yarded to agreed-upon landing locations to be piled (except as agreed to leave in place, designated contour felling areas for slope stabilization, and/or other sensitive areas identified during operations). Skidding operations shall adhere to C6.42# of Appendix B. Landing locations shall be on relatively flat ground for safe operations.

3. All contractor felled trees and previously felled/existing downed trees 3.0” DBH and larger shall be treated based on the following:

a. All trees 15.0” DBH and larger shall be piled/decked in whole tree or log form.

b. Sorting and processing of logs is not required unless products are being removed as TSA is being removed under Option Item #3.

c. All trees 4” DBH to 14.9” DBH and other large woody fuels such as broken tops shall be treated as slash and piled for disposal and/or burning by FS or chipped. Piles may be located throughout the units and/or at landing locations.

d. Unless otherwise agreed, slash piles shall not be closer than 10 feet from the edge of decked merchantable logs or 20 feet from the drip line or any residual green tree.

Piles will be a minimum of 8 feet in height and 12 feet in diameter where practicable and as compact as possible. If minimum pile size cannot be met without skidding or packing trees up to 80’, trees may be scattered and not piled. Small diameter tops shall be mixed with boles for efficient burning. Piles shall be reasonably free of dirt, stumps, and rocks.

e. Directional felling is required to protect forest resources and improvements.

Appendix A will be replaced in its entirety to correct this.

3. Regarding mechanical harvest - Appendix A page 1, section I, #3 specifically states “Mechanically remove all fire killed trees to piles in the contract area to be burned by Forest Service personnel or chipped/removed from contract area.” However, Appendix B C.6.42# MH states “Mechanical Harvest is not required but may be agreed to by CO when proposed by Contractor.” I do not see a reference to MH in any of the maps. Can you clarify please.

The purpose of this contract is to remove the fire killed trees and pile the slash, a contractor may agree to remove material from the site either agreeing to take the TSA material (optional item 3) at time of award or by agreement with the CO. MH would only be included for TSA material that is not required to be cut, skid, and decked/piled as identified in Appendix A for Item 3. MH is not required for the trees being treated because it is a service that is being paid for, not appraised from the timber value.

4. Regarding the closure of road 49 - Appendix A, page 3, Section III, (2) references Road 49. I assume this is FS RD 44N49?

44N75 is the FS Road Number referenced in Appendix A, page 3, Section lll.
