Amendment 003: This amendment extends the due date for receipt of Offer's to Monday, September 12, 2022 at 4:00 pm MT.
Also, this amendment attaches the revised cruises per the revision of volume and merchantability specs in Amendment 002 and replaces Appendix C with a signed copy, though no specifications have changed. Additional "Question and Answers" are also provided below on page 2.
Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

Why are non-saw logs cruised and spec'd to a 6" top? Per Forest Service Handbook 2409.12, Chapter 10- Principles of Measuring Trees, Supplement 2409.12-2020-1 for Region 3, Top DIB for all species of nonsaw is 6.0” and as such, material must be cruised and offered this way.
What is the total weight limit for crossing the water pipeline in the eastern units? Can our permitted overweight loads cross the pipeline? The total maximum weight limit for crossing the pipeline is 96,000 pounds per the city of Williams. Permitted overweight loads would not be allowed to exceed the 96,000 pounds.
Are certified cruise and road packages available? Certified cruises and road package are attached.
Please note, page 7 is not included in the Appendix C as this includes government estimates and cannot be shared.
Regarding logging costs, delivered log costs and appraisal for deficit material: This information will be used internally only to determine fair and reasonable pricing for Items 1 and 2 and to ensure that the delivered value of products has been accounted for. For IRSCs, it is FS policy and Federal Acquisition Regulation law that the government estimate of costs shall not be shared outside the agency and that we only award contracts at a fair and reasonable price. For IRSC contracts, the appraisal is part of the government estimate and cannot be shared as it could influence contractor pricing. In order to determine a fair and reasonable price for the removal of deficit appraised products, where the value of timber has been reduced to a penny, we must clearly be able to show that the value of those forest products have been taken into account in the awarded price to complete the end-results.
