About this file
This document is Amendment 1 to solicitation 1232SA26R0048, issued by USDA ARS Acquisition and Property Division in Beltsville, Maryland on July 10, 2026. The amendment addresses Requests for Information (RFIs) and provides additional clarification regarding a cooling tower construction project.
The amendment clarifies key personnel requirements: the Superintendent must be a prime contractor employee and remain onsite during all construction work; the Superintendent may serve dual roles as onsite QC Manager but cannot serve as SSHO due to conflicts of interest; the SSHO need not be full-time onsite but must be present when construction activity requires per the Site Specific Safety Plan; and QC and SSHO may be the same person with noted limitations. The amendment permits period of performance extensions due to material and equipment delays under FAR authority, with proposals to indicate known timeline issues. The amendment specifies that USDA projects are typically tax-exempt in Iowa, placing responsibility on contractors to include applicable state taxes and navigate state tax exemption processes; the USDA will not process Requests for Equitable Adjustment based on state taxes. Anticipated onsite work is to commence as soon as practical, ideally mid-September pending material lead times. Third-party inspections are not required. All personnel must be U.S. Citizens with REAL ID and may require background clearance; foreign nationals are not permitted. The amendment mandates OEM design compliance, specifically rejecting substitute fill materials such as the Brentwood XF75 Pack fill. Hazardous material information is provided for existing fill (Marley fill), galvanized steel coating, gearbox oil (ISO 150 synthetic), sludge, scale, and current chemicals (12425 at 100ppm and Stabrom 909 with chlorine controlled at 0.2–1.0 ppm), with Safety Data Sheets attached. Offerors must submit the SF 1442 form and Page 4 of the solicitation for pricing. The date and time for offer submission remains unchanged, and Amendment 1 must be acknowledged in proposals.

Amendment 1 RFIs and additional information Amendment 1 must be acknowledged in proposal Date and time for offers remains the same.
1. Please confirm if a Superintendent, SSHO and QC Manager are all required, and if they need to be 3 separate individuals? Answer: Not necessarily. The Superintendent must be an employee of the prime contractor (or the prime can designate an alternative in writing). The superintendent is to be onsite at all times when construction work is occurring. Additionally, the Superintendent may “dual hat” as an “onsite” QC Manager but the “superintendent duties are the first priority of the superintendent.” At no time shall the Site Superintendent “dual hat” roles of the SSHO, this needs to be a different person entirely to avoid any conflicts of interest. The SSHO does not have to be full time onsite. The SSHO shall be onsite when/if the construction activity requires, in accordance with the submitted Site Specific Safety Plan or Accident Prevention Plan. QC and SSHO can be the same person with limitations above.
2. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project? Answer:
Extensions due to material/equipment delays are allowed under the FAR. Proposal should indicate any timeline issues known at time of proposal.
3. Please provide the site visit attendee sign in sheet. Answer: Attached
4. Is this project tax exempt? Answer: USDA projects are typically tax exempt in Iowa. Ultimately, the Contractor is responsible to include any state taxes into the proposal as necessary. Contractor shall be responsible for knowing the state tax exemption process for the state in which the work will be performed (place of performance). The USDA will not navigate the process or seek out guidance/clarification for the state tax exemption process. The USDA will limit their involvement in the state tax exemption process to simple signature approval of documents and/or submission of completed documents to an email address, etc. The USDA will not be processing or entertaining any Request for Equitable Adjustment (REA) or task order increases based upon state taxes.
5. When do you anticipate on site work starting? Answer: As soon as practical. Ideally, mid- September if material lead times allow.
6. Are third party inspections required? Answer: No
7. Please provide available information on the existing cooling tower controls and BAS integration, including applicable points of contact. Answer: If it is justifiably required at the time of construction, it can provided. However all work is physical infrastructure work with no IT/BAS component. The contractor can expect that the USDA facilities staff will perform the shutdown of cooling tower cells under construction. The contractor's Lock Out Tag Out (LOTO) Program shall be submitted as part of the safety plan. The USDA will perform LOTO as well.
8. Provide site staging, crane-access, storage, delivery, and temporary-access restrictions. Answer:
These items may be discussed with the COR at the time of award to provide mutual benefit. A rough idea of the USDA's objectives and preliminary proposed plans are detailed in the attachment but they are not final. The attachment details routes, storage, and delivery. For temporary-access restrictions: NCAH's security protocols are undergoing an evolution and additional information will be provided upon award. In general, no foreign nationals will be permitted for this project due to an enhanced security screening timeline. All personnel must be US Citizens with a REAL ID.
Personnel may be also required to clear a background check by the point the project is commencing in order to work in the project area. The background check is generally considering a history that would prove to be a danger to USDA facilities and/or staff.
9. Provide hazardous-material and waste-characterization information for fill, scale, sludge, coatings, and gearbox oil. Answer: The existing fill is Marley fill. An SDS can be acquired but is not available at this time. The existing galvanized steel likely has a heavy zinc coating averaging 2.0 mils in thickness per standard Marley design. The gearbox oil is gearlube geareducer synthetic oil normal duty iso 150. SDS is attached. Any sludge present would be a combination of dirty, debris, cottonwood, and other miscellaneous environmental debris. This is typically cleaned once or twice a year from our towers. Any scale would be associated with chemicals. Our chemical supplier has evolved over the years, but the fundamental chemical treatment is the same. The SDS for the current chemicals is attached. Currently we use 12425 at 100ppm as product and Stabrom 909 where the free chlorine is controlled at 0.2 - 1.0 ppm. SDSs attached.
10. On page 4 of the RFP, Schedule of Items and Price for Project is listed. Can offerors submit only this page 4 or are offerors required to submit the whole 20 pages of the solicitation within their proposal? Answer: Please submit the SF 1442 and Page 4
11. For price, are offerors permitted to list the proposed project price on page 3 of the SF1442, instead of submitting and including the price on page 4? Answer: Please submit the SF 1442 and Page 4
12. Can you use a Brentwood XF75 (which is a Pack fill that a support that keeps it off the basin floor by 5") instead of a hanging fill? Answer: No. Maintaining OEM design is paramount and materials that do not meet this requirement will not be approved
