About this file

This is a Questions and Answers (Q&A) document for a federal cleaning services contract opportunity with the USDA.

Scope and Facilities: The contract involves HEPA vacuuming and cleaning of two buildings contaminated with roofing material particulates following roof replacement work. Building 6 (purple) totals approximately 8,200 square feet and requires cleaning throughout. Building 5 (orange) totals 8,300 square feet but only 5,500 square feet require cleaning; the west side was excluded as it did not undergo roofing replacement. Most spaces are laboratory facilities without furniture; office spaces contain ceiling tiles. The debris is classified as cellulose material and paint dust (non-lead based), not hazardous waste.

Key Performance Requirements and Conditions: Work must be completed within 30 calendar days after issuance of the Notice to Proceed (NTP). Contractors should submit bids for both regular business hours (8:00 AM – 4:30 PM, Monday-Friday) and after-hours/weekend work. HEPA vacuuming of acoustical ceiling tile (ACT) requires lifting sufficient tiles in-place to gain access while vacuuming all tiles; the contractor is not liable for tile replacement due to normal handling or pre-existing damage. No lifts or scaffolding are required for access. USDA personnel will prepare and protect sensitive laboratory equipment prior to cleaning. The contractor will have unfettered access to facility utilities (water and electrical outlets) and on-site waste disposal containers for dumpsters and spent HEPA filters. A USDA escort will oversee on-site activities, eliminating the need for federal security clearances. Desks will not be moved for the project, and pictures of spaces will not be provided by the government.

Question: Could you provide the square footage of the area to be cleaned, as well as pictures of the current state showing the amount of furniture in the area?

Answer: Please see the attached.(it is the last page of this document) It is the best I can do for clarification of what space to clean, and whether there is ceiling tile or open ceiling.

Building 6 (in purple on the map) is approximately 8200 sq. ft. Where there is NO ceiling tile is a solid color. Areas with ceiling tile are mottled in color.

Building 5 (in orange on the map) is approximately 8300 sq. ft., HOWEVER, only 5500 sq. ft. need cleaning. (The west side did not have roofing replaced, and did not suffer similar infiltration of roofing material particulates.)

The majority of the spaces are laboratories (marked on maps), so without furniture. The office spaces are consistently covered in ceiling tile.

Pictures of spaces and furniture will not be provided. Desks will not be moved for the project.

1. Does HEPA vacuuming the “top side of ACT” require the contractor to lift/remove and replace individual acoustical ceiling tiles throughout all affected areas?

Not all affected areas have ceiling tiles. For those areas with ceiling tiles, the expectation is that a sufficient number of tiles will be lifted to gain access for vacuuming of top side of tiles. In this scenario, not all tiles are lifted but all tiles will be vacuumed. This accomplishes access but also diminishes debris falling from disturbance.

2. Are there any height/access conditions that require lifts or scaffolding rather than ordinary ladders, particularly for exposed mechanical piping and overhead surfaces?

No heights which should necessitate a lift or scaffolding. A site visit will provide the best answer to this question.

3. Will USDA personnel identify, protect/move, or otherwise prepare sensitive laboratory equipment before cleaning, or should the contractor include all equipment covering/protection materials and labor in the price?

USDA personnel will move/protect or otherwise prepare sensitive equipment prior to scheduled cleaning. It should be expected to cover exposed benches, and equipment.

4. The solicitation shows a performance period of September 20 through November 20, but the SOW says the work must be completed within 30 days after the Notice to Proceed. Can you please clarify how much time the contractor will actually have to complete the work?

Please refer to the “30 days after notice to proceed”. The date span was an estimate for when work was expected to be completed.

1. Access to Utilities and On-Site Waste Disposal (SOW Section 4.0): SOW Section 4.0 states that Government Furnished Property/Equipment is "Not applicable". Could the Government please clarify if the contractor will be granted access to facility water and electrical outlets necessary to operate HEPA-filtered vacuum systems and floor cleaning equipment? Additionally, will the contractor be permitted to utilize on-site USDA waste disposal containers (dumpsters) to dispose of collected ceiling dust, spent HEPA filters, and contaminated cleaning wipes, or must the contractor arrange for off-site hauling and disposal of all project-generated waste?

Yes, there will be unfettered access to outlets, waste bins and dumpsters.

2. Hazardous Material and Debris Classification (SOW Section 2.0): SOW Section 2.0 indicates that roof replacement work dislodged materials and caused dust to fall into active laboratory spaces. Has any environmental testing been performed on this dislodged dust to confirm the absence of hazardous materials (such as asbestos, lead, or silica)?

Please clarify if this debris is classified as hazardous waste, as this directly impacts the required personal protective equipment (PPE), disposal licensing, and the mandatory Service Contract Labor Standards (SCLS) wage classifications.

This is not hazardous waste. It is cellulous material and paint dust (not lead based paint).

3. Acoustic Ceiling Tile (ACT) Handling and Breakage Liability (SOW Section 3.0, Task B): Task B.1 requires HEPA vacuuming the exposed top-side surfaces of ACT.

Because ceiling tiles are inherently fragile and prone to crumbling during handling, please clarify if the contractor is contractually or financially responsible for replacing any tiles that are damaged due to pre-existing wear or normal handling during the lifting and cleaning process. Furthermore, does the Government expect the tiles to be completely extracted from the ceiling grid for vacuuming, or vacuumed in-place by lifting?

No, the contractor will not be liable for replacement of ceiling tiles. Yes, please lift-in-place for vacuuming.

4. Hours of Performance and On-Site Access Constraints (SOW Section 8.0): Since Buildings 5 and 6 house active laboratory spaces with sensitive experiments, please clarify the permitted on-site working hours. Is work expected to be performed during standard business hours (8:00 AM – 4:30 PM, Monday through Friday), or will the cleaning crew be restricted to after-hours, weekends, or federal holidays to minimize operational disruption to scientific staff?

Please provide bids based on “regular business hours” and after-hour weekend.

5. Background Clearance Processing Timeline vs. Period of Performance (SOW Sections 8.0 & 11.0): SOW Section 8.0 requires all personnel to clear USDA security checks, while Section 11.0 mandates a strict 30-calendar-day period of performance from the Notice to Proceed (NTP). Given that federal background screenings can take several weeks to process, will the Government delay issuing the NTP until all on-site subcontractor personnel have successfully cleared security, or will the 30-day performance clock be paused during the security clearance processing period?

The process is too lengthy for this project, so there will be no need for cumbersome security clearance and instead there will be a USDA escort who shall oversee on-site activities

Building 2 (Green) - No cleaning needed.

Building 5 (Orange) Total area 8300 sqft Area to be cleaned: 5500 sq ft.
