About this file

This is a Questions and Answers (Q&A) document from a federal contract solicitation 1232SA26Q1271 issued as of 25 August 2026. The document addresses six industry inquiries regarding construction work at what appears to be a university facility (NMSU - New Mexico State University), specifically involving renovation or restoration work at Wooton Hall and associated structures.

Key technical and operational requirements include: elastomeric coating is mandatory for stucco surfaces rather than standard exterior paint; stone accent band joints require manual cleaning (not grinding) prior to installation of new backer rod and sealant; and no heavy equipment is permitted on tunnel areas, with contractors required to verify tunnel locations with university maintenance. Regarding site logistics, contractors must coordinate with NMSU and the location for laydown and staging areas, with the loading dock available for parking and laydown subject to coordination. Parking requires coordination through NMSU's parking portal (https://services.nmsu.edu/parking/index.html), with visitor parking available on the north side of Wooton Hall on a first-come, first-serve basis requiring visitor sign-in. Construction fencing may be permitted along streets by the Wooton colonnades for laydown areas and curbside contractor parking. Temporary water service is provided via two hose bibs located in the courtyard (one on each wing), requiring valve keys for access. All site logistics and parking arrangements remain the contractor's responsibility to coordinate directly with NMSU.
