About this file
This is a Questions and Answers document addressing clarifications on a Request for Quotation (RFQ) for Annual Janitorial Services issued by the USDA Agricultural Research Service under solicitation 1232SA26Q1196. The Q&A clarifies key operational and administrative requirements for prospective vendors.
Regarding service delivery, the Government confirmed that restroom cleaning is limited to once per week as stated in the Statement of Work, and all work including floor stripping and waxing must be completed within the mandatory 0730-1430 hours window with no exceptions for extended maintenance tasks. The Government will not provide secure on-site storage for contractor equipment and cleaning agents, though temporary storage may be available during floor strip and wax operations. On personnel requirements, the Government clarified there are no security clearance processing requirements or associated badging costs, contrary to SOW Section 22 language. For proposal submission, vendors have flexibility in formatting the Technical Acceptability volume with no prescribed page limits or templates required. The pricing schedule should be presented separately for the base year and option years, as the Agricultural Research Service operates on yearly funding and option years may not be exercised. The Government will not provide incumbent contract information, confirmed no changes to the previous scope, and will not supply templates for Monthly Status Reports or Annual Cleaning Schedules—vendors may use their own formats. Any post-award submittals will be identified in the solicitation document itself. All vendors may present pricing in their preferred format without a standardized CLIN structure requirement.

Questions and Answers 2
Q1. Restroom Service Frequency: SOW Section 3.3 states that restroom cleaning and sanitization tasks are to be "Performed Once Per Week". Given that this facility includes labs and offices, could the Government confirm if weekly service is the intended frequency, or if the Government requires daily (Monday–Friday) restroom servicing? This significantly impacts our labor hour calculations.
A1: The scope is limited to the areas stated in the SOW.
Q2. Annual Floor Maintenance Logistics: SOW Section 3.2 identifies approximately 7,900 sq. ft. of VCT flooring requiring an annual strip, clean, wax, and buff. SOW Section 7 restricts all work to the hours of 0730 to 1430. Because floor stripping/waxing typically requires extended drying times and the displacement of furniture, can this specific task be performed outside of standard hours (e.g., weekends or evenings), or must it be completed within the 0730–1430 window?
A2: No, work must be done during within the specified window.
Q3. On-Site Storage: SOW Section 25 requires the Contractor to provide all equipment, including floor buffers and vacuums. Does the Government provide a secure designated area on-site for the storage of the Contractor’s equipment and cleaning agents?
A3: No, however, temporary storage may be possible for equipment needed to strip and wax floors while they are being done.
Q4. Security Clearance Processing: SOW Section 22 requires all personnel to complete facility clearance procedures prior to gaining access. Can the Government provide the estimated processing time for these clearances to ensure we can meet the expected 5-day start-up period following award? Additionally, are there any associated costs for badging that the Contractor must include in its price?
A4: There are no requirements.
Q5. Technical Proposal Format: The solicitation states that a "simple statement of capabilities will not suffice" and requires a detailed "how-to" approach. Does the Government have a preferred page limit or specific formatting requirements for the Technical Acceptability volume?
A5: There are no requirements on how this is prepared or formatted.
Q6. Pricing Schedule: The solicitation identifies this as a requirements contract for a base year and four option years. Will the Government provide a specific pricing template or bid schedule to ensure all offerors are quoting against the same Line Item (CLIN) structure?
A6: There is no pricing template. All vendors are allowed to present this in whatever format they desire. Please remember that the Agricultural Research service operates on yearly funding. The base year will be the initial award. Option year may not be exercised. Thus, this should be priced separately.
Q7. Deliverable Templates: SOW Sections 26 and 27 identify requirements for Monthly Status Reports and an Annual Cleaning Schedule. Does the Government require the use of specific USDA templates for these deliverables, or may the Contractor provide them in its own format?
A7: No, selected vendor can use their preferred format.
Q8. If there is an incumbent, could you please share the Purchase Order number and the total value associated with their contract?
A8: We do not have this information available.
Q9. Are there any changes in the previous scope to new one?
A9:Nothing is known to have changed.
Q10. Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information?
A10: Any submittals will be stated in the solicitation.
