About this file

This is a Questions and Answers document clarifying requirements for a federal facilities cleaning contract.

The contractor must provide daily cleaning services Monday through Friday between 8:00 AM and 4:00 PM, with all buildings serviced every day rather than on alternating schedules. Trash removal and restroom cleaning occur during each scheduled daily visit. The Government furnishes all cleaning materials and equipment, including plastic trash bags, toilet tissue, soap, wax, stripper, window cleaner, bowl cleaner, liquid cleaner, mops, brooms, mop buckets, and paper towels; the contractor is responsible only for specialized heavy equipment such as HEPA vacuums and UL-approved floor buffing machines. Floor maintenance services including dry buffing, spray buffing, stripping, and waxing must be performed twice per year as scheduled with the location, with the Government providing needed supplies upon request and approval. Carpet shampooing is required quarterly in areas identified during the site walkthrough. Windows, including both interior and exterior surfaces, must be cleaned once per month.

Contractor personnel must apply for PIV access; upon contract award, employees may begin work under escort while PIV processing is underway if proof of application is provided. In laboratory spaces within Buildings 1, 2, and 21 supporting the Cattle Fever Tick Research Unit, contractors may only perform sweeping, mopping, trash removal, and window cleaning during standard business hours; no cleaning services will be conducted if a space becomes restricted. Contractors handle only ordinary municipal waste and are not responsible for biological, chemical, animal, sharps, hazardous, or regulated laboratory waste. Contractor personnel will not enter secure areas or areas not covered during the site visit.

General:

Sections 2.3 and 2.7 of the SOW describe trash removal and restroom cleaning as “DAILY,” while Section 3 schedules each building for service twice per week. Does “daily” mean each scheduled service visit, or is service required more than twice per week?

This service needs to be daily Monday through Friday (5 days a week)

What days and hours will the contractor be permitted to perform the work? Must services be completed during or outside normal business hours?

Work will be performed between 8am and 4pm Monday through Friday.

Does each building stated in the SOW have to be done in the same days, or can half the work be done on Mondays and Wednesday with the other half to be done Tuesdays and Thursdays?

All buildings should be done every day from Monday through Friday.

If the buildings have to be done the same days, which of the two days are required?

5 days a week, Monday through Friday

Does “DAILY” mean each scheduled service day, or are these tasks required five or more days per week?

Daily implies the work shall be done five days a week, Monday through Friday.

PIV and facility access: Attachment 1, Terms and Conditions, pages 9–10, and SOW 5.0, page 5, establish personnel security and PIV requirements. Will contractor personnel require routine unescorted access? If so, what is the anticipated processing time, and may employees begin work under escort while their access approvals are pending?

Contractors are required to apply for a PIV. If awarded the contract the contractor can be escorted on site while PIV is being processed with proof that the PIV is being processed.

Clarification of Contractor-Furnished vs. Government-Furnished Consumables: SOW Section 1.0 and Section 4.0 state that the Government will provide plastic trash bags, toilet tissue, soap, wax, stripper, window cleaner, bowl cleaner, liquid cleaner, mops (wet or dry), brooms, mop buckets, and paper towels. However, Section 1.0 also states that the Contractor is responsible for "all equipment and supplies needed... beyond Government provided". Could the Government confirm if the contractor is expected to supply any cleaning chemicals or consumables, or if the contractor's material responsibility is strictly limited to specialized heavy equipment (such as HEPA vacuums and UL-approved floor buffing machines)?

Government will provide cleaning materials and equipment. Consumables such as paper towels and toilet paper will be provided by the government as needed.

Floor:

How frequently must the required floor-maintenance services—dry buffing, spray buffing, stripping, and waxing—be performed?

Twice per year to be scheduled with the location.

Wax and stripper responsibility: SOW 1.0, page 3, indicates that the Government will furnish wax and stripper. However, the Government-furnished supplies listed in SOW 4.0, page 5, do not include either product. Please confirm whether the Government or contractor must provide floor wax and stripping solution.

Government will provide needed supplies upon request and approval.

What sq. ft of carpet is expected to be shampooed and how many times per year?

Quarterly in areas shown in the walk through.

What floor work is required, such as carpet cleaning, machine scrubbing, stripping, waxing, or refinishing?

Floor work that is called for in the SOW.

Windows:

Does the window-cleaning requirement include both the interior and exterior surfaces of all windows?

Yes

How often must the windows be cleaned?

Once per month

Lab Space:

Laboratory access and safety: The building descriptions in SOW 1.0–3.0, pages 3–5, include multiple laboratories. Will contractor personnel clean inside active laboratory areas? If so, please identify any required safety training, laboratory-specific PPE, restricted-area procedures, or cleaning limitations.

Sweeping, mopping, trash removal, window cleaning are all that will be done in lab spaces.

If the space becomes a restricted area none of the cleaning services will be conducted while it is restricted.

Laboratory and regulated waste: SOW 2.3 and 3.0, pages 3–5, require the removal of trash to outside dumpsters. Please confirm that the contractor is responsible only for ordinary municipal waste and is not responsible for handling biological, chemical, animal, sharps, hazardous, or other regulated laboratory waste.

Contractors will only be handling municipal waste.

Laboratory Cleaning Protocols and Security Access: The SOW specifies that Buildings 1, 2, and 21 contain active laboratory spaces supporting the Cattle Fever Tick Research Unit.

Due to the bio-secure nature of this unit, are there any specialized biological safety protocols, mandatory training, or escort requirements for contract personnel cleaning these laboratories? Additionally, are these labs subject to restricted access hours, or is cleaning permitted during standard business hours?

All cleaning is to be scheduled in normal business hours between 8am and 4pm Monday through Friday. Contractors will not be in any secure areas or areas that we did not cover during the site visit.
