About this file
This is a Statement of Work (SOW) for janitorial services at the USDA-ARS Cattle Fever Tick Research Unit in Edinburg, Texas.
The contractor must provide comprehensive janitorial services across five buildings totaling approximately 11,283 square feet. Services include daily sweeping and disinfectant mopping of hard floors (Monday through Friday at 8am and 4pm), trash removal in plastic bags to outside dumpsters, restroom cleaning and disinfection, window cleaning (monthly inside and outside), vacuuming of carpeted areas and walk-in mats, dust removal from blinds and windowsills, and cobweb removal. Building 1 (3,204 sq ft) and Building 21 (5,017 sq ft) require additional services including shower cleaning and furniture wiping. Building 17 (3,300 sq ft) includes conference room carpet vacuuming. Laboratory spaces are limited to sweeping, mopping, trash removal, and window cleaning only, with no services performed in restricted areas. Floor maintenance (dry buffing, spray buffing, stripping, and waxing) must be performed twice yearly on all tile floors. The contractor is responsible for providing all equipment, supplies, personnel, supervision, and transportation beyond government-furnished items, which include plastic trash bags, toilet tissue, soap, window cleaner, bowl cleaner, liquid cleaner, mops, brooms, mop buckets, floor wax, stripping solution, and paper towels.
Performance evaluation occurs through minimum weekly random, unannounced inspections by the Government Technical Monitor. Contractors have three business days to correct identified deficiencies. A three-month rolling performance level below 85% triggers corrective action by the Contracting Officer. All contractor employees must comply with USDA Personal Identity Verification (PIV) policies per USDA Directives 4620-002, with employees potentially barred from work if ineligible for PIV cards. The contractor is responsible for maintaining a sufficient workforce of PIV-eligible employees, with failure to do so potentially grounds for contract termination.
