About this file

This is a Questions and Answers document for RFQ 1232SA26Q0940 issued by the Department of Agriculture Agricultural Research Service for Cryotanks and Racking Systems.

The document addresses two critical clarifications regarding the solicitation specifications. First, the questioner notes that cryotanks specified as being manufactured by Cryo Associates are actually manufactured by MVE Biological Solutions, and the government acknowledges this was an error in the solicitation. Second, the document resolves a significant discrepancy regarding the MVE HEco/HE 1879P-190AF-GB freezer (PN 20681339). The solicitation contained conflicting specifications: the part number listed corresponds to an older generation touchscreen model, while the Technical Features section references both a CryoVerse Connect controller with data logging and remote monitoring capabilities (part number 13814943) and a TEC 3000 controller (part number 13814943U). The government's response clarifies that the TEC 3000 controller option (the third controller type shown in the attachments) is the desired specification for this freezer. Vendors submitting quotes must ensure their equipment matches the corrected specifications with the appropriate controller to be considered for award.

1). I want to point out that contrary to the specs listed, the cryotanks are not manufactured by Cryo Associates. They are manufactured by MVE Biological Solutions. We are a MVE dealer and I will be quoting those. I just want to make sure there’s no confusion as Cryo Associates is not a manufacturer. I attached spec sheets on the two different MVE freezers listed on the solicitation (Stock Series and 1800 Series).

Answer 1:

The selection of Cryo Associates was an error.

2). There is some discrepancies on exactly which freezer to quote for the Quantity (1) MVE HEco / HE 1879P-190AF-GB (PN 20681339). That is the HEco model that comes with an older generation of touchscreen. But, on page 2 of Technical Features, it lists the "CryoVerse™ Connect controller with data logging, security, and remote monitoring.” If that CryoVerse controller with those features are desired, that is a different part number (13814943). The third attachment shows that model. Also, further down in the Technical Features Specifications on page 5, the specs say the freezer "Must have TEC 3000 controller”. That is a third type of controller that is part number 13814943U.

In summary, the part number listed on the solicitation (20681339) does not have the CryoVerse controller or the TEC 3000 controller as described in the Solicitation Technical Features. It has an older generation of touch screen shown on the MVE HEco brochure I attached. I also attached screenshots below of the three controller options below so you can see the differences. The older touch screen is the first photo that is the part number listed in solicitation. The second photo is the newer CryoVerse controller that is listed in the solicitation Technical Features page 2. The last photo is the TEC 3000 controller listed in the Technical Features page 5. I need to know which freezer is the one desired since the part number spec’d and description do not match up.

Answer 2:

The first two images are not what we are looking for. The third image looks fine.
