About this file

This is Amendment 1 to Solicitation 1232SA26Q0919 issued by USDA ARS Acquisition and Property Division in Beltsville, Maryland. The amendment updates the bid due date to September 3, 2026, at 1:00 p.m. Eastern Time and includes 17 clarifying questions and answers addressing project specifications and execution details.

The project involves replacing deteriorated 6x10 wooden posts in a cattle barn structure and wrapping certain posts for protection. The base contract requires pricing for replacement of 4 posts, with option pricing for additional posts evaluated at 4 units for award purposes, though the Government may exercise more than 4 additional posts if needed. Key clarifications include: cattle can be relocated to occupy up to half the barn during work; the contractor is responsible for removal and reinstallation of electrical equipment, gates, hinges, and miscellaneous attachments on the posts; existing posts are direct buried and require 18-inch diameter holes drilled to 8 feet 8 inches deep with specific concrete bearing pad requirements; ASTM A1011 oiled and pickled 10 gauge hot rolled steel sheets and A500 Grade B steel columns are approved substitutes for outdated specifications; temporary shoring methods are at contractor discretion with suggested configurations provided; and coordination with the Owner is required to identify which specific columns require replacement and to address end wall column concerns. The pricing table requests unit prices for Base and Additional Columns line items with evaluation based on total evaluated price. Amendment 1 adds FAR clause 52.217-6 (Option for Increased Quantity) and 52.217-5 (Evaluation of Options), incorporates Attachment 5 – Detail S501, and updates the evaluation provision to FAR 52.212-2 for commercial products and services.

Questions and Answers

1. Will the entire barn be available for work or will the project have to be phased to accommodate relocation of cattle? We can relocate groups (up to half of the barn) but not all animals in the barn.

2. Who will be responsible for the removal and reinstallation of the mounted electric on the posts to be replaced and wrapped? Contractor

3. Who will be responsible for the removal and reinstallation of cattle gates, hinges, and misc attachments on the posts? Contractor

4. Can the USDA clarify if the existing posts (6x10) are on concrete pads? direct buried? and method of securing to grade? Existing posts are direct buried. Cut off existing posts and cut existing slab and concrete water base to a diameter of 18" and remove post. Drill 18" diameter hole to 8'-8" deep at the previous post hole location. Pour an 8" diameter bearing pad for new wood column and fill remainder of hole after installation of wood column with concrete to existing slab grade and then form and pour waterer slab if applicable. See Detail .

5. Please clarify number of 6x10 posts to be replaced. Drawings indicate ones with cross sectional area of less than 42 sq-in but not posts were visible during visit.

Contractor is responsible for coordinating which specific posts require replacement with the Owner based on cross-sectional requirements stated in the contract documents. Contractor should provide pricing for 4 posts in base price with option pricing for additional posts. Evaluation will be based on 4 additional posts to determine Lowest Priced quote. Award will be made on Base only and option price will be used to modify the contract based on the eventual total additional number determined to be needed.

6. Drawing sheet S-501 specifies ASTM-A607 oiled and pickled 10 ga hot rolled steel sheets. A-607 was retracted by ASTM in 2000. Can specification ASTM A1011 be used for steel sheets and A500 Grade ‘B’ used for structural posts ASTM-A1011 oiled and pickled 10 ga hot rolled sheets are approved for use in leu of the outdated

ASTM-A607 specification. A500 Grade B steel columns are approved for use in this project.

7. Are we able to receive a shoring plan due to the way everything is attached to the posts needing replacement such as trusses, I-beams, lean to roofing assembly, it becomes difficult to determine the loading required and what will need to be shored? We had not intended on providing a shoring plan as we think there are several ways to go about shoring where the wood columns are located. However, if direction is required, we might suggest installing two temporary 8"-4 ply laminated wood posts 8' on either side of the column to be replaced and securing with two knee braces on each column to the over head beams. Installing a temporary 16'-0" long, 8"-4 ply on the bottom of the lean two rafters with center of the beam at the column to be replaces location and 4'-0" away from column the column to be replaces and installing a 20'-0" long, 8"-4 ply on the top of the top chords of the building trusses and securing to the truss on either side of the column to be replaced 4'-0" away from the column to be replaced.

8. How are the posts in the ground? Are these cast in concrete and need to dig a hole around to pull these out as they can’t be lifted with the structure above. Detail attached with sequence of operation

9. If we are to replace the posts, how deep do they need to be in the ground and what is the process? With an existing roof in place, we can’t lift this through the roof to get it into the hole. Temporarily support the structure above, cut of the post, cut the concrete slab/and waterer slab and pull the post out.

10. Is there a way we can cut the posts off 5-6’ above ground, using a saddle and steel column below instead of wraps for protection and dig out and pour a footing? I think this would be an easier and better long-term process. This could work, however the footing would need to be roughly 5' square x 16" deep to handle the shear, downward force, and uplift.

11. When removing the posts, who is going to remove the gates, electrical, fans, plumbing on the posts as there is no mention of this? Contractor

12. Are we able to identify exactly what columns are to be replaced, rather than the contractor guess which ones should be replaced, some are close to staying but may be determined they want to be replaced rather than kept. Coordinate with Owner.

See also answer to 5 above

13. Second to that replacement question, it states we need to pull the current wrapped columns and replace as necessary, it is hard to price or not price in a column we do not know the condition of when the wraps are covering what we need to inspect.

Coordinate with the Owner

14. Is this going to be phased? If it is, can we determine how many phases or what the facility will allow for phasing as this will affect how many we can do at one time. We will not be able to do all of them at once if the cows will be present, as this will take a large amount of space to shore and work with equipment. See question 1.

15. How are we to replace the columns, there is no detail of what is wanted below grade? Detail attached.

16. The end wall columns, if we are to replace those, are we to replace the siding and everything attached? The siding looks brittle and may fall apart if taken off. We do not think the end wall columns need to be replaced, however the successful bidder will need to coordinate with the Owner

17. If we are just wrapping the end wall columns, are we to cut the steel back to the height needed for the column wraps? See response to item 16 above.
