About this file
This is a Questions and Answers document for federal contract solicitation 1232SA26Q0884 addressing roof leak repairs at Building 80 in Stoneville. The document does not specify response dates, award dates, pricing terms, or set-asides.
Key project requirements clarify scope and execution details: contractors must submit a contract-specific Safety Plan but are not required to submit a QA/QC Plan. One superintendent may fulfill supervision, safety, and QAQC roles if properly documented with training and acceptable performance. The project does not include membrane roofing repair or replacement, interior finish remediation, or removal of existing sloped standing seam metal roofing. Instead, contractors must loosen lower metal roof panels to slide new flashing underneath. Work includes installing liquid-applied water repellant sealant to brick veneer and stone on parapet walls per manufacturer recommendations, installing metal panel end sections to enclose the system and prevent rain penetration, and installing flashing transition crickets on specified parapet areas. Exposed fastener metal panel systems are acceptable with minimum 26-gauge metal. Original construction drawings with roofing details are available on-site in hard copy; electronic copies will be provided to the successful bidder. The project is subject to federal employment verification requirements, with all on-site employees required to be legal U.S. citizens and contractors must E-Verify employees per FAR clause 52.222-54. Tax exemption status is addressed in Contract Requirements section 13 on page 23 of the solicitation.

Questions: Stoneville Roof Leaks 1232SA26Q0884
1. In executing this project, can one superintendent fulfill the supervision, safety, and QAQC roles?

2. Are contractors required to issue a contract specific QA/QC Plan?
No
3. Are contractors required to issue a contract specific Safety Plan?
Yes.
4. Is this project tax exempt?
Refer to page 23, Contract Requirements #13.
5. Are original construction drawings with roofing details for Building 80 available?
Yes. Hard copies are on site. Electronic copies are available, but due to file size of 352MB they are too large to include in the solicitation package. They will be made available to the successful bidder. If access to the drawings is necessary before award, contact Kevin Magee or Roger Bright.
6. Is it the intention to remove the brick veneer above the flat and sloped roofing portions to properly install thru-wall flashing to provide a pathway for water inside of the wall cavity to exit the assembly as indicated in the leak report?
No. See proposed typical sections N3 and M5 on Report.
7. Is replacement or repair of the existing membrane roofing on Building 80 included in the scope?
No membrane repair or replacement is anticipated. If damaged membrane is encountered, it should be brought to the attention of the Contracting Officer and COR.
8. Will any interior finish remediation work due to water damage be required as part of the scope of this project?.
No.
9. Is it the intention to require removal of the existing sloped standing seam metal roof, stone parapet caps, and other installed materials in order to properly install a new flashing transition cricket in the areas indicated on the North Side of Parapet Bn, south side of Parapet Bs and south side of parapet Cs?
Not removal of the existing sloped standing seam metal roof, but to loosen the lower panel(s) sufficiently to slide new flashing piece under the standing seam panel(s).

Yes.

12. Will the metal panel installation on Parapets An & As stop at the corner of the brick parapets, or will the panels need to extend past and wrap the corner and terminate above the lower stone parapet caps?
It would not need to wrap around the corner, but will require an end section to enclose the metal panel wall system so that rain cannot penetrate.
13. Are there any requirements for the type of metal panel systems to be installed on top of the brick veneer? Will exposed fastener metal panel systems be acceptable?
Exposed metal panel fasteners are acceptable with minimum 26-gauge metal.

Yes, refer to clause 52.222-54 Employment Eligibility Verification
