1.0 Project Overview
Terracon Consultants, Inc. (Terracon) conducted a limited asbestos survey of the Northern
Crop Sciences Laboratory located at 1307 18th Street North in Fargo, Cass County, North
Dakota. The survey was limited to the interior and exterior roofing material at the above-listed site (survey area).
The asbestos inspection was conducted on March 26, 2025, by a State of North Dakota certified inspector in accordance with Terracon Proposal No. PM1257003 dated January
16, 2025.
1.1 Project Objectives
We understand the asbestos survey was requested in support of a roof replacement at the
Northern Crop Sciences Laboratory, and to satisfy requirements of the United States
Environmental Protection Agency (USEPA) 40 Code of Federal Regulations (CFR) Part 61, Subpart M, the National Emission Standards for Hazardous Air Pollutants (NESHAP). The asbestos NESHAP requires potentially regulated asbestos-containing building materials be identified, classified, and quantified prior to planned disturbances.
Terracon also understands the intent of the assessment is to assist the client with communicating the presence, location, and quantity of asbestos-containing material (ACM) to employees, vendors, and contractors working in the building to meet the requirements of the Occupational Safety and Health Administration (OSHA) communication of hazard requirements found at 29 CFR 1926.1101. The purpose of this survey was to sample and identify suspect ACM and provide information regarding the identity, location, condition, and approximate quantities of ACM in the areas surveyed.
1.2 Reliance
This report is for the exclusive use of Schemmer Associates, Inc., Client, for the project being discussed. Reliance by any other party on this report is prohibited without written authorization of Terracon and Client. Reliance on this report by Client and all authorized parties will be subject to the terms, conditions, and limitations stated in Terracon’s
Proposal No. PM1257003, this report, and the Agreement for Services dated January 16, 2025. The limitation of liability defined in the Agreement for Services is the aggregate limit of Terracon’s liability to Client.

2.0 Survey Area Description
The survey area was operational at the time of the survey. The survey area was limited to the interior roofing material inside the building and the exterior roof. The interior roof consisted of layered gray panel insulation. The exterior roof contained gray and light gray joint caulking, black roof flashing, and roof felt overlain by roof asphalt shingles.
3.0 Field Activities
The survey was conducted on March 26, 2025, by Mr. Sean M. Gordon, who is a State of
North Dakota Department of Environmental Quality (NDDEQ) certified asbestos inspector. A copy of Mr. Gordon’s inspector accreditation is attached in Appendix E. The survey was conducted in accordance with the sample collection protocols established in 40 CFR 736.86
– Sampling.
A summary of the inspection results is included in Section 4.0 and in table presented in
Appendix A.
3.1 Visual Assessment
Survey activities were initiated with visual observations of the survey area to identify homogenous areas (HAs) of suspect ACM. The survey was limited to the interior of the building scheduled for renovation, as described in Section 2.0, above. An HA consists of building materials that appear similar throughout in terms of color, texture and, if known, date of application. Building materials identified as glass, wood, or metal were not considered suspect ACM.
Although reasonable effort was made to survey accessible suspect materials, additional suspect but unsampled materials could be located in concealed areas or areas where investigation was not feasible without significant damage. At the time of the survey, the project area was being utilized for regular operations. As a result, our services were limited.
3.2 Physical Assessment
A physical assessment of the HAs of suspect ACM was conducted to assess the friability and condition of the material. A friable material is defined by the USEPA as a material that can be crumbled, pulverized, or reduced to powder by hand pressure when dry. Friability was assessed by physically touching suspect materials.
Terracon also assessed the condition of each material and placed suspect ACMs into one of three categories based upon the inspection: “significantly damaged”, “damaged”, or “good”.
Facilities | Environmental | Geotechnical | Materials 3
3.3 Sample Collection
Based on results of the visual observation, bulk samples of suspect ACM were collected in accordance with the sampling protocols outlined in 40 CFR 763.86 – Sampling. Samples of suspect materials were collected from randomly selected locations in each HA. Samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker.
The selection of sample locations and frequency of sampling were based on Terracon’s observations and the assumption that like materials in the same area are homogeneous in content. Terracon collected 17 bulk samples from 6 HAs from the survey area. A summary of suspect ACM sampled during the survey is included as Table 1 in Appendix A and is included as part of the chain of custody (COC) presented in Appendix D. Exhibits showing the suspect ACM sampling locations are included in Appendix B.
3.4 Sample Analysis
Bulk samples collected on March 26, 2025, were submitted under chain of custody to EMSL
Analytical, Inc. (EMSL) in Cinnaminson, New Jersey for analysis by polarized light microscopy (PLM) with dispersion staining techniques per USEPA’s Method for the
Determination of Asbestos in Bulk Building Materials (600/R-93/116).
4.0 Findings and Recommendations
The analytical laboratory, through PLM analysis, did not identify ACM in the bulk samples.
A summary of sampled suspect material is presented as Table 1 in Appendix A. Sample locations are presented in Appendix B. Photographs of sampled materials are provided in
Appendix C. Laboratory analytical report is provided in Appendix D.
5.0 Limitations/General Comments
This limited asbestos survey was conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions in the same locale. The results, findings, conclusions, and recommendations expressed in this report are based on conditions observed during our survey of the buildings. The information contained in this report is relevant to the date on which this survey was performed and should not be relied upon to represent conditions at a later date. EMSL maintains liability limited to cost of analysis. Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received.
Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.

Appendix E: Regulatory Overview
ASBESTOS REGULATORY OVERVIEW
The North Dakota Asbestos-Waste Management Program under the North Dakota
Department of Environmental Quality (NDDEQ) enforces the asbestos NESHAP as adopted by reference in North Dakota Administrative Code Chapter 74:36:08. The owner or operator must provide NDDEQ with written notification at least 10 working days prior to the demolition of any structure, even if asbestos is not present. The owner or operator must provide the NDDEQ with written notification of planned removal activities at least 10 working days prior to the commencement of asbestos abatement activities that include more than 160 square feet or 260 linear feet of regulated ACM (RACM) removal.
The asbestos NESHAP (40 CFR Part 61, Subpart M) regulates asbestos fiber emissions and asbestos waste disposal practices. The asbestos NESHAP regulation also requires the identification and classification of existing ACM according to friability prior to demolition or renovation activity. Friable ACM is a material containing more than 1% asbestos that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure. All friable ACM is considered RACM.
The asbestos NESHAP regulation classifies ACM as RACM, Category I nonfriable ACM, or
Category II nonfriable ACM. RACM includes all friable ACM, along with Category I and
Category II nonfriable ACMs that have become friable; will be or have been subjected to sanding, grinding, cutting, or abrading; or that have a high probability of becoming or have become crumbled, pulverized, or reduced to powder in the course of renovation or demolition activity. Category I nonfriable ACMs are exclusively asbestos-containing packings, gaskets, resilient floor coverings, resilient floor covering mastics, and asphalt roofing products that contain more than 1% asbestos. Category II nonfriable ACMs are all other nonfriable materials other than Category I nonfriable ACMs that contain more than
1% asbestos. Category II nonfriable ACMs generally include but are not limited to cementitious material such as cement pipes, cement siding, cement panels, glazing, mortar, and grouts.
The OSHA asbestos standard for construction (29 CFR 1926.1101) regulates workplace exposure to asbestos. The OSHA standard requires that employee exposure to airborne asbestos fibers be maintained below the permissible exposure limits (PELs) of 0.1 asbestos fiber per cubic centimeter of air (0.1 f/cc) as an 8-hour time-weighted average (TWA) or 1.0 f/cc as a 30-minute excursion limit. The OSHA standard classifies construction and maintenance activities that could disturb ACM and specifies work practices and precautions that employers must follow when engaging in each class of regulated work.
