This document is a 100% construction submittal for the USDA Greenhouse Renovation Phase V project located at NCSL in Fargo, North Dakota, issued for construction on July 24, 2026. It contains detailed technical specifications for structural steel, roofing, and interior finishing work organized into eight separate specification sections.
The project requires steel joist framing (Section 05-21-00) connecting new roof decks to existing joists, with fabrication by IAS AC172-accredited steel fabricators such as Canam Group Inc or Nucor-Vulcraft Group. Steel joists must be galvanized to ASTM A123/A123M standards with minimum 1.7 oz/sq ft coating, with high-strength bolts and welds tested per RCSC specifications (minimum 5% of bolts, 10% of welds). Steel decking (Section 05-31-00) consists of non-composite fluted 20-gauge galvanized steel roof deck with 1-1/2 inch nominal height, lock seam side joints, and minimum 1-1/2 inch bearing on steel supports, mechanically fastened at 12-inch centers. Metal fabrications (Section 05-50-00) require ASTM A283/A283M plates and ASTM A307 or F3125/F3125M bolts, with design by a licensed Professional Structural Engineer and installation tolerances of ±1/4 inch for plumb and alignment. Metal ladders (Section 05-51-33) must be aluminum per ASTM B211/B211M (6063 alloy, T52 temper) fabricated by Precision Ladders LLC to ANSI A14.3, including fall arrest systems limiting falls to 6 inches, with a five-year manufacturer warranty covering defective materials and workmanship. Rough carpentry (Section 06-10-00) includes nonstructural framing, roof sheathing underlayment (APA plywood, Exposure 2, 19/32 inch), and cementitious cover board (5/8 inch, noncombustible per ASTM E136, mold rating of 10 per ASTM D3273). Asphalt shingles (Section 07-31-13) require GAF Timberline ArmorShield II in charcoal color with Class A fire rating, Class F wind resistance, Class H uplift resistance, Class 4 impact rating, 15-year wind damage warranty, and 25-year algae streak warranty. Elastomeric membrane roofing (Section 07-53-00) specifies 90-mil white EPDM membrane per ASTM D4637/D4637M with full adhesion over insulation, minimum 3-inch seam overlap, 20-year manufacturer warranty, and correction of defects within two years of substantial completion. Sound-absorbing wall and ceiling units (Section 09-84-30) consist of 2-inch fabric-covered fiberglass acoustic panels (NRC 1.00 per ASTM C423) mounted to a Unistrut P1000 Series metal backing system with P2785 beam clamps, installed in public corridors and regularly occupied rooms excluding mechanical, electrical, plumbing, utility, and dock areas. All work requires submittal of shop drawings, product data, manufacturer certifications, installer qualifications, and warranty documentation in accordance with Section 01-30-00 (Administrative Requirements), with quality assurance by qualified, accredited fabricators and installers meeting specified standards and field conditions (minimum 45°F for roofing installation, dry deck surfaces, etc.).
