About this file
This is a Questions and Answers document for a USDA federal mold remediation contract opportunity.
The contract requires mold remediation services on USDA federal property in Florida with a total period of performance of 60 days: 30 days from award to mobilize and submit work schedules and Safety Data Sheets (SDSs), followed by 30 days to complete remediation work. The contractor must possess an active Florida Department of Business and Professional Regulation (DBPR) Mold Remediator (MRSR) license at the time of contract award; national certifications such as NADCA ACR (including ASCS and CMR) and IICRC S520 do not substitute for the state license requirement. No drawings, HVAC plans, square footage measurements, ceiling heights, ductwork footage, or floor plans are available; contractors must base pricing on optional site visits or general knowledge of similar-sized buildings in Florida. Post-remediation verification will be conducted by the Contract Officer Representative (COR) and Technical Point of Contact (POC), with no independent third-party clearance testing required. The anticipated contract start date is on or about July 1, 2026.

1. Florida Mold License versus National Certifications. Attachment 1 (SOW) lists "State of Florida Mold Remediator Licensing Requirements" under Normative References, along with the NADCA ACR Standard and IICRC S520. Since the work is on USDA federal property, does the prime need an active Florida DBPR Mold Remediator (MRSR) license to be awarded and perform the work, or do the national certifications listed in the SOW (NADCA ACR, which includes ASCS and CMR, and IICRC S520), held by our NADCA-certified, IAQA-member and ASHRAE member technicians, meet the requirement? We will submit PPQs from other federal institutions.
Contractor will need an active Florida Mold Remediator License at time of award.
2. License Timing. If the Florida MRSR license is required, does the prime need to hold it at award, or can we obtain it during the period of performance before we mobilize?
Contractor will need to have an active Florida Mold Remediator License at time of award.
3. Period of Performance. Section 5.0 of the SOW is blank. What are the intended start and completion dates? The schedule mentions a start on or about July 1, 2026, with delivery within 30 days after award, and we want to confirm those dates.
Contractor will have 30 days from award of contract to mobilize and submit work schedules and SDSs, then 30 days to complete remediation work. 60 days total PoP.
4. Drawings and quantities. The solicitation doesn't include square footage, ceiling heights, ductwork footage, air handler counts, or floor plans. Are any drawings or measurements available or should we base our pricing entirely on the optional site visit?
There are no drawings or HVAC plans available, pricing will be based on site visit or general knowledge of similar size buildings in Florida.
5. Post-remediation verification. Is independent third-party post-remediation verification or clearance testing required? If so, does the contractor or the Government handle it? We ask because Florida rules don't allow the same firm to perform both the remediation and the assessment on a project.
Contract Officer Representative (COR) and Technical POC will evaluate completed contract. No third-party verification is required.
