Time and Date for proposals has been updated.
Questions and Answers:
1. Is the contractor or government responsible for switching to isolate electrical equipment for maintenance and testing? USDA electricians will perform this activity once they review and concur with the proposal equipment shutdown schedule provided by the contractor.
a. If contractor, please confirm the government will review and approve all switching plans prior to execution as the contractor assumes no responsibility for the accuracy of facility one-line diagrams, labeling, or system configuration.
b. At the site visit it was mentioned that NBAF would perform this activity as they previously have in the past.
2. Which preventive maintenance activities are expected annually for each equipment class? Contractors shall annually perform maintenance and testing procedures under NFPA 70B in which condition 2 of equipment states that equipment shall be tested every three years. The base year award USDA requests that the main lab breaker testing be performed along with any new requirements to include other components called out within the PWS such as ASCO, power logic, protection relays etc. Contractor can establish maintenance and testing schedules for following two years, with the remaining maintenance and testing work to be distributed between the two years relatively equally and grouped logically.
a. The PWS states annual maintenance, however, while at the site visit it was stated this equipment would maintain a 3yr rotation as with the previous maintenance contract. Please clarify. Correct. Maintain a 3-year rotational testing of equipment as per NFPA 70B for condition 2.
3. Referencing SOW Item 3.3, one of the paragraphs one “All work not specifically mentioned, which is required to ensure that maintenance is complete and is within the intent of this contract, shall be performed without additional cost”. The contractor requests this statement be revised. This statement applies only to activities reasonably required to complete the specified preventive maintenance tasks. Corrective maintenance, repairs, replacements, modifications, engineering studies, programming, troubleshooting, emergency response, and additional scope shall be compensated separately unless specifically identified elsewhere in the contract.
Revised to state: All work not specifically mentioned but reasonably required to complete the preventive maintenance, inspections, and testing tasks described in this PWS shall be performed by the Contractor without additional cost.
Work that exceeds the scope of preventive maintenance such as corrective repairs, component replacements beyond minor consumables, system modifications, engineering analysis, programming, troubleshooting, or emergency response shall be separately compensated unless expressly included elsewhere in the contract.
4. SOW Item 3.3 also states USDA-ARS reserves the right to add or delete electrical gears and transformers.
a. Please confirm any addition or deletion of equipment shall require an equitable adjustment to contract value. Correct
5. Referencing 3.3.12.1, please confirm if these means the gear/transformers can only be down/out of service for 1 hour. No equipment can be down/out of service for more than one hour. Scheduling maintenance with the COR infers the equipment will be down for extended periods, this would more so be during a repair or something other than normal scheduled maintenance.
6. Referencing 3.3.12.2, if all activities are scheduled through the COR (per 3.3.2), why would the contractor be responsible for notifying the COR again if the equipment is unavailable? This sections states that if the contractor under this contract cannot perform maintenance of any piece of equipment due to work associated with another contract the contractor shall notify the COR in writing.
7. Referencing SOW Item 3.3.14 and 3.3.15, it states “and ancillary equipment”. This statement is vague. Please provide a complete equipment inventory for accurate pricing. Contractors who attended site visit and signed NDA should have received equipment list.
8. Referencing 3.3.17 on the PLC Controllers:
a. What PLC platforms exist? Square D
b. Are current backups available? No
c. Is troubleshooting included? For any repairs contract shall include trouble shooting within the quote/invoice.
d. Are programming changes included? If programming updates are suggested by manufacture USDA request those be performed with scheduled maintenance.
e. Are software licenses provided? USDA is unaware of any licenses they would hold for this.
9. Please state if the 8.1 Tier 2 background check requirement is the same for short-term vendors? (ie. For scaffolding contractor needed to provide access to the zig-zag transformers”. Yes it’s the same for any and all contractors on site “performing work” contractors shall complete Tier 2.
10. To maintain the previous maintenance approach, please confirm if the government would like the below items included in the scope of work: Concur to A B C
a. All rack out low-voltage circuit breakers receive Primary Injection testing.
b. Bolt-in low voltage breakers 400A and larger with an electronic trip unit receive secondary injection testing.
c. Low-voltage breakers <400A in included panels will receive contact resistance and insulation resistance testing across open contacts.
11. Referencing the Square D Power Logic meter CM4250, the manual states “the circuit monitor does not require regular maintenance, nor does it contain any user-serviceable parts. Do not open the circuit monitor. Opening the circuit monitor voids the warranty.”
a. What services are expected/requested for these devices? At a minimum to. Also, include model # PM8000 and PM5563 too. 1. Visually inspect the unit for signs of moisture, loose connecting wires, heat discoloration, or damage to insulation. 2. De-energize the cabinet (controlled shutdown at the same time breaker injection testing is scheduled) to vacuum internal elements, check screw tightness, and verify power and signal cabling. 3. Ensure your system's monitoring and logging capabilities are updated using Schneider Electric Software/Firmware. 4. Verify overall system performance, configuration, and input wiring to ensure measurements and logs remain accurate which are logged and monitored through the ASCO Critical Power Management System (CPMS) software. The contractor might in engage Schneider Electric Services or independent third-party technicians (like MeterLogic) for on-site diagnostic, troubleshooting, and power quality analysis agreements.
12. Referencing the Transient Voltage Surge Suppression (TVSS), it has similar verbiage as the CM4250 monitors.
a. What services are expected for the TVSS? The two models are TVS3DSPHC and SSP04EMA24. USDA suggest at minimum. 1. Visual Inspections: A green LED per phase indicates normal operation, while a red LED or lack of illumination signals an error or a tripped phase. Record findings for USDA to replace. 2. The front display has an internal, permanently connected battery to retain diagnostic data and power the LCD status display. These batteries are not field-replaceable. Record findings for USDA to replace. 3. The device features an internal surge counter that records transient voltage events. To reset the counter to zero, press and hold the test/reset button for 10 seconds. Record findings for USDA to archive.

b. Battery Check: [1, 2]
c. Module Replacement: If the LCD screen fails, the LEDs stop lighting up, or the internal batteries die, the entire diagnostic display assembly must be replaced (as there are no internal serviceable parts). [1, 2]
13. Please provide/supply all prints referenced in column G of the inventory spreadsheet titled (“C04_Solicitation Attachment 7 ASCO Equipment TE_1232SA26Q0742”).
Drawings provided to interested offerors that have met preliminary requirements for providing a quote and completed NonDisclosure Agreements. Will be added to the award as Attachment 10
14. The contractor recommends including 15kV vlf tan delta testing of the following critical cables: Concur A B C D
a. From Westar UT-A to 02-1NGSG1-A (main utility feed)
b. From Westar UT-B to 02-1NGSG1-B (main utility feed)
c. From 02-1NGSG1-A (A-F3) to 01-0NGSG1-A (from CUP to Main Lab)
d. From 02-1NGSG1-B (A-F3) to 01-0NGSG1-A (from CUP to Main Lab)
15. It was noted that Trans-shipping and the Visitor Center were not on the equipment list.
Please confirm if electrical maintenance of these areas included? Refer to tab 1 “RTU1” on the ASCO equipment TE spreadsheet. All the breakers are listed for Transshipping building “03” (Example 03-0NDHG1 on line #40) and Visitor Center building“04” (Example 04-2NPLG1 line item #43) TS room TS.005 and VC room BD.203 will have breakers that need to be tested similar to panels within the CUP and Main Lab.
16. Regarding service calls or service repairs to be priced, what duration of time should the contractor price to cover (i.e. 2 hours, 4 hours, etc.)? The Government has refined their approach on service calls and repairs to include a pool that covers parts and repairs.
Please review the updated pricing sheet and notes thoroughly.
a. Also confirm travel time is to be included in the service call or service repair.
Correct
17. Regarding service calls, there is some proprietary equipment being serviced under this contract with that equipment belonging to ASCO. Their service or repair call pricing will likely be different than that associated with the gear, transformers, fire pumps, etc.
How many service calls for the ASCO equipment should be figured in per year?
Considering the different potential situations, the Government has refined their approach on service calls and repairs to include a pool that covers both parts and repairs. To accommodate this approach, please include rates for both general work and specialty work anticipated.

18. Work associated with Fire Pumps and associated gear, transfer switches, etc. comes with extreme liability and will likely require a specialty group for those maintenance tasks. Therefore, they likely will have different service and repair call pricing than the standard gear, transformers, etc. How many service calls should the contractor price in for any fire pump related equipment? Considering the different potential situations, the Government has refined their approach on service calls and repairs to include a pool that covers both parts and repairs. To accommodate this approach, please include rates for both general work and specialty work anticipated.
a. Will the government provide a new pricing excel sheet for these different service/repair call breakouts? There would ultimately be likely 3 categories (ASCO, Fire Pump, and all other remaining equipment). Updated
19. Does the contractor need to provide past performance for any subcontracted vendors who will be onsite to perform preventive maintenance and other scope related items?
Not included in the scope but contract is welcome to submit.
20. Will the USDA be providing as-builts or red line diagrams of the existing electrical system and equipment? Yes after award USDA can provide updated one-lines with room numbers
21. Please confirm all work is to be completed during normal business hours. Normal scheduled maintenance should be scheduled for normal business hours. Repairs could fall outside of normal business hours.
22. Will the contractor be allowed to work on weekends with prior, scheduled approval?
This may be possible on a case-by-case basis.
23. In reference to 3.2.10, what does the government mean by log sheet? Does the government possess an example sheet they can provide? Is this a requirement?
Revised: Provide daily suitable Electrical gear and transformer reports for each system.
The reports shall be emailed to the COR. Provide and install any required certificate of testing sticker or sheet as needed.
24. In reference to 3.2.11, please clarify. Is the government requesting a schedule or is a standard MOP acceptable? A schedule with a MOP (detailed times) as performed in the past
a. Does the government have an example document of what they need that can be provided? This has been provided to interested offerors that have met preliminary requirements for providing a quote and completed NonDisclosure Agreements.
25. In reference to 3.3.8.3, please clarify on scope (i.e. is contractor required to sweep floors, mop floors, etc.).
a. Or is cleaning only for the electrical equipment itself per manufacturer recommendations/requirements? Revised: The contractor shall thoroughly clean all electrical gear and transformers as per manufacture recommendations and requirements. Contractor shall clean electrical rooms post repairs or maintenance to the condition it was prior to services to include any markings on floors from breakers.
26. To access the zig-zag transformers in the ceiling, is the government or contractor required to provide the necessary scaffolding? The contractor shall provide and erect their own or rented scaffolding.
27. If the government is providing the scaffolding, who is responsible for installing it? N/A
