About this file

This is a pricing schedule attachment for a Request for Quotation (RFQ) for electrical maintenance services at the National Bio and Agro-Defense Facility in Manhattan, Kansas. The solicitation (1232SA26Q0742) is set aside for small businesses under NAICS code 238210, with a size standard of $19,000,000. The contract consists of a one-year base period plus four option years, with a total contract value of $100,000 ($20,000 per year). The pricing schedule includes three Contract Line Items (CLINs) per performance period: Electrical Gear/Transformer Maintenance (12 months at $0.00), Fire Pump Electrical Maintenance (12 months at $0.00), and an Unscheduled Service Call or Repair Pool totaling $20,000 in dollars annually. Contractors must quote fixed rates for labor categories including Electrician, Electrician's Assistant, and specialty positions such as ASCO mechanics and electrical fire pump electricians. All prices must be rounded to the nearest dollar with no cents included.

The unscheduled repair pool CLIN requires detailed invoicing that includes part costs, travel receipts complying with Federal Travel Regulations and per diem limits, hours worked, position titles, and employee names. Parts are billed at actual cost, and the Government reserves the right to modify the pool amount annually based on estimated needs and historical data. Any unused funds will be de-obligated at year-end. Contractors must obtain a mandatory site visit to be considered technically acceptable and must complete a Non-Disclosure Agreement to access Attachment 7. Questions are due by June 25, 2026, at 1:00 PM Central Time, submitted to erin.riffey@usda.gov. The contracting officer is Jeffery Cowell, with support from Erin Riffey for questions and Non-Disclosure Agreement submissions.
