Q1. Is this a brand-new contract OR if there is (was) an incumbent performing these services.
A1. No, this is not a brand-new contract.
Q2. If not brand new, could you please provide the current / previous contract number?
A2. Current Purchase Order No.: 12505B24P0101
Q3. The instructions reference an attached spreadsheet titled “Price Document Solicitation

Q3. Language was been updated with Amendment 0002
Q4. Square footage of each facility?
A4. Roughly 7,500 sq ft needs to be serviced out of the 35,000.00 sq ft facility.
Q5. Are there any floor plans for the USDA-ARS-CCRU facility related to this solicitation?
A5. Will be included with Amendment 0002
Q6. What is the prevailing wage?

Q7: Frequency of Services?
A7: Monday-Wednesday-Friday unless one of those days falls on a federal holiday per SOW
Q8: What are the number of custodians required?
A8: Vendor’s discretion to complete.
Q9: The Statement of Work (SOW) specifies service days as Monday, Wednesday, and Friday, but does not identify the required hours per visit or a total estimated weekly level of effort (LOE). Could the Government provide an estimated number of labor hours per shift or a mandatory window of performance to ensure all offerors are pricing against a uniform baseline?
A9: Shift duration is expected to be as long as it takes to complete ALL daily tasks as outlined in the SOW. All tasks in SOW are expected to be done during each visit Monday, Wednesday, and Friday
Q10: SOW Section 3.8 lists specific annual quantities of consumables (e.g., 16 cases of tri-fold towels, 18 cases of foaming soap). Is the contractor expected to deliver these annual quantities in a single bulk delivery at the start of the base year, or incrementally? Additionally, will the Government provide on-site storage for the full annual supply of these materials?
A10: We do not have adequate storage for a full year’s supply of materials. Providing the materials incrementally would be the best route due to storage constraints.
Q11: Section 4.0 identifies a "Floor scrubber" as GFE. Please clarify if the contractor is responsible for the cost of preventative maintenance, repairs, and daily consumables for this unit (e.g., replacement brushes, pads, and specialized scrubbing solution), or if the Government will maintain the unit and provide the necessary pads/chemicals?
A11: The Government will maintain the unit and order any consumables as needed.
Q12: FAR 52.223-2 and biobased reporting requirements are included in the solicitation. Beyond the paper and soap products listed in SOW 3.8, does the facility require that the contractor’s own cleaning chemicals and disinfectants meet specific USDA-designated biobased percentage thresholds?
A12: Biobased is a standard clause for those types of products in general.

Q13: Section 6.0 of the SOW mentions procedures for "working at night" and "normal business hours".
Does the facility have a preference or requirement for when the services are performed (e.g., must be after 5:00 PM local time), or is the contractor permitted to perform services during the 7:30 AM to 4:00 PM business window?
A13: Cleaning shall be completed anytime after normal duty hours are done (8am-5pm)
Q14: The SOW tasks include sweeping, mopping, and vacuuming. Please confirm that periodic floor maintenance, such as stripping and waxing VCT or professional steam cleaning of carpets, is excluded from this scope of work.
A14: Yes, any stripping and waxing of floors and steam cleaning of carpets will be done separately and is not part of the contract.
Q15: Are there any changes in the previous scope to new one?
A15: Yes, no labs will be serviced in this new contract, and the building cleaning is more in depth than the prior.
Q16: Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information?
A16: No
Q17: If services are performed during normal business hours, will the 15 offices be occupied by staff during cleaning? To avoid disturbing research personnel, is there a specific window of time these offices must be completed?
A17: Services are to be provided after duty hours (5pm) so offices should be unoccupied.
Q18: Section 4.0 states the Government will furnish a floor scrubber. Since Section 3.0 only specifies sweeping and mopping three times per week, how often does the Government require the use of the floor scrubber (e.g., weekly, monthly, or as needed)?
A18: As needed.
Q19: Are there any monthly or quarterly "deep clean" requirements (such as carpet extraction or floor buffing) that are not currently listed in the weekly tasks?
A19: No.
Q20: Section 3.8 lists specific brand names and part numbers (e.g., Gojo 5665, Purell GOJ911802). Is the contractor required to provide these exact brands, or are "equal/similar" products from any commercial vendor acceptable, provided they meet the specifications?
A20: Similar products will be fine as long as they work in the soap dispensers, paper towel dispensers, etc.
Q21: Can the Government confirm that the payment terms will be monthly in arrears based on the annual contract price?
A21: Payments will be made on a monthly basis.
